Bratislava - 7 June 2019
1. Various of host and South Korean Foreign Minister Kang Kyung-wha at Bratislava Forum event
2. SOUNDBITE: (English) Kang Kyung-wha, South Korean Foreign Minister: ++SOUNDBITE OVER VARIOUS ANGLES++
"Where we are is that we have a very good foundation for really significant progress when the two sides meet again. There is strong commitment on both sides at the highest level from President Trump himself and the chairman himself to re-engage, to see where progress can be made on the four pillars of agreement that was reached in their first summit in Singapore, the four pillars being you know, leaving hostilities behind and building better relations between the US and North Korea, working towards a lasting peace regime on the Korean peninsula, North Korea committing to complete denuclearisation and the two sides agreeing to some confidence-building measures, more specifically the return of MIA's (Missing in Action) remains from North Korea to the United States."

4. SOUNDBITE: (English) Kang Kyung-wha, South Korean Foreign Minister: ++SOUNDBITE OVER VARIOUS ANGLES++
"What happened in Hanoi was the American side wanted to engage on all four pillars. But the Chairman Kim came wanting to engage only on just that one pillar which is denuclearisation in return for some corresponding measures from the United States including sanctions relief. And I think the approach didn't quite meet because the United States - and we fully support this approach - we need to take a comprehensive approach this time. Past approaches to dealing with the nuclear issues have been piecemeal and given the advanced stage of the North Korea's nuclear and missile state programme and what this means for the global security, given North Korea's need for a lot of support from the outside, security guarantees as well as economic support. We need this time to take a comprehensive approach and we can take that approach because of the strong engagement at the highest levels on all sides."

6. SOUNDBITE: (English) Kang Kyung-wha, South Korean Foreign Minister:
"We do need the dialogue we do need engagement. North Korea's nuclear programme has tools, two tools that we are working, that is the pressure and the sanctions and that's important. And we are committed to fully implementing the sanctions until we are assured of North Korea's complete denuclearisation. But that's not going to bring about denuclearisation. There needs to be continued dialogue and engagement. So these two sides have to go together. So you know at the bottom line we need to keep the engagement and the dialogue. How else are you going to come to some kind of agreement that gets North Korea to act upon its denuclearisation agreement?"

9. SOUNDBITE: (English) Kang Kyung-wha, South Korean Foreign Minister: ++STARTS ON PRECEDING SHOT++
"Well I think that's an indication of the President Trump's real intention to solve this issue once and for all. I think he sees this as perhaps as one of his most important legacies on the global security agenda. And I think he has confidence that he can bring this to a lasting solution. And of course that's welcome news to us because you know this is in the first instance, our part of the world, this is about our peaceful future. And so we really appreciate that, and that has never happened before, I mean to have the president of the United States so focused on the issue, and we want to make the most of this, the momentum that this has created."

11. SOUNDBITE: (English) Kang Kyung-wha, South Korean Foreign Minister:
"If there is significant provocation, that throws water on everything. The recent testing of the short range projectiles and missiles, didn't reach that degree. You can debate about whether they were ballistic or not, we're still analysing I think still there is still details to be analysed, but I think the US and us after we analysed, we've decided to take a cool headed approach about this. We said this doesn't deserve breaking the momentum for dialogue. But if it reaches, the provocation reaches a certain limit and that cannot be tolerated, clearly it goes back to more pressure. And so I don't agree that this is dialogue at all expenses. It also very much depends on North Korea's behaviour."

STORYLINE:
The South Korean Foreign Minister said Friday that talks between the United States and North Korea in Hanoi had laid "a very good foundation for really significant progress" despite that summit ending without agreement.
"There is strong commitment on both sides at the highest level from (US) President (Donald) Trump himself and the chairman (Kim Jong Un) himself to re-engage, to see where progress can be made on the four pillars of agreement reached at the first summit in Singapore," Kang Kyung-wha told a security forum in Bratislava.
Nuclear negotiations have been at a standstill since the Hanoi summit collapsed, but Trump has said he looks forward to meeting with Kim again.
He said he thinks North Korea wants to make a deal to give up its nuclear ambitions in exchange for help with economic development.
Asked if the US was engaging with North Korea at all costs, Kang said recent testing of short range projectiles by North Korea had not deserved to break the momentum for dialogue, "but if the provocation reaches a certain limit and that cannot be tolerated, clearly it goes back to more pressure."
Kang also said that Trump saw the North Korea issue as "perhaps as one of his most important legacies on the global security agenda," adding "I think he has confidence that he can bring this to a lasting solution."
She welcomed this as something that could bring about a "peaceful future" to the Korean peninsula
