नवी दिल्ली - संरक्षण उत्पादनांचे स्वदेशीकरण वाढविण्यासाठी एमओडी दिलेल्या मुदतीच्या पलीकडे 101 वस्तूंवर आयात बंदी आणणार आहे, अशी माहिती संरक्षण मंत्री राजनाथ सिंह यानी ट्विट करुन दिली. संरक्षण मंत्रालयाने आत्मनिर्भर भारत अभियानाला चालना एक हा मोठा निर्णय घेतला आहे.

या अंतर्गत पाच खांबांवर आधारित म्हणजेच अर्थव्यवस्था, पायाभूत सुविधा, यंत्रणा, लोकसंख्याशास्त्र आणि मागणी या आधारावर स्वावलंबी भारताची मागणी केली आहे. तसेच ‘आत्मनिर्भर भारत’ नावाच्या स्वावलंबी भारतासाठी विशेष आर्थिक पॅकेज जाहीर केले आहे.

या निर्णयामुळे भारतीय संरक्षण उद्योगाला त्यांच्या स्वत: च्या डिझाइन आणि विकास क्षमतांचा वापर करता येईल . किंवा सशस्त्र सैन्याच्या गरजा भागविण्यासाठी डीआरडीओने तयार केलेल्या तंत्रज्ञानाचा अवलंब करत येईल आणि नकारात्मक यादीतील वस्तू तयार करण्याची मोठी संधी मिळेल.

यासाठी एप्रिल 2015 आणि ऑगस्ट २०२० या काळात अंदाजे 3.5 लाख कोटी रुपयांच्या खर्चाच्या जवळपास 260 योजनांचा ट्राय सर्व्हिसेसकडून करार झाला होता. पुढील 6 ते 7 वर्षांत अंदाजे 4 लाख कोटी रुपयांचे कंत्राट देशांतर्गत उद्योगांवर ठेवल्या जातील असा अंदाज आहे. यापैकी सैन्य आणि हवाई दलासाठी प्रत्येकी 1 लाख 30 हजार कोटी रुपयांच्या वस्तू अपेक्षित आहेत. तर त्याच काळात जवळजवळ 1 लाख 40 हजार वस्तूंची अपेक्षा नौदलाकडून केली जात आहे.

या यादीमध्ये, चाकांच्या आर्मर्ड फाइटिंग व्हेइकल्सही (एएफव्ही) सह डिसेंबर 2021च्या सूचक आयातबंदी तारखेचा समावेश आहे. त्यापैकी लष्कराला अंदाजे 500 कोटी रुपये किंमतीवर 200 करार अपेक्षित आहे.

2020 ते 2024 दरम्यान आयातीवरील बंदीचा क्रमाक्रमाने अंमलबजावणी करण्याचे नियोजिन आहे. भारतीय संरक्षण उद्योगांना सशस्त्र दलाच्या अपेक्षित गरजांबद्दल अवगत करणे हे आमचे उद्दिष्ट आहे, असल्याचेही संरक्षणमंत्री म्हणाले. जेणेकरून ते स्वदेशीकरणाचे उद्दिष्ट साकार करण्यासाठी अधिक चांगले तयार होतील, असा विश्वासही त्यांनी व्यक्त केला आहे.
रद्द केल्या आयात वस्तूंची यादीनुसार उपकरणांच्या उत्पादनाची टाइमलाइन पूर्ण केली जाईल. याची खात्री करण्यासाठी सर्व आवश्यक पावले उचलली जातील. ज्यामध्ये संरक्षण सेवांद्वारे उद्योग हाताळण्यासाठी समन्वित यंत्रणेचा समावेश असल्याचेही ते म्हणाले.

सैन्य विभागाद्वारे सर्व भागधारकांशी सल्लामसलत करून आयातबंदीसाठी अधिक अशी उपकरणे क्रमिकपणे ओळखली जातील. भविष्यात आयातीसाठी नकारात्मक यादीतील कोणत्याही वस्तूवर प्रक्रिया केली जाणार नाही, याची दक्षता घेण्यासाठी डीएपीमध्ये याची योग्य नोंद देखील केली जाईल.

मंत्रालयाने देशांतर्गत व परकीय भांडवली खरेदी मार्गांदरम्यान 2020-21मधील भांडवली खरेदी बजेटचे विभाजनही केले आहे. चालू आर्थिक वर्षात देशांतर्गत भांडवली खरेदीसाठी सुमारे 52 हजार कोटी रुपये खर्च करून स्वतंत्र अर्थसंकल्प प्रमुख तयार करण्यात आले असल्याचेही ते म्हणाले.
