"There are several major principles for the dialogue. First, the participants should be broad, regardless of class or stance. Second is that the dialogue should be as transparent as possible and media can cover it on the spot. Third, the topics should be open as we won’t restrict the topics specifically to housing or education, all topics are welcomed. The government is not the only one that can launch such a platform, and we welcome more efforts from all sectors of the society to encourage more dialogues."

The dialogue is only the first step, but the first step is very important. We hope that through the first step, we can get Hong Kong out of this very worrying situation. I must stress dialogue does not mean that strict law enforcement can be absent. The priority at present remains to be curbing violence."

"We are a team of more than 180,000 civil servants, and in the past three months, my civil servant colleagues, both in the police force or other departments, have been shouldering a lot of extra work. I would like to express my gratitude to them and hope that they can still stick to their positions to continue to serve the Hong Kong people."

The government of the Hong Kong Special Administrative Region (SAR) will launch public dialogue next week to draw opinions from all walks of life, said Carrie Lam, chief executive of the region on Tuesday at a press conference.
At the press conference, Lam first condemned the vandalism of infrastructure by the radicals over the weekend and called on the society to express its views peacefully and rationally.
Lam said that the SAR government will launch public dialogue next week and such dialogue will be conducted in following three ways: First, the public can register freely for each event involving 100 to 200 participants; and if there are too many applicants, the decision will be made after drawing lots. Second, participants of different ages, classes and backgrounds will be randomly selected. Third, it could be an in-depth dialogue, with the number of participants to each event limited to about 20.
The government is not the only one that can launch such a platform, and we welcome more efforts from all sectors of the society to encourage more dialogues," said Lam.
Lam noted that the dialogue is a "way more better than confrontation" and the first thing first is to curb violence.
"Because dialogue is always better than confrontation, it can also give each other a deeper understanding of different views. The dialogue is only the first step, but the first step is very important. We hope that through the first step, we can get Hong Kong out of this very worrying situation. I must stress dialogue does not mean that strict law enforcement can be absent. The priority at present remains to be curbing violence," said Lam.
Lam also said that the illegal behaviors by certain civil servants would not be tolerated. At the same time, Lam also expressed her gratitude towards the majority of SAR civil servants for their dedication and to the public service in the past few months.
"We are a team of more than 180,000 civil servants, and in the past three months, my civil servant colleagues, both in the police force or other departments, have been shouldering a lot of extra work. I would like to express my gratitude to them and hope that they can still stick to their positions to continue to serve the Hong Kong people," said Lam.
