పొగాకు నియంత్రణ చట్టాల్లోని లొసుగులు... అక్రమార్కులకు వరంగా మారాయి. భారీ స్థాయిలో అక్రమ సిగరెట్లు తయారు చేస్తూ... ప్రజారోగ్యానికి తూట్లు పొడుస్తున్నారు. ప్రభుత్వ ఆదాయానికి గండి కొడుతున్నారు.
అక్రమ సిగరెట్ల తయారీకి అడ్డాగా భారత్!
ప్రపంచవ్యాప్తంగా అక్రమ సిగరెట్ వ్యాపారం పెరిగిపోతోంది. ఈ మహమ్మారి భారత్లోనూ వేగంగా విస్తరిస్తోంది. ప్రస్తుతం అక్రమ సిగరెట్ల తయారీలో ప్రపంచంలోనే 4వ స్థానంలో ఉంది భారత్.
సుంకాలను తప్పించుకునేందుకు చట్టాలను ఉల్లంఘించి మరీ ఈ వ్యాపారాల వైపు మళ్లుతున్నారు. ఫలితంగా... ప్రభుత్వం భారీగా ఆదాయం కోల్పోతోంది.
1991 డీ-లైసెన్సింగ్ తర్వాత కచ్చితమైన నియమనిబంధనలు పాటించిన 5 పరిశ్రమలే లైసెన్స్ పొందాయి. ఇవే సిగరెట్లు, పొగాకు సంబంధిత ఉత్పత్తులు తయారు చేయడానికి అర్హులు. 1999 నుంచి ఇలాంటి ఉత్పత్తుల తయారీకి మరే పరిశ్రమకూ లైసెన్స్ మంజూరు చేయలేదు.
ఉల్లంఘనలతో...
1951- పరిశ్రమల అభివృద్ధి, నియంత్రణ చట్టం(ఐడీఆర్)లోని లొసుగులను అదనుగా తీసుకొని అక్రమ సిగరెట్ పరిశ్రమలు వెలుస్తున్నాయి. సిగరెట్ లైసెన్స్లను నియంత్రించేది ఐడీఆరే. నిబంధనలు ఉల్లంఘించి.. సిగరెట్లు, పొగాకు తయారుచేస్తున్నవారిపై కఠిన చర్యలు తీసుకునే విధంగా ఈ చట్టానికి సవరణలు చేయాల్సిన అవసరముందని పలువురు అభిప్రాయపడుతున్నారు.
ఈ ఐడీఆర్ చట్టం ప్రకారం.. నైపుణ్యమున్న 50 మంది కంటే తక్కువ కార్మికులు, తగిన నైపుణ్యం లేని 100 మంది కార్మికులతో లైసెన్స్ అవసరం లేకుండానే కర్మాగారం ఏర్పాటు చేయవచ్చు.

గత కొన్నేళ్లుగా సూక్ష్మ, చిన్న, మధ్య తరహా పరిశ్రమలుగా ఎన్నో అక్రమ సిగరెట్ ఉత్పత్తి కేంద్రాలు దేశవ్యాప్తంగా పుట్టుకొచ్చాయని గణాంకాలు స్పష్టం చేస్తున్నాయి. భారత పొగాకు బోర్డు ప్రకారం... 2018లోనే దాదాపు 41 తయారీ కేంద్రాలు రిజిస్టర్ అయినట్లు తెలుస్తోంది. దీనిని చూస్తే 1999 నుంచి లైసెన్స్లను నిరాకరించిన పొగాకు నియంత్రణ చట్టానికి తూట్లు పొడిచినట్లేనని అర్థమవుతోంది.
పన్నుల పెంపుతో..
2011-12 మధ్య సిగరెట్లపై పన్నులు పెంచుతున్నామన్న ప్రభుత్వ సంకేతాలకు తోడు.. ధూమపానం, పొగాకు ఉత్పత్తులపై వ్యతిరేకంగా ప్రచారంతో.. దేశీయంగా ఈ అక్రమ తయారీ పరిశ్రమ మరింత విస్తరించింది.
విదేశీ బ్రాండ్లు చౌకధరలకు లభ్యమవటం కారణంగా... చట్టానికి లోబడి సిగరెట్లు ఉత్పత్తిచేస్తున్న తయారీదారులపై ప్రతికూల ప్రభావం పడింది. నకిలీ తయారీదారులు చట్టపరమైన ఉత్పత్తులకు వ్యతిరేకంగా మధ్యవర్తిత్వాన్ని ఉపయోగించి అక్రమాలు చేస్తున్నారు. పన్నులు చెల్లించకుండా చట్టపరమైన ఉత్పత్తులకంటే తక్కువ ధరలకు విక్రయిస్తూ లాభాలు సొమ్ము చేసుకుంటున్నారు. ఇది సంవత్సరానికి రూ. 13 వేల కోట్ల ప్రభుత్వ ఖజానాను గండికొట్టడమే కాకుండా సంఘ విద్రోహ చర్యలను ప్రోత్సహించడానికి కారణమవుతోంది.
అక్రమ రవాణా...
దేశీయ పరిశ్రమలో అక్రమ సిగరెట్ వ్యాపారం ఒకటిలో నాలుగో వంతు విస్తరించి ఉంది. ఇందులో మళ్లీ రెండు భాగాలున్నాయి. ఒకటి అంతర్జాతీయంగా సిగరెట్లను అక్రమ రవాణా చేయడం. రెండు పన్ను ఎగ్గొట్టే వీలున్న అక్రమ తయారీ కేంద్రాలు దేశీయంగా నెలకొల్పడం.
ఇటీవల దిల్లీ పరిసర ప్రాంతంలో నిర్వహించిన సోదాల్లో వీటికి సంబంధించిన వాస్తవాలు బయటికొచ్చాయి. హరియాణా ఆరోగ్య శాఖ, నోయిడా పొగాకు నియంత్రణ కమిటీ తనిఖీల్లో.. అక్కడ సొంత బ్రాండ్లు మాత్రమే కాకుండా.. పారిస్, విన్, ఈఎస్ఎస్ఈ, మోండ్ వంటి ప్రసిద్ధ ఫారెన్ బాండ్లనూ సరఫరా చేస్తున్నట్లు తెలుస్తోంది.
ఫలితంగా.. సుంకాలు చెల్లించి మార్కెట్లోకి వస్తోన్న చట్టపరమైన ఉత్పత్తులపై ప్రభావం పడుతోంది. వీరేమో పన్ను కడుతున్న కారణంగా.. ఎక్కువ ధరలకు విక్రయిస్తున్నారు. అక్రమంగా పుట్టుకొచ్చినవి మాత్రం.. సుంకాలు చెల్లించకుండా, చౌక ధరలకు విక్రయిస్తూ దౌర్జన్యాలకు పాల్పడుతున్నారు.

'STRANGER THINGS' CAST SAYS NEW SEASON IS MORE ARTISTIC, FRIGHTENING, MATURE
Expect a more artistic, frightening and mature "Stranger Things," when the Netflix sci-fi horror drama returns for a third season 4 July.
Set in 1985, the new season addresses questions raised in the season-two finale: Is the gate really closed? If so, are the demons sealed out, or in? And what about the relationship between Eleven and Mike?
At the series' world premiere Friday (28 JUNE 2019) in Santa Monica, actress Millie Bobby Brown promised fans would get answers -- and something more:
"We were really excited for season three," she said. "I mean, you know, in the summer of '85, you couldn't get more artistic than that. There's vibrant colors. There's great music and style. And we were just, I mean, immediately excited for that."

And, as the core actors are growing up, the show is maturing, too -- something the show's creators had always planned, according to actor Finn Wolfhard.
