RESTRICTION SUMMARY: AP CLIENTS ONLY
SHOTLIST:
POOL - AP CLIENTS ONLY
Washington DC - 19 November 2019
1. SOUNDBITE (English) Rep. Adam Schiff, Chairman, House Intelligence Committee:
"Both Colonel Vindman and Ms. Williams were on the July 25th call. Vindman testified that due to the unequal bargaining position of the two leaders and Ukraine's dependency on the U.S., the favor Trump asked of Zelenskiy was really a demand. After the call, multiple individuals, including Vindman, were concerned enough to report it to the National Security Council's top lawyer. It was the second time in two weeks that Vindman had raised concerns with NSC lawyers."

2. SOUNDBITE (English) Rep. Devin Nunes, Ranking Member, House Intelligence Committee:
"After trying out several different accusations against President Trump, the Democrats have recently settled on bribery. According to widespread reports, they replaced their quid pro quo allegation, because it wasn't polling well."

3. SOUNDBITE (English) Lt. Col. Alexander Vindman, National Security Council Ukraine Expert:
"I'm grateful for my father's brave act of hope 40 years ago and for the privilege of being an American citizen and public servant, where I can live free, free of fear for mine and my family's safety. Dad, I'm sitting here today in the U.S. capitol talking to our elected professionals is proof that you made the right decision 40 years ago to leave the Soviet Union, come here to the United States of America in search of a better life for our families. Do not worry. I will be fine for telling the truth."
++BLACK FRAMES++
4. SOUNDBITE (English) Rep. Adam Schiff, House Intelligence Committee Chairman:
"About two weeks after that July 10th meeting, President Trump and President Zelenskiy had their second call, the now infamous July 25th call. Col. Vindman, what was your real time reaction to hearing that call?"
5. SOUNDBITE (English) Lt. Col. Alexander Vindman, National Security Council Ukraine Expert:
"Chairman, without hesitation, I knew that I had to report this to the White House counsel. I had concerns and it was my duty to report my concerns to the proper, proper people in the chain of command."
++BLACK FRAMES++
6. SOUNDBITE (English) Rep. Adam Schiff, House Intelligence Committee Chairman:
"Was there any ambiguity about the President's use of the word Biden?
(Vindman: "There was not".)
"It was pretty clear that the president wanted Zelenskiy to commit to investigating the Bidens, was it not?"
7. SOUNDBITE (English) Lt. Col. Alexander Vindman, National Security Council Ukraine Expert:
"That is correct."
(Schiff: "That is one of the favors that you thought should be properly characterized as a demand?")
"That is correct."
(Schiff: "And there is no ambiguity about that?")
"In my mind, there was not."
++BLACK FRAMES++
8. SOUNDBITE (English) Rep. Jim Jordan, (R) Ohio:
"And Colonel, you never leaked information?"
9. SOUNDBITE (English) Lt. Col. Alexander Vindman, National Security Council Ukraine Expert:
"I never did. Never would. That is that is preposterous that I would do that."
10. SOUNDBITE (English) Rep. Jim Jordan, (R) Ohio:
"Your boss had concerns about your judgment, your former boss, Dr. Hill, had concerns about your judgment, your colleagues had concerns about your judgment. And your colleagues felt that there were times when you leaked information. Any idea why they have those impressions Colonel Vindman?"
11. SOUNDBITE (English) Lt. Col. Alexander Vindman, National Security Council Ukraine Expert:
"Yes, Representative Jordan. I guess I'll start by reading Dr. Hill's own words as she attested to in my last evaluation that was dated middle of July right before she left. Alex is a top one percent military officer and the best army officer I ever worked with in my 15 years of government service."
++BLACK FRAMES++
12. SOUNDBITE (English) Rep. Devin Nunes, Ranking Member, House Intelligence Committee:
"Mr. Vindman, you testified in your deposition that you did not know the whistleblower."
13. SOUNDBITE (English) Lt. Col. Alexander Vindman, National Security Council Ukraine Expert:
"Ranking member it's Lieutenant Colonel Vindman, please."
14. SOUNDBITE (English) Rep. Devin Nunes, Ranking Member, House Intelligence Committee:

15. SOUNDBITE (English) Lt. Col. Alexander Vindman, National Security Council Ukraine Expert:

16. SOUNDBITE (English) Rep. Devin Nunes, Ranking Member, House Intelligence Committee:

"Per the advice of my counsel, I've been advised not to answer specific questions about members of the intelligence community."
18. SOUNDBITE (English) Rep. Devin Nunes, Ranking Member, House Intelligence Committee:
"This is, are you aware that this is the Intelligence Committee that's conducting an impeachment hearing?"
19. SOUNDBITE (English) Lt. Col. Alexander Vindman, National Security Council Ukraine Expert
"Of course I am."
20. SOUNDBITE (English) Rep. Devin Nunes, Ranking Member, House Intelligence Committee:
"Wouldn't the appropriate place for you to come to testify would be the Intelligence Committee about someone within the intelligence community?"
21. SOUNDBITE (English) Lt. Col. Alexander Vindman, National Security Council Ukraine Expert:
"Ranking member, per the advice of my counsel and the instructions from the chairman, I've been advised not to provide any specifics on who I have spoken to with inside the intelligence community. What I can offer is that these were properly cleared individuals or was a properly cleared individual with a need to know."
22. SOUNDBITE (English) Rep. Devin Nunes, Ranking Member, House Intelligence Committee:
"Well, this is. I mean, you can really you can plead the fifth, but you're here to answer questions and you're here under subpoena. So you can either answer the question or you can plead the fifth."
++BLACK FRAMES++
23. SOUNDBITE (English) Kurt Volker, Former special envoy to Ukraine:
"Throughout this time, I understood that there was an important distinction between Burisma and Biden and I urged the Ukrainians to maintain such a distinction. I did not know that President Trump or others had raised Vice President Biden with the Ukrainians, or conflated the investigation of possible Ukrainian corruption with investigation of the former vice president. In retrospect, for the Ukrainians, it would clearly have been confusing. In hindsight, I now understand that others saw the idea of investigating possible corruption involving Ukrainian company Burisma as equivalent to investigating former Vice President Biden. I saw them as very different, the former being appropriate and unremarkable, the latter being unacceptable. In retrospect, I should have seen that connection differently and had I done so, I would have raised my own objections."
++BLACK FRAMES++
24. SOUNDBITE (English) Steve Castor, Republican Counsel:
"Mr. Zeldin asked you in the deposition that it in no way, shape or form in either readout from the United States or Ukraine, did you receive any indication whatsoever or anything that resembles a quid pro quo? Is that correct?"
25. SOUNDBITE (English) Kurt Volker, Former US special envoy to Ukraine:
"That's correct."
26. SOUNDBITE (English) Steve Castor, Republican Counsel:
"And the same would go for this new allegation of bribery?"
27. SOUNDBITE (English) Kurt Volker, Former US special envoy to Ukraine:
"I've only seen an allegation of bribery in the last week."
28. SOUNDBITE (English) Steve Castor, Republican Counsel:
"It's the same common set of facts. It's just instead of quid pro quo, now it's bribery."
29. SOUNDBITE (English) Kurt Volker, Former US special envoy to Ukraine:
"I was never involved in anything that I considered to be bribery at all."
30. SOUNDBITE (English) Steve Castor, Republican Counsel:
"Or extortion?"
Volker: "Or extortion..."
++BLACK FRAMES++
31. SOUNDBITE (English) Steve Castor, Republican Counsel:
"I do remember having seen some of the testimony of Mr. Kent, a conversation in which he had asked me about the conspiracy theories that were out there in Ukraine. I don't remember what the date of this conversation was. And my view was, well, if there are things like that, then why not investigate them? I don't believe that there's anything to them. If there is the 2016 election, interference is what I was thinking of. We would want to know about that. But I didn't really there believe there's anything there, to begin with."
32. SOUNDBITE (English) Steve Castor, Republican Counsel:
"You testified in your deposition to the extent the Ukrainians were going to investigate other Ukrainians for wrongdoing. That was perfectly appropriate in your mind?"
33. SOUNDBITE (English) Kurt Volker, Former US special envoy to Ukraine:
"That is how has been US policy for years."
34. SOUNDBITE (English) Steve Castor, Republican Counsel:
"So if certain Ukrainians involved with the Burisma company...?"
35. SOUNDBITE (English) Kurt Volker, Former US special envoy to Ukraine:
"I think is the only plausible thing to look at there, as I said, I don't find it plausible or credible that Vice President Biden would have been influenced in his duties. But whether individual Ukrainians in the society that we know Ukraine has been for decades, were trying to act in a corrupt way or to buy influence. That's plausible."

STORYLINE:
A career army officer on Donald Trump’s National Security Council testified Tuesday he was duty-bound to object to the president’s phone call seeking Ukrainian investigations of U.S. Democrats. Republicans answered him with doubts about his loyalty to the United States.
Arriving on Capitol Hill in military blue with medals across his chest, Lt. Col. Alexander Vindman told impeachment investigators he felt no hesitation in reporting the president’s request of Ukrainian President Volodymyr Zelenskiy.
Vindman, a 20-year military officer who received a Purple Heart for being wounded in the Iraq War, was among the officials who listened in to the July 25 call when Trump asked Ukrainian President Volodymyr Zelenskiy for “a favor” -- investigations of Democrat Joe Biden and other issues.
“Chairman, without hesitation, I knew that I had to report this to the White House counsel. I had concerns and it was my duty to report my concerns to the proper, proper people in the chain of command,” Vindman told the House Intelligence Committee.
His testimony launched a pivotal week as the House’s historic impeachment investigation reaches further into Trump’s White House.
Democrats say Trump’s pressure on Ukraine to investigate former Vice President Joe Biden while withholding U.S. military aid to Kyiv may be grounds for removing the 45th president.
Republicans have argued both that there was no linkage between the two matters and that there would be nothing inappropriate even if there was.
In a remarkable day of back-to-back hearings, Vindman testified alongside Jennifer Williams, an adviser in Vice President Mike Pence’s office.
Both said they had concerns as they listened to Trump speak with the newly elected Ukrainian president about political investigations into Biden.
Trump insists Zelenskiy did not feel pressured and has cast the impeachment probe as a partisan affair aimed at pushing him from office. The White House lashed out at the Army officer.
It wasn’t the first time Vindman was alarmed over the administration’s push to have Ukraine investigate Democrats, he testified.
An immigrant who came to the U.S. as a toddler from Ukraine, Vindman opened his testimony by assuring his father that in America he would be “fine for telling the truth.”
Yet Vindman spent long stretches fielding Republican attacks on his loyalty and his career in public service.
Vindman also said he does not know who the whistleblower is. He has previously said it is not him.
Trump ally Jim Jordan asked if he ever leaked information. “Never did, never would,” Vindman answered.
Later Tuesday, the House committee heard from former NSC official Timothy Morrison and Kurt Volker, the former Ukraine special envoy, who said he hadn’t understood the scope of the investigations Ambassador Gordon Sondland and Rudy Giuliani, the president’s personal attorney, were pursuing for Trump.
