గౌతం గంభీర్, భాజపా అభ్యర్థి తూర్పు దిల్లీ పరిపాలనా కార్యాలయంలో మాజీ క్రికెటర్, భాజపా నేత గౌతం గంభీర్ నామపత్రం దాఖలు చేశారు. తూర్పు దిల్లీ లోక్సభ స్థానం నుంచి సార్వత్రిక బరిలో నిలిచారు గంభీర్. ఎన్నికల్లో గెలిస్తే నగరంలో తూర్పు దిల్లీకి ప్రత్యేక గుర్తింపు లభించేలా చేయటమే లక్ష్యమని తెలిపారు.

If we would like to supply a dozen or so of S-400 (air defence missile systems) to North Korea, I think, it will change the whole balance of power in Korea, it's just one example."

STORYLINE:
Preparations are underway for a summit between the leader of North Korea and Russia's president, Russian officials and media reported Tuesday.
The Kremlin said earlier this month that Kim Jong Un would meet with President Putin before the end of the month but has not named the place or date, citing security concerns.
Russian media have widely reported that the leaders will meet in the port city of Vladivostok on the Pacific Ocean.
Kim, like his father, avoids air travel and is likely to travel by train to Vladivostok, about 675 kilometres (419 miles) south of Pyongyang.
Earlier on Tuesday, North Korea confirmed the meeting in a terse, two-sentence statement.
North Korea has so far not gotten what it wants most from the recent flurry of high-level summitry between Kim and various world leaders — namely, relief from crushing international sanctions.
There are fears that a recent North Korean weapon test and a series of jibes at Washington over deadlocked nuclear negotiations mean that Pyongyang may again return to the nuclear and long-range missile tests that had many in Asia fearing war in 2017.
Kim had two summits with US President Donald Trump, but the latest, in Vietnam in February, collapsed because North Korea wanted more sanctions relief than Washington was willing to give for the amount of nuclear disarmament offered by Pyongyang.
It's not clear how — or even if — Putin will push the stalled nuclear talks along, and the visit may have more to do with each nation's economic interests.
For Russia, a meeting with North Korean leader Kim Jong Un provides a chance to raise its influence in the region and gain more leverage in a dialogue with Washington.
While Russia's ability to influence Kim's position is limited compared to that of China, a dialogue with Kim would allow Putin to emerge as an essential player in the North Korean nuclear standoff.
North Korea is a rare subject where Moscow and Washington could find common ground at a crucial time where dialogue between Washington and Pyongyang was on hold.
"Right now, after the failure of the Hanoi summit, Russia can play a role," said Georgy Toloraya, a former Russian diplomat who has extensive experience in the North Korean affairs.
"Russia can play a role to serve, well, not a mediator, there is no need for mediating between North Korea and, say, US, but a sort of catalyst," he said.
Putin has welcomed Trump's meetings with Kim but urged the US to do more to assuage Pyongyang's security concerns.
"We don't need to punish North Korean people or even elite, we need to find a new way for them to be incorporated into the modern world," Toloraya said.
"The US knows that we don't have our own egoistic interests in North Korea, unlike China."
Russia's past efforts to engage the north haven't always been successful.
Moscow maintained strong ties with Pyongyang during the Soviet era, when it was the North's No. 1 economic partner, building dozens of factories and key infrastructure, sending fuel and other supplies and providing weapons.
Those ties fell apart after the 1991 Soviet collapse, with Russia withdrawing its support for former Soviet allies amid an economic meltdown.
Months after he was first elected in 2000, Putin visited Pyongyang on his way to a meeting of the Group of Eight leading industrialized nations on Okinawa, Japan.
Putin continued courting Kim, who crossed Russia by train to visit Moscow in 2001.
Toloraya accompanied him in the trip and described the luxurious conditions on the train, including North Korean singers' performances, modern television and computer equipment and food regularly supplied from Pyongyang.
The North Korean leader again visited regions in Russia's far east the following year and made another trip across the border in 2011.
While Russia's leverage with North Korea was dwarfed by that of China, Pyongyang's main sponsor and ally, the North has been wary of its overdependence on Beijing and willing to accept Moscow's engagement and advice.
Russian-North Korean military cooperation was stopped by the United Nations sanctions, but Moscow supplied grain and provided humanitarian aid to the North, and tens of thousands of North Korean migrant labourers have worked in Russia's underpopulated Far East.

The Kremlin has written off North Korea's Soviet-era debts, but attempts at broader cooperation have stalled.
For many years, Moscow has pushed for building a trans-Korean railway, natural gas pipeline and power lines, massive projects that would allow Russia to significantly increase its regional clout; no visible progress has been made.
