హోరాహోరీగా సిక్కిం పోరు.. సర్వత్రా ఉత్కంఠ

సిక్కిం అసెంబ్లీ ఎన్నికల ఫలితాలు ఆసక్తి రేకెత్తిస్తున్నాయి. పవన్​ చామ్లింగ్​ నేతృత్వంలోని సిక్కిం డెమొక్రటిక్​ ఫ్రంట్(ఎస్​డీఎఫ్​)​, సిక్కిం క్రాంతికారి మోర్చా(ఎస్​కేఎం)లు సమాన స్థానాల్లో ఆధిక్యంలో కొనసాగుతున్నాయి.

ఈశాన్యాన చిన్న రాష్ట్రమైన సిక్కింలో ఎన్నికల పోరు ఆసక్తి రేకెత్తిస్తోంది. సుదీర్ఘకాలం ముఖ్యమంత్రిగా పనిచేసిన నేతగా రికార్డు సృష్టించిన పవన్​చామ్లింగ్​ నేతృత్వంలోని సిక్కిం డెమొక్రటిక్​ ఫ్రంట్​(ఎస్​డీఎఫ్​)కు, ప్రత్యర్థి పార్టీ సిక్కిం క్రాంతికారి మోర్చా(ఎస్​కేఎం)కు మధ్య గట్టి పోటీ కొనసాగుతోంది.

ఈ రాష్ట్రంలో ప్రధాన పోటీ ఈ రెండు పార్టీల మధ్యే. గత అసెంబ్లీ ఎన్నికల్లో 32 స్థానాలకుగాను ఎస్​డీఎఫ్​ 22 గెల్చుకుంది. ఎస్​కేఎం 10 స్థానాల్లో విజయం దక్కించుకుంది. ఇక్కడ జాతీయ పార్టీలైన భారతీయ జనతా పార్టీ, కాంగ్రెస్​ల హవా తక్కువ.

పౌరసత్వ సవరణ బిల్లు, జాతీయ పౌర రిజస్టర్​ వివాదంతో రాష్ట్రంలో సంక్షోభ పరిస్థితి నెలకొంది. దీనిపైనే ప్రతిపక్షాలు ప్రచారం నిర్వహించాయి. రాష్ట్రంలో ఉన్న ఒకే ఒక లోక్​ సభ నియోజకవర్గంలో ఎస్​కేఎం ఆధిక్యంలో ఉంది.

రికార్డులు...

ఆరోసారి ఎన్నికల్లో పోటీకి దిగారు పవన్​ చామ్లింగ్. ఈసారి ముఖ్యమంత్రిగా ఎన్నికైతే.. ఇప్పట్లో ఈయన రికార్డుకు ఎదురే ఉండదు. స్వాతంత్ర్యం వచ్చిన తర్వాత ఒక రాష్ట్రానికి అత్యధిక కాలం ముఖ్యమంత్రిగా పనిచేసిన నేతగా జ్యోతి బసు రికార్డును ఇప్పటికే అధిగమించారు చామ్లింగ్.

"But recent events demonstrate that our adversaries regard democratic elections as a key vulnerability of an open society. If cyber interference were to become commonplace, the danger is that authoritarian states would damage public confidence in the very fabric of democracy. We cannot afford to wait until one of our adversaries succeeds in changing the results of an election. So we must be crystal clear that any cyber operations designed to manipulate another country's electoral system and alter the results would breach international law and justify a proportionate response. Together we possess options for responding to any attacks that fall below the threshold for Article V, and we should be prepared to use them. Deciding to do nothing would be an important decision in itself and the consequences could be escalatory. So the more we communicate our resolve to act, the more we lower the risk of miscalculation."

"NATO is not immune. We register suspicious events against NATO cyber systems every day and cyber threats will become more dangerous with the development of new technologies such as artificial intelligence, machine learning and deep fakes. These technologies are fundamentally changing the nature of warfare as much as the industrial revolution did. NATO is adapting to this new reality. NATO leaders have agreed that the cyber attack could trigger Article V of our founding treaty, where an attack against one ally is treated as an attack against us all. NATO has designated cyberspace as a military domain alongside land, sea and air."

"NATO leaders will meet here in London on the 3rd and 4th of December. At this summit bolstering our cyber defences and resilience will be a top priority. That is why I have convened a meeting of national security advisers at NATO headquarters next week. This meeting will be the first of its kind for the alliance. It is a recognition that hybrid threats, including cyber threats, need a whole of government response."

STORYLINE:
The British Foreign Secretary warned Thursday that Russia is targetting the national infrastructure of several countries through a global campaign of cyber warfare.
Jeremy Hunt told NATO ambassadors and Secretary-General Jens Stoltenberg at a cyber security event that Britain's National Cyber Security Centre, set up in 2016, had assisted 16 NATO countries and others outside the alliance in countering hostile Russian cyber activities in the last 18 months.
Hunt said recent events showed democracy was being targetted and the response needed to meet the challenges.
"We must be crystal clear that any cyber operations designed to manipulate another country's electoral system and alter the result would breach international law - and justify a proportionate response," Hunt added.
Stoltenberg meanwhile said cyber defence was a top priority for the alliance, adding that a meeting of national security advisers from all 29 member states was taking place next week in Brussels.
"It is a recognition that hybrid threats, including cyber threats, need a whole of a government response," he said.
Stoltenberg told the conference that the alliance was strengthening its resources to counter cyber threats, saying potential attackers should know that NATO was not limited to responding in cyberspace when it was attacked in cyberspace.
"We can and will use the full range of capabilities at our disposal," he stressed.
