FRUITS OF WELFARE BEYOND REACH

Adivasis, the indigenous people of India are beloved children of the forest. They ruled Gondwana during 1240-1750 AD but now being neglected by our elected leaders. Worldwide, there are about 40 crores of tribal population spread over 90 countries. They are renowned for their distinct cultures, traditions and environment friendly lifestyle. Their livelihood is largely dependent on resources in the forests. According to the 2011 population census, 10.4 crore Adivasis are living in India. They belong to various tribes stretched across 90 districts. Their population may rise to 12 crores by 2021. They are more prevalent in Northeast India.

Due to corruption in government organizations, the funds allocated for their development and welfare are not reaching them. Infant and maternal mortality is high due to malnourishment. Many of them are suffering from anaemia. Many are dying every year from Malaria due to lack of medical facilities. Basic facilities like drinking water, electricity and hygiene are lacking in tribal areas. Due to bad road connectivity, they’re carrying patients in litters during emergencies. In order to improve their livelihood, government must provide them special rights and protection.

It has been 12 years since Forest Rights Act came to force, but its implementation is not optimistic. Supreme Court has settled the lawsuit filed by Wildlife First on February 13th, 2019. This will affect the lives of 42 lakh Adivasis who are scared to live in their own lands. This act has failed to provide assurance to the forest dwellers.

Out of 42 lakh pleas related to property disputes of Adivasis filed till November 2018, 20 lakh pleas have been rejected. Of these, Chhattisgarh stands first with 4.62 lakh rejected pleas, Madhya Pradesh next with 3.62 lakhand Karnataka stands third with 1.81 lakh pleas. In Andhra Pradesh, 75,927 pleas were rejected while 83,757 pleas were rejected in Telangana. Government has not been able to defend the rights of Adivasis in the lawsuits filed in Supreme Court. Illiterate and innocent Adivasis are being exploited during weekly tribal fairs. There are complaints that the traders are selling them adulterated and substandard products.

There are about 30 different tribal sects in Andhra Pradesh. The government has recognized Chenchu, Kondareddy, Kondh, Porja, Gadaba and Savara as the most backward sects. They constitute 16.5% of the total tribal population in the state. According to 2011 census, Girijan population is 26.31 lakhs, which is 5.43% of the total state population. There are no colleges in tribal areas. There are 6 lakh people in Paderu tribal hamlet. Adivasis dying from fatal diseases could be saved if a medical college is established here. Locals will benefit from the effective utilization of natural resources available aplenty here. Coffee, tamarind, honey, fruits, vegetables and pepper are widely available. But there is no industry based on them. National Commission for Scheduled Tribes (NCST) has recently toured tribal hamlets to understand the issues they are facing. Nandakumar Sai, head of the commission has stated that they are floundering due to lack of basic facilities.

Adivasis in Telugu states are struggling with poverty and illiteracy even though many welfare schemes have been introduced over the past 40 years. Government programs have failed in improving their lives. 90% of Adivasis are cultivating bushlands and living in unbearable circumstances without proper food or shelter. The development schemes look good on paper but do nothing in reality for the forest dwellers unless they are sincerely implemented.
