4. SOUNDBITE (English) Oded Revivi, Mayor of Efrat:
"We're extremely excited to hear the declaration made by (US)Secretary (of State, Mike) Pompeo yesterday. If you follow the line of the (US) presidents in the past, you could see going back from (Jimmy) Carter through (Ronald) Reagan, (Barack) Obama and now President (Donald) Trump, you see that different presidents came with different approaches and President Trump is trying to bring us back to the time of the leaders who understood that the settlements, the Jewish towns and cities in Judea and Samaria are not the obstacle for peace. They're rather the anchors which create an example of how Jews and Arabs can live one alongside the other."
5. Wide of Elazar settlement
6. Street in Efrat
7. Israeli flag
8. SOUNDBITE (Hebrew) Yosef Tarina, Israeli resident of Efrat:
"We the people of Israel have waited 2,000 years to return here, 2,000 years until we finally returned here, and now America has joined in recognizing this, they recognized the Golan Heights, congratulations to Trump for recognizing the Golan. Mike Pompeo the US Secretary of State, now recognized the legality of the settlements in Judea and Samaria, the entire world will recognize this, even if it takes time for Europe to recognize this, we are here and we have come home, and we want to say thank you to Mike Pompeo."

10. SOUNDBITE (English) Brian Reeves, Peace Now director of developments and external relations:
"This is a deliberate attempt to make settlements acceptable, and by doing so, it's going to pave the way for more expansive settlement growth. It's a direct assault on the two-state solution. It undermines years of refining parameters for resolving the core issues. First, Trump administration took off the table the idea of Jerusalem as two capitals for two peoples. Then he took off the table the idea of refugees by having an all-out assault on UNRWA (United Nations Relief and Works Agency for Palestine Refugees in the Near East). And now he is trying to chip away the notion that a two-state solution should be built on the 1967 borders with minor land swaps. This is an obstacle to peace. Settlements mark an obstacle to peace. No declaration is going to undo that. And it's an absurd reality to think otherwise, to think that somehow this decision to accept settlements is going to actually bring us closer to peace."

13. SOUNDBITE (Hebrew) Aharon Adler, Israeli citizen:
"I think that it comes at the right time, this disagreement is unnecessary, what's existed for several decades, hundreds of thousands of people living there, you can't touch this, maybe not to establish new ones, why drive a wedge, but what exists is an established fact. You can't uproot something that has been planted."

"The land of Palestine and especially the lands within the 1967 border is a pure Palestinian land, the occupation of this land is illegal and the settlements on this land are also illegal."
18. People walking
19. SOUNDBITE (Arabic) Hassan Abed Rabbo, Ramallah resident:
"This is a biased position in favor of Israel, which reveals the true face of the US administration against the rights of the Palestinian people in their existence on this land. This is also a legalization of the occupation crimes committed against the Palestinian people and their lands."

STORYLINE:
Israelis and Palestinians reacted on Tuesday morning to Washington's announcement it was softening its position on Israeli settlements in the occupied West Bank.
Israeli citizens including Oded Ravivi, the Mayor of the Efrat settlement, welcomed the decision.
But in the West Bank city of Ramallah, Palestinians condemned the declaration.
Brian Reeves, a representative of the NGO Peace Now, said the change in policy from Washington was an "obstacle to peace".
On Monday the Trump administration said it no longer considers Israeli settlements in the West Bank to be a violation of international law, reversing four decades of American policy and further undermining the Palestinians' effort to gain statehood.
Secretary of State Mike Pompeo announced the US was repudiating the 1978 State Department legal opinion that held that civilian settlements in the occupied territories are "inconsistent with international law."
