మందగమనంలో ఉన్న భారత ఆర్థికవ్యవస్థ నూతన సంవత్సరంలో కోలుకునే అవకాశం ఉందని భారత పరిశ్రమల సమాఖ్య (సీఐఐ) అభిప్రాయపడింది. అంతర్జాతీయ సానుకూలతలకు తోడు కేంద్ర ప్రభుత్వం, ఆర్బీఐ తగిన చర్యలు చేపడుతుండడమే ఇందుకు కారణమని విశ్లేషించింది.

2020లో భారత ఆర్థికవ్యవస్థ పుంజుకునే అవకాశం ఉందని 'భారత పరిశ్రమల సమాఖ్య' (సీఐఐ) అభిప్రాయపడింది. ప్రపంచ వాణిజ్య ఉద్రిక్తతలు తగ్గడం సహా భారత ప్రభుత్వం, ఆర్బీఐ తగిన చర్యలు చేపడుతుండడమే ఇందుకు కారణమని సీఐఐ విశ్లేషించింది.
"నూతన సంవత్సరంలో ఆర్థికవ్యవస్థ కోలుకుంటుందనే సంకేతాలు కన్పిస్తున్నాయి. ప్రభుత్వం, ఆర్బీఐ తీసుకుంటున్న చర్యల వల్ల పరిశ్రమలు క్రమక్రమంగా మందగమనం నుంచి కోలుకుంటాయి."- భారత పరిశ్రమల సమాఖ్య (సీఐఐ)
పుంజుకుంటాయ్..
సీఐఐ కేంద్ర ప్రభుత్వానికి ఓ సౌకర్యవంతమైన ఆర్థిక విధానాన్ని సూచించింది. దీని వల్ల ద్రవ్యలోటును 0.5 నుంచి 0.75 శాతం మధ్య నియంత్రించాలన్న ప్రభుత్వ లక్ష్యం నెరవేరుతుందని అభిప్రాయపడింది. ఇందుకోసం మౌలిక సదుపాయాల కల్పనను తొందరగా చేయాల్సిన అవసరమూ ఉందని తెలిపింది.
తయారీ, సేవల రంగాలు మెరుగైన 'పీఎమ్ఐ'ల (కొనుగోలు నిర్వహాకుల సూచిక) రూపంలో పుంజుకునే సంకేతాలు కనిపిస్తున్నాయని సీఐఐ తెలిపింది. ప్రయాణికుల కార్ల అమ్మకాలు క్షీణించడం, విమాన ప్రయాణాలు పుంజుకోవడం ఇందుకు నిదర్శనమని సీఐఐ అధ్యక్షుడు విక్రమ్ కిర్లోస్కర్ అన్నారు. 2019 మూడో త్రైమాసికంలోనూ జీడీపీ వృద్ధిరేటులో క్షీణత కొనసాగినప్పటికీ.. త్వరలోనే అది పుంజుకునే అవకాశం ఉందని విక్రమ్ అభిప్రాయపడ్డారు.

జీఎస్టీ, దివాలా స్మృతిల అమలుతో ప్రారంభంలో పరిశ్రమలకు ఎదురైన ఇబ్బందులు క్రమక్రమంగా తగ్గుతున్నాయని, భవిష్యత్లో ఇది ఆర్థికవ్యవస్థకు గణనీయమైన ప్రయోజనాలు చేకూర్చుతుందని సీఐఐ ఆశాభావం వ్యక్తం చేసింది.

అందరి సమ్మతితో పన్ను రేట్లను పెంచేందుకు ముందుగా.. జీఎస్టీలోని 4 శ్లాబుల విధానాన్ని కుదించాల్సిన అవసరముందని సీఐఐ సూచించింది. అలాగే జీఎస్టీ కౌన్సిల్ తరచుగా జీఎస్టీ రేట్లు సమీక్షించే పద్ధతిని నిలిపివేయాలని తెలిపింది. కస్టమ్స్ సుంకాన్ని హేతుబద్ధీకరించాలని అభిప్రాయపడింది.
ముడిపదార్థాలపై అతితక్కువ, ఇంటర్మీడియట్ వస్తువులపై తక్కువ, తుది ఉత్పత్తులపై అధిక కస్టమ్స్ సుంకం సూత్రాన్ని ఎలాంటి మినహాయింపులు లేకుండా పాటించాల్సి ఉందని సీఐఐ స్పష్టం చేసింది.

2019 saw renewed hope for the fate of the Northern White rhino.
Scientists in Italy created two embryos using oocytes (eggs) collected from the two remaining females, and frozen sperm from deceased males.
They hope to one day impregnant a Southern White rhino female with a Northern White embryo.
STORYLINE :
Najin and Fatu - seen here at the Ol Pejeta Conservancy in Nanyuki, Kenya along with a Southern White rhino - are the last two female Northern White rhinos in the world. There are no longer any males.
Their species has been killed by poaching, fuelled by the demand for rhino horn.
The last male, a 45-year-year-old named Sudan, died in March 2018 - euthanised after age-related complications.
Vets successfully harvested eggs from Najin and Fatu at the conservancy on 22nd August 2019, raising hopes scientists may save the species from extinction.
The international team working on the project in Italy says it has successfully created two embryos using oocytes (eggs) collected from the two remaining females and frozen sperm extracted from Sudan and one other male before they died.
It's an experimental procedure which has taken a long time to develop and perfect.
Cesare Galli, co-founder and director of Avantea labs says they are pleased with the success of the project so far.
"We collected ten eggs, five from each female. And we had two embryos from one of the two females, which is 20%, which is what we normally achieve in equine reproduction, so we get the same efficiency. So we are positively surprised by such efficiency (success)."

Avantea Srl is a lab specialising in advanced technologies for animal reproduction and biotechnology research.
Avantea achieved the world's first cloned horse, Prometea in 2003.
Neither Najin nor Fatu is able to carry a calf, one has lesions in her uterus and the other has weak legs which would endanger any pregnancy.
When co-founders of Avantea labs Cesare Galli and Giovanna Lazzari learnt after ten days of incubation, that one of Fatu's eggs developed into a viable embryo, there was no time to waste.
On September 3rd, Lazzari carried out the procedure for the first embryo to be cryo-preserved for future transfer. The procedure seen here on the video provided by the Avantea team was carried out on the second embryo the next day (September 4).
The two embryos are now stored in liquid nitrogen and it is hoped that they will be transferred into a Southern White rhino who will act as a surrogate mother in the near future.
The ethical assessment of the entire programme was a crucial part of the BioRescue programme. A dedicated team from the University of Padua closely collaborated with scientists on each individual procedure.
Barbara De Mori is the Director of the Ethics Laboratory at the University of Padua.

Last year scientists succeeded in creating hybrid embryos using frozen Northern White rhino sperm and eggs from a Southern White rhino, a closely related sub-species.
Thomas Hildebrandt, Head of the Department of Reproduction Management, Leibniz Institute for Zoo and Wildlife Research and BioRescue project says their success so far shows that humans can have have a positive impact on conservation.
"I think there is a potential new life demonstrated by this new northern white rhino embryos, is an incredible example of that you should not give up. The ultimate goal is to create a herd of at least five animals that could be returned to their natural habit in Africa. That could take many years.
The stakes, however, remain high and the team are feeling the pressure.
"Here with the rhino it is a completely different approach because you don't have the material to work with, so you have to guess to extrapolate from other species. And once you get the material it is so precious that you really feel the pressure and also the consequences if it goes wrong and also if it goes well," says Galli.
The efforts to save the Northern White in Europe and Kenya are being led by the Leibniz Institute for Zoo and Wildlife Research in Berlin, Germany, Avantea biotechnology research and animal reproduction lab in Cremona, Italy, Dvur Kralove Zoo in the Czech Republic, the Ol Pejeta Conservancy and the Kenya Wildlife Service.
Those hopes were given a boost when a baby Southern White rhino was born at San Diego zoo in the United States.
Aptly named Future, she is the zoo's second rhino second conceived through artificial insemination. The first, Edward, was born to a different mother in July.
The northern white rhino is a distant subspecies of the southern white rhino.
The hope is that one day southern white rhinos can serve as surrogate mothers for northern white rhino embryos.
Decades of poaching have all but wiped out the Northern White rhino's numbers. Southern White rhinos and the Black rhino are also prey for poachers, the former being listed as Near Threatened on the IUCN (International Union for Conservation of Nature) Red List of Threatened Species, with the latter Critically Endangered.
The Northern White rhino is on the verge of extinction, but these latest turns in its story raises further hopes that the species will survive.
