ప్రధాని మోదీతో మైక్​ పాంపియో భేటీ

ప్రధాని నరేంద్రమోదీతో అమెరికా విదేశాంగ మంత్రి మైక్ పాంపియో భేటీ అయ్యారు. భారత​ పర్యటనలో భాగంగా మంగళవారం రాత్రి దిల్లీ చేరుకున్న ఆయన ఈ ఉదయమే మోదీతో సమావేశమయ్యారు. లోక్​సభ ఎన్నికల అనంతరం ఉన్నతస్థాయి చర్చల కోసం ఓ విదేశీ మంత్రి భారత్​కు రావడం ఇదే తొలిసారి.

ఈ వారాంతంలో జపాన్​ వేదికగా జరగనున్న జీ20 సదస్సులో భాగంగా మోదీ- అమెరికా అధ్యక్షుడు డొనాల్డ్​ ట్రంప్​ సమావేశమవనున్నారు. ఈ నేపథ్యంలో మోదీ- పాంపియో భేటీ ప్రాధాన్యం సంతరించుకుంది.

"When UNRWA focuses on its work it's about now, it's about tomorrow and the day after because we have, as I said earlier, a million people that need to receive food assistance and that's not in six months, in two years or five years down the line. This is now that's happening. We need to make sure that the students are back in school at the end of August, not in 2025, 35 or 45 because we know the political processes and economic development does take far longer - it's a different cycle. And so, we don't need to create tensions that are there in addition to already a lot of the politicisation that has happened in the UNRWA file over the last year. We will follow, as everybody else will follow, the results of Bahrain. We will of course look into it. It's normal, but I think we also want to make sure that countries who contribute to UNRWA feel that they do it first and foremost because of the issues that UNRWA deals with and the fact that we were mandated by the General Assembly."

"Look, I think the situation is extremely precarious. When you think of a million people possibly not receiving food assistance in Gaza, in addition to all the other hardships that they face, it's something that nobody should even contemplate allowing to happen."

"You know, I would far prefer to see the population of Gaza not depend on food assistance in their life but actually to have jobs and get on with it. But right now, the conflict dynamics and the unresolved political problems between Israelis and Palestinians, this is where we are. And to imagine that there would be a disruption there, I don't even want to envisage it because you recall last year we had to end the contracts of 118 staff members and put some on part time employment because of our financial crisis of last year. That was enough to create very serious protests and we lost control of our compound in Gaza for a full month and that was for 118 jobs that were lost. So imagine one second what would happen if a million people don't get the food assistance."

"This is the point that we regretted last year (the US cutting funding to UNRWA) because if the US had sat down with UNRWA, as any donors, saying for example, just for the sake of the argument, 'the quality of your education services has gone down or you're not transparent enough as an organization'. That is a normal part of the conversation and a donor could say 'we're holding back money until you improve your performance'. The US decision was not about UNRWA's performance. It was about the pressure on the Palestinian leadership and that's a form of politicizing of humanitarian funding that should be absolutely avoided in our view. And so I don't think you know I'm the best judge of what this has led to in political terms, but I can simply say that from a humanitarian point of view that should not have happened."

STORYLINE:
Donors have pledged over $110 million to help some 5 million Palestinian refugees, an amount the head of the U.N. agency for Palestinian refugees called encouraging.
But the head of the United Nations Relief and Works Agency (UNRWA), Pierre Krähenbühl, said on Tuesday that the situation in Gaza remains "extremely precarious" and that UNWRA would need to continue to raise money.
The $1.2 billion budget for UNWRA provides education, health care, food and other services to refugees in the West Bank and Gaza Strip as well as Jordan, Syria and Lebanon.
In an interview with The Associated Press, Krähenbühl said on Tuesday continued funding for UNRWA programs was crucial because "a million people need to receive food assistance, and that's not in six months, in two years or five years down the line. This is now that's happening".
The Trump administration cut all funding for UNRWA this year.
Krähenbühl said the agency covered its expenses through May 30 but is now operating in deficit.
He expressed hope the $110 million will bridge UNRWA's funding in coming months but said another pledging conference will be needed.
While UNRWA was appealing to donors at the United Nations, US President Donald Trump's son-in-law and senior adviser, Jared Kushner, appealed Tuesday for the Palestinians to consider a $50 billion economic support plan they have already rejected because it does not include a political resolution to the long-running conflict with the Israelis.
Kushner, speaking at a conference in Bahrain, defended the proposal as the foundation of any eventual peace plan.
Krähenbühl said he is following what comes out of the Bahrain conference, but said he viewed UNRWA's mission as separate to what was being discussed there.
