కాంగ్రెస్ 'మెరుపు దాడిపై' దేశం మాటేంటి..?

సార్వత్రిక సమరంలో అతిపెద్ద హామీతో కాంగ్రెస్ ముందుకు దూకింది. మొదటి నుంచి చెబుతూ వస్తున్న కనీస ఆదాయ హామీపై స్పష్టతనిచ్చింది. పేద కుటుంబాలకు ఏటా రూ.72వేలు చెల్లిస్తామని ప్రజాకర్షక మంత్రం వేశారు కాంగ్రెస్ అధ్యక్షుడు రాహుల్ గాంధీ. గెలుపే లక్ష్యంగా ప్రకటించిన న్యూన్తమ్ ఆయోజన్పై మిశ్రమ స్పందన వస్తోంది.

ఎన్నికల ముందు అతిపెద్ద నగదు బదిలీ పథకాన్ని తెరపైకి తెచ్చి కాంగ్రెస్ ప్రచార జోరు పెంచింది. ఎన్నికల ప్రధాన అస్త్రంగా న్యూన్తమ్ ఆయోజన్ను ముందుకు తీసుకొచ్చింది. ఇప్పటికే రైతులకు ఏటా ఆరు వేలు ప్రకటించి భాజపా ముందంజలో ఉంది. ఇప్పుడు కాంగ్రెస్ అధ్యక్షుడు రాహుల్ గాంధీ ప్రకటించిన రూ.72 వేల భృతిపై ప్రజలు ఏమంటున్నారో చూద్దాం.

"ప్రతిసారి ఇదే చెబుతారు. కొందరు రూ.15 లక్షలు ఇస్తామంటారు. కొందరు రూ.12 వేలు అంటారు. కానీ మాకేం రాదు. ఇక్కడ మాకు కుళాయి ఉన్నా నీరు రాదు. తాగునీటి కోసమే చాలా దూరం వెళ్లాల్సి వస్తోంది."

"నాకు తెలిసి ఇదో ఎన్నికల హామీ. ఎన్నికల్లో కాకుండా వేరే సందర్భంలో ఇస్తే మరింత ప్రభావం ఉండేది. ఎన్నికల్లో కొత్త ట్రెండు ప్రారంభమైంది. డబ్బులను ప్రజల ఖాతాల్లో నేరుగా జమచేస్తూ ఓట్లను పొందేందుకు ప్రయత్నిస్తున్నాయి పార్టీలు. ఇది ఓ రకంగా సహాయం చేయవచ్చు. దేశంలో పేదలే ఎక్కవ శాతం ఉన్నారు. ఇందులో రాయితీ, సంక్షేమ పథకాలున్నాయి. దీనిని ప్రారంభిస్తే మిగిలిన సంక్షేమ పథకాలన్నింటినీ ఆపాల్సిన అవసరం ఉంది. అప్పుడే ఇది సాధ్యమవుతుంది. కాంగ్రెస్ వాళ్లు చెబుతున్నారు.. ఇది పేదరికంపై చివరి పోరాటమని. నాకు తెలిసి వరుస పరాజయాలతో ఉన్న కాంగ్రెస్ ఓట్ల కోసమే ఈ పోరాటం. ఏదేమైనా నిర్ణయాన్ని స్వాగతిస్తున్నా. కానీ ఆచరణ చాలా కష్టం"

The France-China cooperation has yielded fruitful results, said Frederique Vidal, the French Minister of Higher Education, Research and Innovation during a recent interview with China Central Television (CCTV) ahead of Chinese President Xi Jinping's state visit.
Xi arrived in France on Sunday for what is the final leg of his three-nation Europe tour, which also included visits to Italy and Monaco.
The year 2019 marks the 55th anniversary of the establishment of diplomatic relations between China and France, and in a signed article published on Saturday in the leading French newspaper Le Figaro, Xi proclaimed that the two countries are making the pie of their converging interests bigger.
On cooperation between France and China, Vidal said, "China and France now have 11 research institutions working together on over 60 projects. Meanwhile, there are many France-led European research institutions cooperating with China. We have jointly published a large number of scientific research papers and we have many exchange students. We also have French universities that choose to set up branches in China, hence we can say our cooperation has yielded fruitful results."
Vidal also stressed that the academic community is a global-wide family, and the multilateralism by which France and China stand is important to education, research and innovation.

Meanwhile, this year also marks the centenary of the Work-Study Movement, a program in the early 20th century which brought many young Chinese students to France and Belgium to work as a way to pay for their study culture and science.
In the past 100 years, bilateral cultural and educational exchanges have witnessed a jump. In 2018, nearly 40,000 Chinese students were studying in France while more than 100,000 French students learning Chinese.
Vidal expressed high hopes for the future cooperation between the two countries.
