"Today's State of the Nation was very iconic, possibly historical, I'd say, turning-point from strategic challenges of foreign policy, strengthening defence power and military-industrial complex, when the strong and developed country that has already met these challenges in general, the country that took a key place in the world's architecture of the new century, is strong enough to look at each of its citizens and solve his problems."

4. SOUNDBITE (Russian) Vladimir Zhirinovsky, Russian Liberal-Democratic Party leader:
"We'll have the most viable and efficient democracy in the world. There is no such legislation on the political institutions anywhere, including America. (The US President Donald) Trump is not given opportunities to work. Our President would get new authority, but retain (existing) powers and coordinates with the Federation Council."

10. SOUNDBITE (Russian) Dmitry Oreshkin, political analyst:
"The essential (of the Putin's State of the Nation address) is the transfer of powers from presidential level to the prime minister's level. We can draw the conclusion that unless Putin has already determined it for himself, he is now pushing forward the idea of staying in power after 2024 (end of his Presidential term) as a more powerful and influential Prime Minister with a decorative President."

"As for maintaining President's powers, he (Putin) can't simply say that 'I would like to decrease Presidential powers', that's why he was saying that President's role will be maintained or increased."

14. SOUNDBITE (Russian) Dmitry Oreshkin, political analyst:
"Vladimir Putin thinks of the future. He's very annoyed with the decisions of European Court on Human Rights (ECHR), Parliamentary Assembly and with other international treaties. STORYLINE
Russian President Vladimir Putin has proposed changes to the country's Constitution to increase the powers of parliament and the Cabinet, a move that could lead to him taking political position which would let him stay at the helm after his presidency ends.
Putin made the proposals during his state of the nation address on Wednesday, with Russian lawmakers calling the announcement "historical".
Political analyst Dmitriy Oreshkin viewed Putin's proposals as a possible "transfer of power" to Prime minister after the end of this Presidential term in 2024.
Putin argued that Russia would not remain stable if it were governed under a parliamentary system.
He said the president should retain the right to dismiss the prime minister and Cabinet ministers, to name top defense and security officials, and to be in charge of the Russian military and law enforcement agencies.
According to Oreshkin, Putin couldn't publicly announce the decrease of President's powers.
The 67-year-old Putin has remained at the helm for more than 20 years longer than any other Russian or Soviet leader since Josef Stalin.
He will have to step down after his term ends under the current law, which limits the president to two consecutive terms.
Putin served two presidential terms in 2000-2008 before shifting into the prime minister's seat for four years to observe the term limit.
His placeholder as president, Dmitry Medvedev, stepped down after just one term to allow his mentor to reclaim the top job in 2012.
While in office, Medvedev raised the presidential term from four to six years.
While Putin continued calling the shots during Medvedev's presidency, he wasn't quite happy with his performance.
He was particularly critical of Medvedev's decision to give the green light to the Western air campaign over Libya in 2011 that led to the ouster and the killing of long-time dictator Moammar Gadhafi.
Medvedev's decision to step down after one term to let Putin return to the presidency also sparked massive protests in Moscow in 2011-2012 in a major challenge to the Kremlin.
Observers speculated that Putin may stay in charge after 2024 by shifting into the prime minister's seat after increasing the powers of parliament and the Cabinet and trimming presidential authority.
Following Putin's address on Wednesday, Prime Minister Medvedev announced his intention to resign from office, according to Russian news agencies.
The reports said Putin thanked Medvedev for his service but noted that the prime minister's Cabinet failed to fulfill all the objectives set for it.
Russian media said Putin plans to name Medvedev as deputy of the presidential Security Council.
