STORYLINE:
A famed Catholic religious order settled sex abuse cases in recent months by secretly paying two black Mississippi men 15,000 US dollars each and requiring them to keep silent about their claims, the Associated Press has found.
The cash payments are far less than what other Catholic sex abuse survivors have typically received since the abuse scandal emerged in 2002.
An official with the Franciscan Friars order denies the two men's race or poverty had anything to do with the size of the settlements.
In one case, Reverent James G. Gannon, leader of a group of Wisconsin-based Franciscan Friars, settled an abuse claim made by La Jarvis Love against another friar for 15,000 US dollars, during a meeting at an IHOP restaurant where Gannon met with La Jarvis, his wife and their three small children.
La Jarvis considered his mounting bills, his young family and, with his wife's consent, signed the agreement, dating it January 11, 2019.
"What could we do? You know, we don't have access to lawyers and things of that nature, so in a sense you feel like you have to take what you can." La Jarvis Love said.
At the time, La Jarvis didn't understand that the agreement he signed is unusual in several respects.
It includes a confidentiality requirement, even though American Catholic leaders have barred the use of non-disclosure agreements in sex abuse settlements.
La Jarvis's cousin, Joshua K. Love, also settled his abuse claim for 15,000 US dollars - something he now regrets.
Across the United States, settlements have ranged far higher.
In 2006, the Catholic Diocese of Jackson, which includes Greenwood, settled lawsuits involving 19 victims, 17 of whom were white, for 5,000,000 US dollars, with an average payment of more than 250,000 US dollars per victim.
More recent settlements have ranged even higher, including an average payment of nearly 500,000 US dollars each for abuse survivors in the St. Paul-Minneapolis archdiocese.
Joshua Love and La Jarvis Love and a third alleged victim, Joshua's brother Raphael Love, say they were repeatedly abused by Brother Paul West during the 1990s, when they were elementary school students at St. Francis of Assisi School, in Greenwood, Mississippi.
Joshua Love said on some occasions West asked him whether he preferred to be beaten or molested.
"He gave me the option to whup me or play with my penis," he said.
"He abused me. He molested me. He touched me. He groped me. These are things that he did, " La Jarvis Love said.
During interviews with the AP, Gannon said he believes that Joshua, La Jarvis and Raphael Love were abused and he acknowledged that the settlements were less than generous.
"No amount of money would ever settle anything. I do believe that something happened to these three boys, when they were boys. I didn't doubt it," he said.
Asked if the Loves' race or poverty had anything to do with the size of the settlements they were offered, Gannon said: "Absolutely not."
West, now 59, declined to answer questions when confronted by the AP at his home in Appleton, Wisconsin.
