"To be honest, when I first heard this news, I'm a little surprised because this can be considered as a sort of concession to the opposition. But after the second thought, I think, this is a reasonable step, because given the split legislative council and this strong public reaction, I mean, the fugitive bill is unable to pass the legislative council within this term. Let's be honest, I mean, given this protractive violence in Hong Kong, there is need to have some step to sort of quiet down this whole situation, and bring back the order. So it's quite brave for Ms Lam to make this decision at this moment."

"At this critical moment, with this uncertainty surrounding Hong Kong, and with this protractive violence, there is need to have someone to break through the deadlock. And, I mean, we know that actually in June, back in June, Ms Lam officially announced that the bill was dead, but actually the opposition was not satisfied. And, I mean, the population, the public, may feel that they need more assurance that this bill will not be revived, even in theory, or should be precluded. I think, at this moment, I mean, making this decision is meant a signal to the public. This can be considered as a goodwill that Hong Kong government conveyed to the people that the government is sincerely going to [do something]."

The four actions announced by Chief Executive of China's Hong Kong Special Administrative Region (HKSAR) Carrie Lam is reasonable to quiet down the situation in Hong Kong and bring back the order, said a Chinese professor during a studio discussion with the China Global Television Network (CGTN) on Saturday.
The four actions are formally withdrawing the proposed amendments to the Fugitive Offenders Ordinance and the Mutual Legal Assistance in Criminal Matters Ordinance, fully supporting the work of the Independent Police Complaints Council (IPCC) to reach out to the community to start a direct dialogue, and inviting community leaders, professionals and academics to independently examine and review the society's deep-seated problems, and advise the government on finding solutions.
"To be honest, when I first heard the news, I'm a little surprised because this can be considered as a sort of concession to the opposition. But after the second thought, I think this is a reasonable step, because given the split legislative council and this strong public reaction, I mean, the fugitive bill is unable to pass the legislative council within this term. Let's be honest, I mean, given this protracted violence in Hong Kong, there is need to have some steps to sort of quiet down this whole situation, and bring back the order. So it's quite brave for Ms Lam to make this decision at this moment," said Liao Fan, a law professor of the Department of International Cooperation at the Chinese Academy of Social Sciences.
Liao said the four actions, especially the withdrawal of the proposed amendments to the Fugitive Offenders Ordinance and the Mutual Legal Assistance in Criminal Matters Ordinance, conveyed a message to the public that the government is sincerely taking some actions.
And, I mean, the population, the public, may feel that they need more assurance that this bill will not be revived, even in theory, and should be precluded. I think, at this moment, I mean, making this decision is meant for a signal to the public. This can be considered as a goodwill that Hong Kong government conveyed to the people that the government is sincerely going to do something," said Liao.
On the same day when Lam announced the four actions, Hong Kong stocks closed higher on Friday, with the benchmark Hang Seng Index up 0.66 percent to close at 26,690.76 points.
However, Harvey Dzodin, a senior fellow of the Center for China and Globalization, pointed out that it’s obvious that the violence in Hong Kong is affecting the economy there, and only a bump-up in stocks couldn’t prove the four actions are certainly driving the development of local economy, and people need to wait patiently.
"It's obvious that these demonstrations and insurrections and Molotov cocktails and all those other terrible things that are going on are affecting the economy. Hong Kong is actually in some danger of going into recession. The signs do not look good," said Dzodin.
