ప్రతిరోజు పత్రికల్లో అత్యాచారానికి గురైన బాలిక.. అనే వార్త లేకుండా ఉండటం లేదు. ఆడపిల్లల్ని దేవతలతో సమానంగా గౌరవించే సంస్కృతికి పెట్టింది పేరైన భారతగడ్డపై నేడు బాలికలకు భద్రత కరవయ్యింది. అల్లారు ముద్దుగా పెంచుకుంటున్న చిన్నారులపై లైంగిక దాడులు, దౌర్జన్యాలు. పోలీసులున్నారు. చట్టాలున్నాయి. కానీ నేరాలు జరుగుతూనే ఉన్నాయి.

ముక్కుపచ్చలారని పసిబిడ్డలపై నానాటికీ పెరుగుతున్న అత్యాచారాలు ఆందోళన కలిగిస్తున్నాయి. దుర్మదాంధుల దాడులనుంచి పసినలుసులను ఏ విధంగా కాపాడుకోవాలో అంతు చిక్కక తల్లిదండ్రులు సతమతమవుతున్నారు. కఠిన చట్టాలు, తీవ్రమైన శిక్షలూ అకృత్యాలను అడ్డుకోలేకపోతున్నాయి. కేసుల విచారణలో జాప్యం, నేర నిర్ధారణలో పోలీసుల వైఫల్యం వంటివి సమస్యను సంక్షోభ స్థాయికి చేరుస్తున్నాయి.
అడ్డు రాళ్లు వేస్తున్నా ఆగని అఘాయిత్యాలు
తెలంగాణలోని సంగారెడ్డి జిల్లా కొండాపూర్‌ మండల పరిధిలోని గ్రామంలో ఓ కామాంధుడు మూడున్నరేళ్ళ చిన్నారిపై అత్యాచారానికి ఒడికట్టాడు. వికారాబాద్‌ జిల్లా పెద్దాపూర్‌ మండల పరిధిలో ఓ యువకుడు సమీపంలోని ఇంట్లో ఉండే అయిదేళ్ల పసిపాపపై అకృత్యానికి తెగబడ్డాడు. వరంగల్‌ అర్బన్‌ జిల్లా పరిధిలో పదమూడేళ్ల బాలికను ముగ్గురు స్నేహితులు అత్యాచారం చేశారు. దాంతో ఆ బాలిక ఆత్మహత్య చేసుకుంది. అసోమ్‌లో తొమ్మిదేళ్ల బాలికపై అత్యాచారానికి పాల్పడిన కన్నతండ్రికి యావజ్జీవ కారాగార శిక్ష పడింది.
హరియాణాలోని గురుగ్రామ్‌ ప్రాంతానికి చెందిన ఓ తండ్రి తన ఇద్దరు మైనర్‌ బాలికలపై అత్యాచారానికి ఒడికట్టినందుకు కోర్టు యావజ్జీవ శిక్ష విధించింది. ఛత్తీస్‌గఢ్‌లో పాఠశాల ప్రాంగణంలో ఓ చిన్నారిపై తోటి విద్యార్థులే అఘాయిత్యానికి ఒడికట్టారు. ఐపీసీ సెక్షన్‌ 376, 354ఏ, పోక్సో చట్టంలోని సెక్షన్‌ 4 కింద నిందితులపై కేసు నమోదు చేసి జైలుకు పంపారు. ఇలాంటి ఘటనలు దేశవ్యాప్తంగా రోజూ వెలుగు చూస్తూనే ఉన్నాయి. వివిధ కారణాలవల్ల కొన్ని ఘటనలు వెలుగులోకి రావడం లేదు.
నత్తనడకలా సాగుతున్న కేసులు
బాలికలపై నేరాలు ఏటికేడు పెరిగిపోతున్నాయని అధికారిక గణాంకాలు వెల్లడిస్తున్నాయి. జాతీయ నేరవిభాగం గణాంకాల ప్రకారం 2015లో చిన్నారులపై జరిగిన నేరాలకు సంబంధించి 94,172 కేసులు నమోదవగా, 2016లో ఆ సంఖ్య 1,06,958కి చేరుకుంది. ఏటా పెరుగుతున్న నేరాలు ఆందోళన కలిగిస్తున్నాయి. అత్యధికంగా అంటే యాభై శాతానికి పైగా కేసులు ఉత్తర్‌ ప్రదేశ్‌, మధ్యప్రదేశ్‌, దిల్లీ, పశ్చిమ్‌బంగలోనే నమోదవుతుండటం గమనార్హం. చిన్నారులపై నేరాల్లో 18శాతం అత్యాచారానికి సంబంధించినవే. పోక్సో చట్టం కింద 34.4 శాతం కేసులు నమోదయ్యాయి. అత్యధికంగా ఉత్తర్‌ ప్రదేశ్‌లో 15.3, మహారాష్ట్రలో 13.6, మధ్యప్రదేశ్‌లో 13.1 శాతం కేసులు నమోదయ్యాయి.
అకృత్యాలకు సంబంధించిన కేసుల విచారణ నత్తనడకన నడుస్తోంది. శిక్షల శాతం సైతం దిగదుడుపుగానే ఉంది. 2015-16లో 1.06 లక్షల కేసులు నమోదు కాగా 8.87 శాతం కేసుల్లో మాత్రమే నిందితులకు శిక్షలు పడ్డాయి. అధిక శాతం కేసులు రుజువుకాక వీగిపోతున్నాయి. న్యాయస్థానాల్లో పేరుకుపోయిన కేసులను త్వరితగతిన పరిష్కరించాల్సిన అవసరం ఉంది. ఇటీవల వరంగల్‌లో తొమ్మిది నెలల పసిపాపపై అత్యాచారం జరిపి ఆపై పాశవికంగా హత్య చేసిన ఘటనలో ఫాస్ట్‌ట్రాక్‌ కోర్టు నెలన్నర రోజుల్లోనే విచారణ పూర్తిచేసి నిందితుడికి మరణశిక్ష విధించింది. ఆ కేసు విషయంలో న్యాయవాదులు సైతం పసిపాపకు అండగా నిలవడం హర్షించదగ్గ విషయం.
సమాజంలో అంతమవని రాక్షస మృగాలు జాగృతం చేయాలిలా...
మైనర్‌ బాలికలపై అత్యాచారాలు అరికట్టేందుకు కేంద్రప్రభుత్వం ఇటీవలే కొత్త చట్టం తీసుకొచ్చింది. దాని ప్రకారం దోషులకు ఉరిశిక్ష విధిస్తారు. సాంకేతిక పరిజ్ఞాన దుర్వినియోగం అధికమైంది. విలువలను విస్మరిస్తున్నారు. వ్యసనాలకు బానిసలవుతూ దారి తప్పుతున్నారు. యువతరానికి నైతిక విలువలు, బంధాలు, అనుబంధాల గురించి తెలియజేయాల్సిన అవసరం ఉంది. అందుకు సంబంధించి పాఠశాల, ఇంటర్‌, డిగ్రీ, పీజీ స్థాయుల్లో పాఠ్యాంశాలు ప్రవేశపెట్టాలి. అప్పుడే యువతకు సమాజంపట్ల అవగాహన కలుగుతుంది.
బాలికల రక్షణ చట్టాలపై విస్తృత ప్రచారం నిర్వహించడం కొంతమేరకు ఫలితాలు ఇస్తుంది. ప్రధానంగా పోక్సో చట్టం పట్ల గ్రామ పంచాయతీ, పురపాలక, నగరపాలక సంస్థలకు ప్రాతినిధ్యం వహించే ప్రజా ప్రతినిధులు అవగాహన కలిగి ఉండాలి. తల్లిదండ్రులు, ఉపాధ్యాయులు, అంగన్‌వాడీ సిబ్బంది, ఆశా వర్కర్లు, స్త్రీ శిశు సంక్షేమ శాఖ అధికారులు, నర్సులకు సంపూర్ణ అవగాహన కల్పించాలి. తద్వారా వారు చట్టాలకు సంబంధించి యువతను జాగృతం చేయగలరు. దానివల్ల కొంతవరకైనా మార్పు పొడచూపి దారుణాలకు అడ్డుకట్ట పడే అవకాశం ఉంది.

"So what's changed is you still need the microchip and the rabies vaccine, but you also need a blood test, at least 30 days after that vaccine, and the vet will then send that to an authorised laboratory. Dogs, cats and even ferrets have been crossing borders throughout Europe thanks to the EU Pet Passport scheme, introduced in 2000.
Now, as a no-deal Brexit looms for Britain, free pet travel is under threat.
STORYLINE:
In 2017, the British government issued over 90,000 pet passports to veterinary practices in the UK.
Katherine Sofoluke's dog, George, owns one himself.
The miniature Daschund is no stranger to foreign travel - he's even toured the extravagant French estates such as Chateau de Chenonceau in central France.
For Sofoluke, George is more than just a pet.
"I suppose some people probably think it's ridiculous, but to us, George is part of the family."
Travelling with George is not just a luxury; it means Sofoluke doesn't have to pay costly kennel fees or find a dog sitter.
In order to holiday in Europe, pets need a passport, a rabies vaccine and a microchip. Three weeks later, they're off. Before returning home, animals get a tapeworm tablet from a vet.
If the vaccine is kept up to date, the passport is valid for three years.
But if the UK leaves the European Union on Oct. 31 without a divorce deal _ which is an increasingly likely possibility under new Prime Minister Boris Johnson _ that could result in Britain being chucked out of the pet passport program.
Sofoluke says she won't travel with George if the Pet Passport scheme is replaced by a more complex system after Brexit.
"If it becomes a really arduous task, for kind of a week or two abroad, it's not worth it."
Over 330,000 dogs, cats and ferrets entered Britain from the EU in 2018, and a senior figure from the European Commission says some 250,000 British cats and dogs are taken to the EU on holiday by their owners every year.
Before European pets had their own passports, animals arriving in Britain from the EU had to be quarantined for six months.
The thought of returning to a more complicated system is a worry for pet owners at Newhaven port in southern England, who are used to travelling seamlessly with their healthy hounds.
Mark Elsden, who regularly holidays in France with his dog Alfie, says his vets "tend to infer that there's no consistency, no information, no certainty about what's going to happen."
However, the government argue the advice is clear.
Chief Veterinary Officer, Christine Middlemiss, is the UK government's chief spokesperson on animal health and welfare issues.
She says pet owners should prepare for a no-deal Brexit.
"If they (pet owners) really do want to travel after the 31st October, that means there's a four month preparation time to be able to meet the requirements that may be placed upon us."
Daniella Dos Santos from the British Veterinary Association reiterates this advice.
"You still need the microchip and the rabies vaccine, but you also need a blood test, at least 30 days after that vaccine, and the vet will then send that to an authorised laboratory."
"If you pass that test, then you've got to wait three months before you can travel freely. So the whole process is now four months."
This delay will not just inconvenience holidaymakers.
Dave Kent is reliant on his guide dog to travel, making the changes especially alarming. "You can't just suddenly go to those countries and rent a guide dog" he says.
"It's a real dog's dinner in my opinion, and one that I don't think my dog would even want to eat."
This sentiment is echoed by other animal lovers.
Tony Gray dreams of taking his French bulldog to Paris but worries that he won't be able to.
"If the Brexit thing happens, and then you have to go through the whole new passport thing, then it's going to be even more difficult to make it to travel than it already is."
As it stands, if British or European pet owners returning to the UK from the continent don't follow the new rules post Brexit, they risk their pet being quarantined at the British border at the owner's expense.
