1. Wide of Venezuelan Foreign Minister Jorge Arreaza entering press room
2. SOUNDBITE (Spanish) Jorge Arreaza, Venezuelan Minister of Foreign Affairs:
"Last night we met with Secretary General Antonio Guterres -- a very lengthy meeting, too, and very interesting. We are talking about deepening the cooperation between the United Nations and Venezuela in those areas where the Venezuelan economy has been very impacted by the international assault by the United States."
3. Journalist asking question (Spanish): "I just got back from Cucuta (on the Venezuela-Colombian border) and we spoke with your fellow Venezuelans on the Simon Bolivar bridge, and they said they were hoping to see humanitarian aid coming from anywhere."
4. SOUNDBITE (Spanish) Jorge Arreaza, Venezuelan Minister of Foreign Affairs:
"Unblock Venezuela, lift the sanctions, respect the United Nations charter. The United States and its government do not have the legal authority to impose coercive, unilateral measures outside the framework of international rights -- that's the truth, that's the reality. And what is more shameful is that the 20 million USD (referring to the humanitarian aid that President Nicolas Maduro ordered blocked from entering into Venezuela) versus the, at least, 30 billion USD minus everything that we have not been able to produce as a result of not having access to raw materials, unable to get our industrial park working, which should amount to hundreds and hundreds of billions of dollars. There cannot be so much cynicisms and so much hypocrisy. There isn't a humanitarian crisis in Venezuela. What we have in Venezuela is an economy that is blocked and under siege."
5. Various of Arreaza at podium and journalist asking question, UPSOUND (English): "Is there any settlement that you would see with Guaido or the opposition, in which there would be new elections?"
6. SOUNDBITE (Spanish) Jorge Arreaza, Venezuelan Minister of Foreign Affairs:
"This is an opposition that is betting on violence, on civil war, on a coup d'etat. We are putting out a call to them because they are our brothers and sisters, all of them: Deputy leader (Juan) Guaido - all of them are brothers, Venezuelan compatriots - to sit down for dialogue. There's a mechanism, the Montevideo mechanism that was very carefully created and under very clear methodology, that is made up of neutral countries who are concerned about Venezuela. Let's sit."
7. Journalist asking question, UPSOUND (English): "Or do you think that this is an ideological assault to roll back socialist tendencies in Latin America?"
8. SOUNDBITE (Spanish) Jorge Arreaza, Venezuelan Minister of Foreign Affairs:
"I hope there isn't a civil war, or a coup d'etat or a military intervention, and that blood is not shed by young American Marines, who would find themselves in a situation akin or much worse than Vietnam. That is why President Nicolas Maduro has drafted a letter on behalf of the people of Venezuela, and has sent it, millions in Venezuela have signed it, millions in Latin America and millions around the world are signing, including here in the United States, asking the people of the United States so that the people, the sovereign people of the United States, according to its Constitution, not its corporations or its government, but the sovereign people of the United States, to put an end to the madness of Donald Trump."
9. Various of journalist asking question, UPSOUND (English): "You said a few moments ago that, 'We're waiting for the opposition in Venezuela to sit down with us.' Is that without any preconditions?"
10. SOUNDBITE (Spanish) Jorge Arreaza, Venezuelan Minister of Foreign Affairs:
"How can there be preconditions or prerequisites between Venezuelans? The government has never placed any precondition: 'You are Venezuelan, I am Venezuelan. We love this country. Let's sit. We have a great Constitution and we have laws, let's sit. We have an institutional framework, let's sit and let's find a solution without any type of requirement, without any type of imposition.  All of that pride and that arrogance, what it does is get in the way of this dialogue. That is what I've been saying, we're waiting for the Venezuelan opposition to go through the process of freeing itself from the US government and especially this administration, which is terrible for humanity in this moment, and so that we may then have an opposition that is willing to agree and to negotiate in line with the Constitution, and find a Venezuelan political solution."

STORYLINE:
Venezuela's Foreign Minister Jorge Arreaza said on Tuesday he told United Nations Secretary-General Antonio Guterres that the Maduro government wants "deepening cooperation" with UN agencies in areas "impacted by the international assault by the United States."
But he insisted "there isn't a humanitarian crisis".
Arreaza told a news conference at the UN headquarters in New York that he has asked Guterres to promote the lifting of US sanctions which have frozen Venezuelan assets.
"What we have in Venezuela is an economy that is blocked and under siege," he stated.
Arreaza said President Nicolas Maduro wants to avoid a US coup or intervention because "young American Marines... would find themselves in a situation akin or much worse than Vietnam."
As for the opposition led by Juan Guaido, he said, "This is an opposition which is betting on civil war, on violence and on a coup d'etat."
Arreaza came to the press conference from a three-hour meeting of countries in the 120-member Nonaligned Movement saying there was a lot of "solidarity" with Maduro's government and non-interference in a country's affairs, singling out Caribbean and southern Africa regional groups and Iran.
Venezuela's opposition is involved in a campaign to break the military's support of Maduro, who refuses to let emergency food and medicine from the United States across the border.
The struggle now centres on the aid from the United States warehoused on the Colombian border town of Cucuta.
Guaido has vowed to deliver it to Venezuelans who need it, but Maduro remains firmly in power and has the backing of the military, which has been blocking the aid he snubs as part of an effort to topple him.
