2. SOUNDBITE (Mandarin) Gao Feng, Commerce Ministry spokesman:
"China has repeatedly stressed that the trade war started with the imposition of tariffs, and it should also end with the abolition of tariffs. This is an important condition for the two sides to reach an agreement. The elimination of tariffs is in line with the interests of producers and consumers, in line with the interests of China and the United States and in line with the interests of the world. It isn't unilateral, but in the interests of both parties."

4. SOUNDBITE (Mandarin) Gao Feng, Commerce Ministry spokesman:
"If the two parties reach the first phase agreement, the extent of the cancellation of tariffs should fully reflect the importance of the first phase agreement, and its importance should be assessed by both parties. The two sides are discussing this in depth. China is willing to work together with the US to properly resolve each other's core concerns on the basis of equality and mutual respect and to create conditions for the first phase of the agreement."

6. SOUNDBITE (Mandarin) Gao Feng, Commerce Ministry spokesman:
"The establishment of the China-Japan-Korea Free Trade Area is the common aspiration of the three countries. It will further release the potential of economic and trade cooperation among the three countries, promote the deep integration of the value chain in the region and effectively promote the prosperity and integrated development of the regional economy. On the basis of preliminary work, the three parties have already reached a consensus on promoting negotiations and comprehensively speeding up the agreement."

8. SOUNDBITE (Mandarin) Gao Feng, Commerce Ministry spokesman:
"Ending the RCEP (Regional Comprehensive Economic Partnership) negotiations as a whole is on the proactive initiative of the members to promote their respective regional economic development, not an expedient measure to deal with changes in the external environment. As we all know, RCEP negotiations started in 2012."
9. Cutaway of journalists
10. SOUNDBITE (Mandarin) Gao Feng, Commerce Ministry spokesman:
"ASEAN (Association of Southeast Asian Nations) has always been the core of RCEP. As a negotiating participant, China has always supported the core position of ASEAN and always played a constructive role in promoting dialogue, harmony and facilitation. In foreign trade and economic cooperation, China has always advocated equal treatment, mutual benefit and common development and has never had, and never will, be a bully."

STORYLINE:
A Chinese Commerce Ministry spokesman said the United States needs to abolish trade tariffs in order for Beijing to agree to a deal with Washington, adding that the two sides "are discussing this in depth."
"China has repeatedly stressed that the trade war started with the imposition of tariffs, and it should also end with the abolition of tariffs," said Gao Feng Thursday. "This is an important condition for the two sides to reach an agreement."
Presidents Donald Trump and Xi Jinping agreed last month to resume trade talks aimed at resolving a more than yearlong dispute over technology and industrial policy.
As part of that truce, they halted further tariff hikes.
Both sides have imposed billions of dollars' worth of punitive tariffs on each other's exports and reports have said China wants to have those rolled back as part of any agreement.
But further talks have stalled, and Trump threatened more tariff hikes on Chinese imports if talks fail to produce an interim agreement.
Talks appear to be hung up on Chinese pressure for Washington to roll back some of its punitive tariffs imposed in the fight over Beijing's trade surplus and technology ambitions.
The Chinese government said last week negotiators had agreed, but Trump denied that.
Gao also said China continued to spearhead talks on a 16-nation trade initiative, the Regional Comprehensive Economic Partnership, even as India dropped out earlier this month.
Gao defended the RCEP from concerns that China could use its economic might to push forward an unfair trade initiative, saying "China has always advocated equal treatment, mutual benefit and common development, and has never had, and never will, be a bully."
