పెద్దల సభలో క్రమంగా పెరుగుతున్న ఎన్డీఏ బలం - ప్రాంతీయ పార్టీల మద్దతుతో దూసుకెళ్తోన్న భాజపా

పెద్దలసభలో ఎన్డీఏ బలం పెరుగుతోంది. ప్రతిపక్ష పార్టీ సభ్యులు క్రమంగా రాజీనామాలు చేసి వెళ్లిపోతున్న తరుణంలో రాజ్యసభ మునుపటి కన్నా మోదీ ప్రభుత్వానికి అనుకూలంగా మారింది. అధికార ఎన్డీఏకు సంఖ్యాబలం తక్కువగా ఉన్నప్పటికీ స్నేహపూర్వక ప్రాంతీయ పార్టీల మద్దతుతో సౌకర్యవంతంగానే ఉంది.

పెద్దల సభలో క్రమంగా పెరుగుతున్న ఎన్డీఏ బలం

విపక్ష పార్టీ ఎంపీల రాజీనామాల కారణంగా రాజ్యసభలో మోదీ ప్రభుత్వం మెల్లమెల్లగా బలపడుతోంది. ప్రస్తుతం ఎన్డీఏ ప్రభుత్వానికి సంఖ్యాబలం తక్కువగానే ఉన్నా ఎన్నడూ లేనంతగా సౌకర్యంగా ఉంది. మిత్రపక్ష ప్రాంతీయ పార్టీల మద్దతుతో సురక్షిత స్థానంలో ఉంది.

మోదీ ప్రభుత్వం మొదటిసారి అధికారంలోకి వచ్చిన ఐదేళ్లలో విపక్షాలు ఐక్యంగా ఉన్నాయి. రాజ్యసభలో ప్రభుత్వ ఎజెండాను అడ్డుకోగలిగాయి. రెండోసారి అధికారంలోకి వచ్చాక మాత్రం పరిస్థితి మారిపోయింది. పార్టీ మార్పిడి, రాజీనామాల సహకారంతో క్రమంలో రాజ్యసభలో బలాన్ని పెంచుకుంటోంది భాజపా. ఇదే దారిలో మొదటి పార్లమెంట్ సెషన్లో పెద్దఎత్తున బిల్లులను ఆమోదించుకుంది ఎన్డీఏ ప్రభుత్వం.

ఎన్డీఏకు మద్దతుగా 106 మంది...

పార్లమెంటు శీతకాల సమావేశాలకు రాజకీయ పార్టీలన్నీ సన్నద్ధమవుతున్న వేళ మరో కాంగ్రెస్ ఎంపీ బుధవారం రాజీనామా చేశారు. కర్ణాటక కాంగ్రెస్ ఎంపీ కేసీ రామమూర్తి రాజీనామాతో రాజ్యసభలో హస్తం బలం 45కు పడిపోయింది. ఇక రాష్ట్రంలో మెజారిటీ కారణంగా ఈ స్థానానికి ఉపఎన్నికలు జరిగితే భాజపా ఎగరేసుకుపోయే అవకాశం ఉంది.

ఇదే జరిగితే రాజ్యసభలోని 245 సీట్లకు గాను భాజపా మెజారిటీ 83కు చేరుకుంటుంది. ప్రస్తుతం ఎన్డీఏ కూటమి బలం 106గా ఉంది. 5 ఖాళీలు ఉన్నాయి.

ప్రాంతీయ పార్టీల మద్దతు...

ఎన్డీఏలో భాగస్వామిగా లేకున్నా అన్నాడీఎంకే ప్రభుత్వానికే మద్దతుగా నిలుస్తుంది. ఈ పార్టీలో 11 మంది ఎంపీలు ఉన్నారు. ఇలాగే బీజేడీ 7, తెరాస 6, వైకాపా 2, మరో 3 ప్రాంతీయ పార్టీల సహకారం భాజపా కీలక బిల్లులకు ఊతమిస్తోంది.

మరికొన్ని రోజుల్లో ఇతర పార్టీల నుంచి మరికొంత మంది ఎంపీలు బయటకు వెళతారని భాజపా వర్గాలు చెబుతున్నాయి. ఆయా రాష్ట్రాల్లో మెజారిటీ కారణంగా ఆ ఉపఎన్నికల్లో భాజపాకు లాభం చేకూరే అవకాశం ఉంటుంది. పార్లమెంటు శీతాకాల సమావేశాల నాటికి మరింత బలోపేతం అయ్యే అవకాశం ఉందని భాజపా వర్గాలు ఆశాభావం వ్యక్తం చేస్తున్నాయి.

సార్వత్రికం ప్రభంజనంతో...

లోక్సభ ఎన్నికల్లో భారీ మెజారిటీతో రెండోసారి అధికారంలోకి వచ్చాక అనేక మంది ఎంపీలు భాజపాలోకి వచ్చారు. కాంగ్రెస్, తెదేపా, సమాజ్వాదీ పార్టీ ఎంపీలను ఆకర్షించగలిగింది. అందువల్లే ఈసారి రాజ్యసభలో ఎలాంటి ఎదురులేకుండా పోయింది.

మొదటి దఫా మోదీ ప్రభుత్వంలో ఏకమైన విపక్షాలు బిల్లులను అడ్డుకుంటూ ఎన్డీఏకు చికాకు తెప్పించారు. కానీ రెండోసారి లోక్సభలో భారీ మెజారిటీ కారణంగా పరిస్థితులు మారిపోయాయి. ముమ్మారు తలాక్, అధికరణ 370 రద్దు, సమాచార హక్కు చట్టం సవరణ, జాతీయ వైద్య కమిషన్ వంటి వివాదాస్పద బిల్లులు నెగ్గడమే ఇందుకు ఉదాహరణ.

"As president my relationship with her majesty, when I returned the state visit to the United Kingdom, I think I was celebrating for like the best possible relations, which still exist. We will still be neighbours no matter what happens. I think that the good relations that we have established over the years will, in fact, or will it will prevail. But I do think that what I think is very, very important is that the outcome be one that, as I have said in order of preferences, that secures the position in relation to the peace agreement, that enables the economy to continue to function and both of the interests of north and south as well as that east and west, that it would be a minimum disruption between that trade and that's to the benefit of both the United Kingdom and ourselves."

"A deep concern is that we're able to retain the full integrity of the international agreement that is our Good Friday agreement of 20 years ago and into which a great deal of preparation went. It is an agreement that we've had to work out even since then because...but it has led to better relations with Northern Ireland. It has led to an ever-increasing integration of economic life."

"If there was a favourable exit, it would probably have an implication for about 4% of a reduction in our GDP. If there was an exit without a deal I think the fiscal council suggests a figure of 8% this would have effects, particularly in relation to the agribusiness sector of our economy. About 46% of our beef goes through the United Kingdom, about 25-26 percent of our dairy products. But I should emphasize something that's very important. There's a trade of 4.5 billion in each direction, 4.5 billion (euros), 4 billion (pounds). So in a way, this these decisions have had have implications and how they are handled has implications for the United Kingdom economy as well."

STORYLINE:
Ireland's president says it's paramount that any Brexit deal safeguards the Good Friday agreement that brought peace and prosperity to Northern Ireland.
Michael Higgins says his country's good relations with Britain will "prevail," but that a Brexit agreement should ensure that economic activity and trade carries on with minimum disruption given that Ireland-UK trade amounts to 4.5 billion euros ($4.96 billion) "in each direction."
He says it's estimated a no-deal Brexit would shrink Ireland's gross domestic product by 8%, primarily impacting the country's agribusiness sector since nearly half of Irish beef goes through Britain.
He said Brexit with an agreement would result in a GDP drop of 4%.
Higgins was speaking Wednesday at the tail end of his official state visit to Cyprus.
