ప్లాస్టిక్ వాడకాన్ని నిషేధించాలని మోదీ పిలుపు
ప్లాస్టిక్ వినియోగ రహిత దేశంగా భారత్ను తీర్చిదిద్దేందుకు ప్రభుత్వం పెద్దఎత్తున ప్రచార కార్యక్రమాలు నిర్వహిస్తోందని తెలిపారు ప్రధాని నరేంద్ర మోదీ. అక్టోబరు 2నుంచి సింగిల్ యూజ్ ప్లాస్టిక్ను పూర్తిగా నిషేధిస్తున్నట్లు ఐరాస సర్వసభ్య సమావేశంలో ప్రకటించారు.

అక్టోబరు 2 నుంచి ఒకేసారి వాడి పడేసే ప్లాస్టిక్ వాడకాన్ని భారత్లో నిషేధిస్తున్నట్లు తెలిపారు ప్రధాని నరేంద్ర మోదీ. ప్లాస్టిక్ రహిత దేశంగా భారత్ను మార్చేందుకు భారీ స్థాయిలో ప్రచారాన్ని నిర్వహిస్తున్నట్లు చెప్పారు. అమెరికా న్యూయార్క్లో ఐక్యరాజ్య సమితి సర్వసభ్య సమావేశంలో ప్రసంగించారు మోదీ. ప్లాస్టిక్ వాడకాన్ని నిషేధించాలని గతంలోనూ చెప్పినట్లు గుర్తు చేశారు.
ఐరాస సర్వసభ్య సమావేశంలో మోదీ ప్రసంగం "నేను ఇక్కడకు వస్తున్నపుడు ఒకసారి వాడిపడేసే ప్లాస్టిక్ను వాడరాదనే నినాదాలను ఐక్యరాజ్యసమితి భవనాల గోడలపై చదివాను. ఇప్పటికే భారత్ను ఒకసారి వాడిపడేసే ప్లాస్టిక్ నుంచి విముక్తి కల్పించేందుకు భారీ కార్యాచరణ అమలు చేస్తున్నాం."

గతంలోనూ పలు అంతర్జాతీయ వేదికలపై ప్లాస్టిక్ను నిషేధించాలని పిలుపునిచ్చారు మోదీ. ఆగస్టులో బియారిట్జ్లో జరిగిన జీ-7 సదస్సులోనూ ఈ విషయాన్ని ప్రస్తావించారు. సింగిల్ యూజ్ ప్లాస్టిక్, నీటి సంరక్షణ, సౌర శక్తి వంటి కీలక అంశాల ప్రాధాన్యాన్ని తెలిపారు.
భారత వాతావరణ శాఖ గణాంకాల ప్రకారం ఏటా 20వేల టన్నుల ప్లాస్టిక్ వ్యర్థాలు ఉత్పన్నమవుతున్నాయి. వాటి నుంచి 13నుంచి 14వేల టన్నుల ప్లాస్టిక్ను మాత్రమే తిరిగి సేకరిస్తున్నారు.

STORYLINE:
A record number of people living in Naples have applied for the so-called "citizen's income" a new initiative launched which was a key campaign promise of the 5-star movement.
Almost 190,000 people, mainly unemployed, have made applications for the government funding, which is the highest number in the country.
Naples has a particularly high number of applications due to the city's lack of jobs.
The so-called "citizen's income" is essentially a new system of welfare and unemployment benefits for residents whose household monthly income is less than 780 euros (882 US dollars) and is aimed at reducing poverty and boosting employment.
The programme would provide more money to the unemployed than the current jobless benefits.
Eligible residents receive monthly, pre-paid debit cards to pay for groceries, pharmaceuticals, utility bills and rent, among other things.
In exchange, able-bodied participants enrol in a job-finding and job-training programme.
If candidates refuse the first job offer, they face possible longer commutes in subsequent offers.
Pasquale Di Benedictis, was raised in one of the poorest areas of Naples, near the Borgo Sant'Antonio Abate street market.
Some of his family members were jailed for cigarette smuggling and he lived with his parents and two brothers in a very small street level house.
He is now 34 and unemployed.
He can't afford to pay the 350 euros monthly rent and is willing to have in depth medical tests to understand why he can't have children with his wife.
He applied for the minimum income salary and he finally won approval.
At the end of each month he gets 814 euros on his yellow electronic card.
For Di Benedictis, the dream is to find a stable job.
Pina Vitozzi is 58 and for 22 years of her life visited her husband Pietro in various penitentiaries in Italy and Spain, trying to raise her children in the most honest possible way.
Vitozzi's husband was a drug trafficker.
She is currently unemployed and so is her husband.
She initially got more than 700 euros as minimum income salary, but the total was reduced when her son married and left the family house.
Now she receives 450 euros, 240 for the house rental and 210 for food and other expense.
"I am very grateful for this help (the minimum income)," she explained.
According to Roberto Bafundi, director of the Naples social security office, most of the applicants are aiming not at a passive subsidy, but finding a real stable job.
Out of 188,000 applications, 123,000 were successful and 44,000 rejected.
Other are still pending.
The average salary is 650 euros and the profile of the beneficiary is usually a person in his fifties, unemployed and with a large family.
Michele Raitano, professor of labour and economy policies at Rome La Sapienza university believes that fighting is a positive, but he is not very confident the minimum income system will be effective in fighting unemployment.
The job placement phase of the minimum income system started in September and results are unavailable.
