"By promoting 'Internet Plus education', what I mainly care about is balanced development of education and how to narrow the educational gap between urban and rural areas. At some rural schools, there are about 10 students and only one teacher, and most of the students are 'left-behind' children [whose parents work away]. With Internet connection, those children can have access to classes offered by headmasters and teachers at famous urban schools and also enjoy the high-quality educational resources there."

A deputy to the 13th National People's Congress (NPC) of China has been working to promote online education, so that children in rural areas can also have access to quality classes.
Ma Hengyan, also headmaster of the Yinchuan No. 21 Primary School in Ningxia Hui Autonomous Region, northwest China, has been calling for greater support for "Internet Plus education" and for realizing the dreams of those children in remote areas.
"By promoting 'Internet Plus education', what I mainly care about is balanced development of education and how to narrow the educational gap between urban and rural areas. At some rural schools, there are about 10 students and only one teacher, and most of the students are 'left-behind' children [whose parents work away]. With Internet connection, those children can have access to classes offered by headmasters and teachers at famous urban schools and also enjoy the high-quality educational resources there," she said.
Through online education, children at the Kuangkoujin Hope School in Zhongning County, Ningxia are able to have synchronized classes along with their peers in the capital city Yinchuan's NO. 21 Primary School.
With the devices in the classrooms and Internet connection, the children in the rural area can have real-time interactions with the teacher over 200km away.
But some teachers are concerned that such online education, with the teacher not physically present, would be less engaging to the students compared with the traditional way.
"What the children see in online classes may be the devices, and the teacher can only been seen on the screen. So, they are very likely to become onlookers, instead of real participants," said Liu Haiying, a teacher from the NO. 21 Primary School of Yinchuan.
To this, Ma has worked out solutions like face-to-face interactions between rural students and urban teachers and classroom games for greater intimacy between them.
"Not only online classes, offline interactions and visits are also very important," she said.
"Those teachers give extremely good classes. I hope one day they can visit our school and also give us classes in person," said a student at the Kuangkoujin Hope School.
Thanks to the efforts made by Ma, Ningxia has been designated as a national demonstration area for "Internet Plus education". As of now, 788 online education classrooms have been built in the region.
But the NPC deputy has never ceased her step to carry the program further ahead.
"This year, I would call on our government to solve problems in 'Internet Plus education', for example, problems about teachers, more investment in the equipment of mountainous schools and enhanced Internet connection," Ma said.
Deputies to China's NPC would make motions about issues they deem important to the people and the country at the annual session of the country's top legislative body. The lawmakers would deliberate and vote on them.
The second annual session of the 13th NPC will start in Beijing on March 5, 2019.
