SHOTLIST:
UNTV - AP CLIENTS ONLY
Geneva - 28 February 2019
1. News conference of the United Nations Commission of Inquiry on 2018 protests in the Occupied Palestinian Territories (OPT)
2. SOUNDBITE: (English) Santiago Canton, chair of the Commission of Inquiry on 2018 protests in the OPT:
"The demonstrations at the fence which occurred in 2018 were not military operations but civilian protest. Our investigation found that the demonstrators were overwhelmingly unarmed even if they were not at all times peaceful. Consequently, and as one of the first to conclusions we arrived, international human rights law must be deemed the applicable legal framework."

4. SOUNDBITE: (English) Santiago Canton, chair of the Commission of Inquiry on 2018 protests in the OPT:
"The commission has found reasonable grounds to believe that Israeli security forces committed serious violations of human rights and international humanitarian law. These violations clearly warrant criminal investigation and prosecution and we call on Israel to conduct meaningful investigations into these serious violations and to provide timely justice and reparations for those killed and injured. Israel is very well within the reasonable time to conduct a thorough investigation on all the cases we presented in the report."

6. SOUNDBITE: (English) Sara Hossain, member of the Commission of Inquiry on 2018 protests in the OPT:
"We found that 189 Palestinians were killed, 183 of them with live ammunition and this included children, people with disabilities, journalists and paramedics. We also found that 6,106 people were injured by Israeli snipers shooting at protesters with live ammunition. By the end of the year, 122 of these people had suffered amputations. These included 20 children. More amputations and indeed more killings and more injuries have been continuing since 2019 as you heard. Just a few weeks ago on the 8th of February, three more children were killed by Israeli soldiers using live ammunition against civilian demonstrators."

8. SOUNDBITE: (English) Sara Hossain, member of the Commission of Inquiry on 2018 protests in the OPT:
"A total of 35 children according to our findings were killed during this period. According to our verified data, 60 percent of them were killed with gunshots to the head. They included a 14 year-old girl who was standing 100 metres from the separation fence. As for people with disabilities we found that one person, a double amputee, was shot and killed as he sat in his wheelchair. On two separate days two people, visibly walking on crutches were shot in the head. They were killed. Two journalists also killed during the demonstrations and at least 39 journalists were injured with live fire. In all of these cases we found that the journalists were wearing press vests, they were clearly marked as journalists. Four of them were shot below the abdomen, in the abdomen just below where their press vests ended."

10. SOUNDBITE: (English) Sara Hossain, member of the Commission of Inquiry on 2018 protests in the OPT:
"We also found that three paramedics were killed. One of them was a woman. Another 39 paramedics were injured with live ammunition again and as they provided medical assistance to demonstrators. We're clear: there is no justification for the killing of children and persons with disabilities who pose no imminent threat to life or serious injury to those around them, and journalists and medical personnel who carry out their duties have to be protected and their work facilitated."

12. SOUNDBITE: (English) Betty Murungi, member of the Commission of Inquiry on the 2018 protests in the OPT:
"We recommend that the de facto authorities in Gaza stop the use of incendiary kites and balloons."

STORYLINE:
Israeli soldiers intentionally fired on civilians and could have committed crimes against humanity during a string of crackdowns against Palestinian demonstrators last year in Gaza that left 189 people dead, UN-backed investigators said Thursday.
Israel rejected their report as "hostile, false and biased."
The independent Commission of Inquiry mandated by the Human Rights Council said more than 6,000 people were shot by military snipers using live ammunition to repel protesters near the separation fence.
The panel showed video of grisly shootings of protesters as it issued a report on the violence that began in March.
The three-person panel said civilians who did not pose an "imminent threat" were among those killed and injured. It acknowledged significant violence linked to the demonstrations, but said they did not amount to combat campaigns, essentially rejecting an Israeli claim of "terror activities" by Palestinian armed groups.
"We found that 189 Palestinians were killed, 183 of them with live ammunition and this included children, people with disabilities, journalists and paramedics," said Bangladeshi lawyer and commission member Sara Hossain.
The panel said Israel needed to do more to allow the injured, even today, to gain access to proper medical care, and urged Israel's government to authorize a "meaningful" investigation into the events.
The commission also faulted Hamas, which runs Gaza, for not preventing use of incendiary kites - low-tech weapons with flaming tails designed to ignite fires - during the protests.
Israel's acting foreign minister said his country completely rejects the report.
The report was based on 325 interviews and meetings with victims, witnesses, government officials and members of civil society from all sides, and more than 8,000 documents.
The commission said it heard from 15 contributors from the Israeli side, including non-governmental organizations, but got no cooperation from the Israel government.
The panel said its mandate was to identify those it believed responsible for the violations, and it planned to hand over a confidential file with such information to UN human rights chief Michele Bachelet, who could hand it over the International Criminal Court and national authorities.
The Israeli government has repeatedly lambasted alleged bias against Israel by the 47-member Human Rights Council. The Trump administration pulled the US out of the council last year, citing in part such bias.
