The Guangdong-Hong Kong-Macao Greater Bay Area has taken a solid step towards becoming a world-class city cluster thanks to the development of major cross-border infrastructures, with a new development plan set to propel the area's growth even further.
The Central Committee of the Communist Party of China (CPC) and the State Council on Monday unveiled the outline development plan for the Greater Bay Area, which aims to develop the region into "a role model of high-quality development".
In the National Zhuhai Economic and Technological Development Area, or the Gaolan Port Economic Zone (GPEZ), workers are busy packing electronic products which will be exported over the new Hong Kong-Zhuhai-Macao Bridge (HKZM Bridge) to Hong Kong and then onwards to Europe, America and other regions around the world.
In the past, export goods were mainly transported to Hong Kong by ship. After the HKZM Bridge was opened to traffic last October, the land transportation time from Zhuhai to Hong Kong was shortened from more than three hours to just one hour with the transportation cost greatly reduced.
The HKZM Bridge has allowed the west bank of the Pearl River and Hong Kong to achieve direct land links for the first time, improving traffic efficiency and bring new opportunities to the logistics and manufacturing industries on the west bank of the Pearl River.
Chen Hanxiong, chairman of Zhuhai Junhao Logistics company, explained the great convenience the new bridge has offered his business.
"If they are to be transported by ship, it will take two days. Today's delivery would arrive tomorrow. Now the HKZM Bridge has been opened to traffic - you can see we are loading the goods now - the truck will depart at noon and will arrive in Hong Kong at 14:00," Chen said
The Hengqin New Area in China (Guangdong) Pilot Free Trade Zone has introduced interim measures to support the development of cross-border e-commerce enterprises. A maximum annual subsidy of 10 million yuan (or 1.48 million U.S. dollars) was offered to cross-border e-commerce enterprises, service platforms and logistics service companies from the aspects of settlement, warehousing, logistics, customs clearance and financing.
Meanwhile, the Hengqin New Area is also actively promoting the construction of infrastructure for the planning of cross-border e-commerce industrial parks, and is currently establishing a cross-border e-commerce customs clearance supervision center.
"At present, the cross-border fast customs clearance information system has been completed. There will be corresponding identification on the HKZM Bridge after the release procedure in our supervision center. The process of customs clearance has been simplified," said Chen Xueyu, a project leader at the Hengqin Cross-border E-Commerce Supervision Center.
The free flow of the Greater Bay Area elements will promote the Pearl River Delta industrial cluster to participate in the global industrial division of labor and build a global value chain.
Data show that in the first three quarters of 2018, the total import and export volume of Guangdong Province increased by 5.9 percent year-on-year, and the growth rate accelerated by 3.2 percentage points over the first half of the year. The growth rate of imports and exports also increased for three consecutive months.
Meanwhile, in the first three quarters of 2018, the total export delivery value of the industrial enterprises with an annual sales revenue of 20 million yuan or more in Guangdong increased by 6.7 percent year-on-year, and the growth rate rose for four consecutive months.
