సుజలాం: ప్రజా ఉద్యమంగా జల సంరక్షణ
నీటి ఎద్దడిని తీర్చేందుకు రంగంలోకి దిగింది కేంద్ర ప్రభుత్వం. జల సంరక్షణను ప్రజా ఉద్యమంలా చేపట్టేందుకు సిద్ధమైంది. దేశంలో నీటి ఎద్దడి నెలకొన్న 255 జిల్లాలకు ఇన్‌ఛార్జులుగా సీనియర్‌ అధికారులను నియమించింది. జులై 1 నుంచి ప్రారంభంకానున్న జల్శక్తి అభియాన్లో భాగంగా వీరంతా ఆయా జిల్లాల్లో జల సంరక్షణ, సమర్థ నీటిపారుదల కార్యక్రమాలకు ప్రణాళికలు రూపొందించనున్నారు.

దేశవ్యాప్తంగా ఎన్నో ప్రాంతాల్లో ప్రజలకు నీళ్లు దొరకడం లేదు. తమిళనాడు వంటి రాష్ట్రాల్లో బిందెడు నీటిని బంగారంలా భావించాల్సిన పరిస్థితులు నెలకొన్నాయి. ఈ నేపథ్యంలో జల సంరక్షణను ప్రజా ఉద్యమంలా చేపట్టేందుకు కేంద్ర ప్రభుత్వం సిద్ధమైంది. దేశంలో తీవ్ర నీటి ఎద్దడిని ఎదుర్కొంటున్న 255 జిల్లాలకు ఇన్‌ఛార్జులుగా సీనియర్‌ అధికారులను నియమించింది. అదనపు, సంయుక్త కార్యదర్శులు సహా పలువురు ఉన్నతాధికారులను ‘కేంద్ర ప్రభారీ అధికారులు'గా రంగంలోకి దించింది. కొద్ది రోజుల్లో ప్రారంభం కానున్న ‘జల్శక్తి అభియాన్ (జేఎస్‌ఏ)’లో భాగంగా వీరంతా ఆయా జిల్లాల్లో జల సంరక్షణ, సమర్థ నీటిపారుదల కార్యక్రమాలకు ప్రణాళికలు రూపొందిస్తారు.
డైరెక్టర్‌ లేదా డిప్యూటీ కార్యదర్శి స్థాయి కేంద్ర ప్రభుత్వ అధికారులతో పాటు వివిధ స్థాయుల్లో రాష్ట్ర, స్థానిక అధికారులు, భూగర్భ జల నిపుణులు, ఇంజినీర్లతో కూడిన బృందాలతో సమన్వయంగా పనిచేస్తారు. ఈమేరకు సిబ్బంది వ్యవహారాల మంత్రిత్వశాఖ ఆదేశాలిచ్చింది. గుర్తించిన బ్లాక్‌లు, జిల్లాల్లో ఈ బృందాలు పర్యటించి.. జల సంరక్షణ తదితర కార్యక్రమాలు సమర్ధంగా అమలయ్యేలా చర్యలు చేపడతాయి.
జల్శక్తి అభియాన్...
దేశవ్యాప్తంగా జులై 1 నుంచి సెప్టెంబరు 15 వరకు (ఎంపిక చేసిన జిల్లాల్లో నవంబరు వరకు) జేఎస్‌ఏను అమలు చేయనున్నారు. జల సంపద సృష్టి, చైతన్య కార్యక్రమాల ద్వారా ప్రజా ఉద్యమంగా దీన్ని చేపట్టనున్నారు. 36 రాష్ట్రాలు, కేంద్ర పాలిత ప్రాంతాల్లోని ఆయా జిల్లాల్లో.. పరిస్థితి తీవ్రంగా ఉన్న 313 ప్రాంతాలు సహా 1,593 నీటి ఎద్దడి బ్లాక్‌లను గుర్తించారు. ప్రత్యేకించి వేసవిలో, వర్షాభావంతో ఎండిపోయిన వివిధ ప్రాంతాల్లో జల సంరక్షణకు ప్రాధాన్యం ఇస్తారు. ఈ మేరకు అధికారులు తమ నివేదికలను జల్శక్తి మంత్రిత్వ శాఖ పరిధిలోని తాగునీరు, పారిశుద్ధ్య విభాగానికి చెందిన పోర్టల్‌లో సమర్పిస్తారని సిబ్బంది వ్యవహారాల శాఖ ఆదేశాల్లో పేర్కొంది.
2024 నాటికి ప్రతి ఇంటికీ తాగునీరు
దేశంలోని ప్రతి ఇంటికీ 2024 నాటికి స్వచ్ఛమైన తాగునీరు అందించనున్నట్లు కేంద్ర ప్రభుత్వం వెల్లడించింది. దేశంలో జల సంక్షోభంపై రాజ్యసభలో బుధవారం జరిగిన చర్చ సందర్భంగా జల్శక్తి శాఖ మంత్రి గజేంద్ర షెకావత్‌ తెలియజేశారు. నీటి సంరక్షణకు, భూగర్భ జలాలు తోడెయ్యకుండా కేంద్రం చర్యలు చేపడుతుందన్నారు. ఈ సందర్భంగా దేశంలో నీటి ఎద్దడిపై సభ్యులు ఆందోళన వ్యక్తం చేశారు. జలసంరక్షణకు చేపట్టాల్సిన పలు చర్యలను సూచించారు. నదుల అనుసంధానం, జల సంరక్షణకు జిల్లాల వారీగా ప్రణాళికలు, వర్షపు నీటిని ఒడిసిపట్టే పథకాలకు సత్వర అనుమతులు వంటివాటిపై సభ్యులు సూచనలు చేశారు.

"But you know, I don't want to force them. I want them to be an organic thing and I think that's the best way. And with 'Annabelle Comes Home,' we start touching on the different haunted artifacts or different cases that the Warrens have investigated and one of them that I really love, and I've always loved is the fact that they've investigated a werewolf story. A werewolf case. I know not many people realize that, but the werewolf story is actually one of their true cases and I would love to see that as a movie."

STORYLINE:
HORROR MASTER JAMES WAN EXPLAINS WHY THE SET WAS BLESSED BEFORE FILMING 'ANNABELLE COMES HOME'
It may be just a movie, but it's about a doll that caused lots of havoc in real life.
"Annabelle Comes Home" is the eighth film from the "Conjuring" universe. James Wan, who's either produced, directed or written many of these films doesn't like to take any chances before filming any of these horror tales, so he has the sets blessed by a priest. After all, these stories are real cases American paranormal investigators Ed and Lorraine Warren experienced.
This time, the Warrens are out of town, leaving their 10-year-old daughter Judy (Mckenna Grace) in the hands of her teenage babysitter Mary Ellen (Madison Iseman) and her friend Daniela (Katie Sarife). Daniela shows up uninvited and is mischievously curious about the Warrens' work. Yearning for some connection to what's beyond the grave, she's drawn intractably to the locked room and, naturally, to Annabelle.
"We had a set blessing which did originally make us feel safe until other things started happening," said Iseman.
In addtion to the blessing, the priest also gifted everyone with rosaries.
Even though the real Annabelle doll remains locked in a glass case, the doll used on set created some inexplainable moments, too, like knocks coming from a room where the only thing inside was Annabelle or items that randomly flew off shelves.
"There were a lot of times where lights wouldn't turn on. Or there were smells, and smells are sometimes associated with spirits, I suppose," added Grace.
This happened even with a priest's blessing. Wan said he's kicked off all Conjuring films with a priest's blessing "just in case."
"Even though these are cinematic interpretations of what they have, they actually have these things and so you know, we kind of want it to be a safe working environment," noted Wan, who served as producer and writer for this film.
Next up is "The Conjuring 3," set for release in September of next year.
There have been eight films in the franchise in the last six years, with offshoots for "The Nun" and "The Curse of La Llorona." When choosing the next case to convert to the big screen, Wan said he doesn't like to force it so the stories can develop naturally. He's not sure how many he'll continue to make, but he already has his mind set on a real werewolf case that's he's always loved.
"I know not many people realize that, but the werewolf story is actually one of their true cases and I would love to see that as a movie."
"Annabelle Comes Home" is now open in US theatres.
