With notable results in maintaining social stability, vocational education and training centers in northwest China's Xinjiang Uygur Autonomous Region have proved effective in fighting terrorism and extremism, deserving international recognition and support.
A white paper on Xinjiang's vocational education and training, released Friday by China's State Council Information Office, tells about the different aspects of the programs, responding to the so-called concerns harbored by some countries, organizations and figures.
For some time, Xinjiang, a key battlefield in the fight against terrorism in China, has been plagued by terrorism and religious extremism, victimizing innocent civilians and police.
Drawing experience from other countries and taking into consideration the local conditions, the education and training institutions in Xinjiang provide trainees with courses, including standard Chinese, law, vocational skills and deradicalization. The measures tackle both the symptoms and root causes while fully respecting and protecting human rights in line with law and international practice.
"After receiving education and training for a short time, half a year or one year, these people have their horizon broadened and turn on a brand new look. That's to say, it's our vocational education and training centers that have pulled them back from the verge of being susceptible to extremist ideas and going extreme, so this is real protection of human rights," said Li Wei, a researcher with the China Institute of Contemporary International Relations.
These programs have delivered worthwhile results. No terrorist incidents have occurred in Xinjiang for nearly three years since the education and training started. Local people have gained a strong sense of security and happiness. The region has attracted a soaring number of tourists, with nearly 76 million in the first half of 2019, up 46 percent year on year.
Having acquired skills and better communication abilities, most trainees have graduated from the centers. Many of them have found jobs and resumed good relations with family members, friends and neighbors, thanks to the removal of their extremist ideas which used to isolate them and prompted them to commit illegal acts.
Indeed, Xinjiang deserves praise for its measures in the fight against terrorism and extremism -- undoubtedly part of the global struggle against such common enemies of humanity. Xinjiang's education and training ensures its own social stability and is conducive to regional security and stability. The programs have offered useful experience to international actions against terrorism and extremism.
"As time goes on, more and more countries will get to know China's experience in anti-terrorism and deradicalization. I believe these countries will take their own effective means to handle terrorist threat and extremist issue they face so that the whole international community can take a path of common development and prosperity," Li said.
The education and training centers respect the trainees' rights to use their own ethnic spoken and written languages while offering standard Chinese courses. There is no intention to deprive or limit the trainees' right to use and develop their own ethnic languages.
Based on local demand and employment opportunities, the courses at the centers include garment making, food processing, assembly of electronic products, typesetting and printing, hairdressing and beauty services, e-commerce, auto maintenance and repair, interior design and decoration, livestock breeding, pomiculture, and the performing arts such as music and dance, to name only a few.
Local residents in Xinjiang said they have witnessed and benefited from social stability and economic development in the region which also provide strong evidence for the effectiveness of vocational education and training.
"I take courses in tourist guiding and I plan to study hard here so that I can find a job as a tourist guide at my hometown after graduation, for this will bring me greater income on one hand, and give me a chance to introduce my beautiful hometown to more tourists on the other," said a local resident.
"The past three years have seen no violent terrorist incidents in Xinjiang. It is socially stable and all ethnic groups in Xinjiang are united like one," said another local.
"All ethnic groups should work together to maintain the current good situation. We need to work together to protect this beautiful and lovely homeland," said Xie Jiaying, still another resident in Xinjiang.
