China on Thursday deplored and strongly opposed the passing of the so-called Hong Kong Human Rights and Democracy Act of 2019 by U.S. Congressional committees on Wednesday, urging the United States to stop interference in Hong Kong affairs.
Both Foreign Ministry spokesman Geng Shuang and the principal official at the Chinese Foreign Ministry Commissioner's Office in the Hong Kong Special Administrative Region said in their respective statements that the Act confuses right and wrong in total disregard of facts, brazenly bolsters violent radicals in Hong Kong, and grossly interferes in China's internal affairs.
In the statement, Geng said that since Hong Kong's return to the motherland in 1997, the policies of "one country, two systems", Hong Kong people governing Hong Kong and a high degree of autonomy have been implemented, and Hong Kong residents' rights and freedoms have been fully safeguarded in accordance with law.
However, recent developments over the past three months or so in Hong Kong have veered off the normal track. With the instigation and indulgence of external forces and anti-China forces attempting to destabilize Hong Kong, radical forces and violent offenders in Hong Kong have flagrantly disrupted the public order, vandalized public facilities, attacked the police and left a trail of smashed or burned items all over the city. These behaviors have gone far beyond the scope of marches or assemblies. They have trampled on the bottom line of morality, crossed the bottom line of rule of law, and challenged the bottom line of the "one country, two systems" principle, the spokesman said.
Geng said that ending violence and chaos and restoring the order has become the widest consensus and the strongest appeal of all social sectors in Hong Kong. The Chinese central government firmly supports the Hong Kong Special Administrative Region (HKSAR) government in governing by law, supports the Hong Kong police in strict and just law enforcement, and supports the Hong Kong judicial organs in bringing violent criminals to justice according to law.
The spokesman said that in disregard of the vile behavior of Hong Kong's radical and violent forces, the appeal from various sectors of the Hong Kong society, and the basic norms governing international relations, the U.S. Senate Foreign Affairs Committee and the House Foreign Affairs Committee insisted on reviewing and passing the above-mentioned Hong Kong-related bill and openly endorsed Hong Kong's radical and violent forces. Such behavior is a gross interference in China's domestic affairs, which fully reveals the ill intentions of some people in the United States to mess up Hong Kong and contain China's development, according to Geng.
The spokesman pointed out that Hong Kong's prosperity and stability are in the interests of all parties, including the United States. The United States has more than 80,000 citizens, over 1,300 companies and a large amount of investment in Hong Kong. The passing of the bill by the U.S. Senate and the House Foreign Affairs Committees will only embolden Hong Kong's radical and violent forces, and further mess up Hong Kong. It will harm the interests of both China and the U.S. No one should underestimate China's firm resolve and determination to safeguard its national sovereignty, security and development interests, to implement the "one country, two systems" principle, and to safeguard Hong Kong's prosperity and stability. Any attempt by the U.S. to harm China's interests will be met with forceful fightback, Geng warned.
Hong Kong belongs to China and its affairs are purely China's domestic affairs. No foreign government, force, organization or individual has the right to interfere. China strongly urges certain people in the U.S. Congress to clearly understand the current situation, and immediately stop advancing the bill regarding Hong Kong and interfering in Hong Kong's affairs to avoid further damaging China-U.S. relations, the spokesman said.
The statement by the principal official at the Chinese Foreign Ministry Commissioner's Office in the Hong Kong Special Administrative Region also urged the U.S. Congress to stop advancing Hong Kong-related acts.
The official slammed the act as a grave violation of international law and norms governing international relations, and a gross interference in Hong Kong affairs and China's domestic affairs as a whole in total disregard of the truth. The Chinese side has lodged stern representations with the U.S., expressing strong disapproval and firm opposition.
The official said that some American congressmen have shamelessly meddled with Hong Kong affairs by making groundless accusations concerning human rights and democracy, and openly cheered the anti-China troublemakers and violent radicals in Hong Kong. It only proves once again that they are the "black hands" behind the scene.
The official said that the U.S. enjoys its largest trade surplus with Hong Kong, the total of which over the past decade reached as high as 297 billion U.S. dollars. Therefore, the American congressmen bent on advancing the relevant acts for the sake of their selfish political interests are standing on the opposite side of not only the Chinese people, including the Hong Kong compatriots, but also all international businesses and citizens in the city. It will inevitably backfire and undermine American interests here. All stakeholders in Hong Kong's prosperity and stability should speak in unison against such attempts, according to the official.
The official emphasized that Hong Kong's achievements are not granted by any foreign country, but are attributable to the strong support of its motherland, and to the perseverance and toil of the generations of Hong Kong residents. The Chinese people will not be intimidated by any external pressure or coercion, and any plot to mess up Hong Kong is doomed to fail. Hong Kong is part of China, and its affairs are completely China's internal affairs. "We will never sit idly by to let foreign interference run wild. We urge the American congressmen to immediately stop playing with fire in advancing Hong Kong-related acts, which will only get themselves burned," the official warned.
