China and Sri Lanka are jointly building a new future city along Colombo's coastline that will become the capital city's central business district and create about 83,000 local jobs, which is an important example of Belt and Road cooperation.
With an initial investment of 1.4 billion U.S. dollars, the Colombo Port City project, invested and developed by the China Communications Construction Company Limited (CCCC), is China's biggest project in Sri Lanka and will become a key node along the 21st Century Maritime Silk Road.
The mega-project will build Colombo into a high-end urban complex of finance, tourism, logistics and information technology in Southeast Asia and greatly boost the island country's social and economic development.
Around five years after the construction launch in September 2014, the land reclamation for Colombo Port City has been completed, covering 269 hectares. Chinese workers and their Sri Lankan counterparts are busy working on the last 200 meters of a 3,000-meter breakwater which will protect the Colombo Port City from the force of waves.
"Sri Lanka is located in the Indian Ocean and one characteristic is that it experiences a southwest monsoon for half a year every year. This breakwater can ensure the safety of the reclaimed land in the monsoon period. We design this breakwater to resist the extremely strong wind and high waves encountered once in 200 years to ensure that the land will not be affected, so as to ensure the safety of the whole port city," said Xu Jie, deputy manager of the Colombo Port City Project undertaken by the CCCC Fourth Harbor Engineering Co., Ltd.
The breakwater consists of thousands of concrete blocks with each weighing 10-22 tons. They are placed to the right positions in the sea by an automatic hydraulic long-arm excavator equipped with advanced sonar system and high-definition underwater cameras.
The breakwater is expected to be completed before the monsoon season starts in May.
The municipal engineering also started in the second half of 2018
"The first phase of our municipal engineering including roads, bridges, water and electricity supply and wastewater treatment is expected to be completed by the end of 2020," said Wang Hao, general manager's assistant of the Port City Colombo Ltd. under the China Harbour Engineering Co. Ltd.
The overall development of the Colombo Port City project will take about 25 years. Upon completion, over 250,000 people will work and live in the future city.
"There are about one million Sri Lankans working overseas. They have become skilled employees after studying overseas. By drawing them back to join us, the whole project has been greatly promoted," said Jiang Houliang, general manager of the Port City Colombo Ltd. under the China Harbour Engineering Co. Ltd.
Proposed by China in 2013, the Belt and Road Initiative refers to the Silk Road Economic Belt and the 21st Century Maritime Silk Road, which aims to build a trade and infrastructure network connecting Asia with Europe and Africa.
