"Our lamps belong to the first batch of products imposed with extra tariffs. The first time was an extra 10 percent and later another 15 percent. Our American clients came to discuss with us several times. Their companies could not bear the tariffs and they felt stressed, so they hoped we can reduce the price of our exports, so as to shift off their costs. We tried our best and agreed to give a 2.5 percent cut to relieve the pressure on American companies which suffered from added tariffs. In fact, I thought as since our Chinese manufacturers can't afford such a huge cost while the American companies importing from China also can't afford the extra tariffs, so, at last, the one who takes the bill would be the American consumers."

"In the past decades, we've established a strong industrial chain covering all categories and services. We could not find another country like China with such a comprehensive industrial chain. Besides, the labor in southeast Asia is problematic. According to a conservative estimation, the efficiency of labor in Vietnam is 80 percent of China, while this would reduce to only 60 percent of the Chinese-level in Cambodia. If we move to Southeast Asian countries, the overall cost of production will be around 10 percent higher than in China."

In the past, 90 percent of our business was done with the U.S. Last year, we started to pay attention to our domestic market, which gave us orders of 40 million yuan (5.62 million U.S. dollars) last year."

So there will be a period of pain during the process of transformation and upgrading. The trade dispute between China and the U.S. is an external force that has accelerated the process. Originally, it costs us a lot to move the enterprises. Since the trade dispute, the enterprises moved their factories of their own accord, which provided space for us to introduce high-end, high-tech and high-quality enterprises."

The current market has many advantages and the business environment here is good. Everything is stable, no matter in terms of law or operation. We need a stable environment for investments. Last year marked the 20th anniversary. We made a decision to buy a piece of land and build a new plant. This also showed our trust and confidence in the Chinese market, in Suzhou and in the industrial park."

Enterprises in Suzhou City of east China's Jiangsu Province are taking different countermeasures to deal with the impact of the ongoing trade dispute between China and the United States, with the local government also offering support to get through these tumultuous times.
Among those to have been shaken by the trade tensions is the Suzhou Rongweng Group, a manufacturer of lamps, who have exported various LED lamps to the United States since 1992. These exports to the U.S. occupy 80 percent of the group's sales volume.
Since last year when the U.S. listed lamps among the items imposed with a 25 percent tariff rate, Guan Xueping, the chairman of Suzhou Rongweng Group, and his American partners have felt great pressure.
We tried our best and agreed to give a 2.5 percent cut to relieve the pressure on American companies which suffered from added tariffs," said Guan.
"In fact, I thought as since our Chinese manufacturers can't afford such a huge cost while the American companies importing from China also can't afford the extra tariffs, so, at last, the one who takes the bill would be the American consumers," he added.
Guan said some of his U.S. clients wished he would move his factory to Southeast Asian countries such as Vietnam, Cambodia or even India so as to avoid the extra tariffs. Guan recognized such a move be effective to certain enterprises, but would not prove beneficial to his company.
If we move to Southeast Asian countries, the overall cost of production will be around 10 percent higher than in China," said Guan.
In addition, Guan said the U.S. market was not among his main markets when he first started out his business, and says there are always new or emerging markets to focus on.
"We should trust our country and believe in our company. Thirty years ago, I didn't do business with the Americans, but I still opened the lamp factory. When thirty years past, if we are not doing business with the Americans, there will be somewhere else that needs our lamps," said Guan.
When one door closes, another opens. Facing obstacles in the U.S. market, Guan started to seek potential new opportunities in Europe. As the security standards are different in European markets, Guan's company started to re-register and test new products that meet the standards of the corresponding markets.
"Different markets have different product standards. If we continue to produce the products [for the U.S. market], we are familiar with its standards. If we turn to other markets, we need to undergo a learning process. But we are not afraid. We can do what others can do," said Zhao Jianhe, an engineer for the Suzhou Rongweng Group.
The company has started to explore more markets since the trade frictions broke out last year, so as to let the group walk on multiple legs.
"We have successful stories, such as the the illumination of Maputo Bridge in Mozambique. We completed this task early this year. It is a task of over 20 million yuan (2.81 million U.S. dollars). We also participated in construction projects in some European countries and in Belt and Road construction. In the past, 90 percent of our business was done with the U.S. Last year, we started to pay attention to our domestic market, which gave us orders of 40 million yuan (5.62 million U.S. dollars) last year," said Guan.
Some other larger enterprises in Suzhou, especially those in the clothing industry, have started to move their factories to southeast Asia. The Jiangsu Guotai Guosheng Corporation is one of those who planned a comprehensive transition before the trade war broke out.
"Our group started a layout of overseas bases early in 2017. In fact, it aimed to seize the opportunity of the Belt and Road Initiative. We are stepping up the building of commodity supply bases in Myanmar, Cambodia and Vietnam, which is also a supporting mechanism to export our main products," said Tan Qiubin, chief executive officer of the Jiangsu Guotai International Group.
"We mainly do processing overseas such as in Southeast Asia countries, so that our Southeast Asia and China bases can supplement each other, which will make our clients feel at ease. If they need quick-response orders, we can provide them from China. If they consider the tariff-affected prices as a factor, then we have the factories in Southeast Asia to meet their needs," said Wang Wei, chairman of the Jiangsu Guotai Guosheng Corporation.
Facing the impact of the trade dispute, the Suzhou government also came out with a series of policies and countermeasures, and supported local enterprises to the tune of over 500 million yuan (70.22 million U.S. dollars).
In addition, the China-U.S. trade dispute also forces the labor-intensive processing trade enterprises to transform and upgrade their methods.
"Last year, the total volume of Suzhou's imports and exports exceeded 350 billion U.S. dollars. The processing trade occupied nearly 50 percent of Suzhou's GDP. So there will be a period of pain during the process of transformation and upgrading. The trade dispute between China and the U.S. is an external force that has accelerated the process. Originally, it costs us a lot to move the enterprises. Since the trade dispute, the enterprises moved their factories of their own accord, which provided space for us to introduce high-end, high-tech and high-quality enterprises," said Fang Wenbang, Director of the Bureau of Commerce of Suzhou.
Gong Xiaoyan, an invited expert of China's Thousand Talents Program, opened a medical equipment enterprise in Suzhou in 2013 after obtaining his postdoctoral degree in the United States. At first, Gong aimed at the U.S. market and later on he found a stronger market response from China's domestic market.
"In February of 2017, we received a special approval for a national medical device innovation. Now, the project has entered into the clinical trial phase. Last month, we completed a green channel approval of another 'vein scaffold'. Looking back over the past few years, we quickly responded to the thirst for new products in the Chinese capital market and in the Chinese medical device market at that time," said Gong.
Thanks to the strong business environment, the Suzhou Industrial Park has attracted nearly 5,000 foreign enterprises from over 70 countries and regions over the past 25 years. More than 500 Chinese and foreign enterprises have set up research and development centers in the park, including German machine-solutions company Ruhlamet which last year celebrated two decades in Suzhou.
"China has a big market. Since the opening up, China has kept growing at seven percent for over thirty years. Though the current growth is less than seven, about six percent, the market is still big. The current market has many advantages and the business environment here is good. Everything is stable, no matter in terms of law or operation. We need a stable environment for investments. Last year marked the 20th anniversary. We made a decision to buy a piece of land and build a new plant. This also showed our trust and confidence in the Chinese market, in Suzhou and in the industrial park," said Oliver Burgstein, managing director of Ruhlamat China.
