"But, also behind this is certainly a geopolitical factor too and that is certainly the rise of China, that a lot of attention at the moment is focused on North Korea but longer term it is China that for Japanese strategists is seem as the main threat. There is also the concern that the United States, especially under the America first policy of Trump, the US is somewhat of a less reliable ally than it was in the past. So therefore, Japan from a security point of view needs to look to the future and is terrified of a situation in which it could face a hostile China, closely partnered with a hostile Russia along with a hostile North Korea and also perhaps South Korea not being that friendly. So, looking at that strategic environment, it seems that Abe has calculated that of those countries, it would make sense to try and normalise relations with Russia and thereby to draw it away from China."

STORYLINE:
Japanese Prime Minister Shinzo Abe has reiterated his determination to resolve a territorial dispute with Russia over a group of islands which has stopped the two neighbours from signing a peace treaty for more than 70 years.
Abe spoke at an annual rally attended by former residents of the Kuril Islands and their supporters in Tokyo.
He affirmed his desire to continue negotiations between the two nations.
The rally comes amid speculation that Tokyo is open to broker a deal for the transfer of two of the chain's smaller islands to Japan.
The transfer would mark a radical departure from a Japanese demand for the return of all four islands.
However, the prospect of a deal still angered Russian nationalist circles.
The Soviet Union took the four southernmost Kuril Islands during the final days of World War II.
Japan asserts territorial rights to the islands, which it calls the "northern territories."
Abe has held dozens of meetings with Russian President Vladimir Putin in recent years in a bid to solve the dispute, and they agreed in November to accelerate negotiations based on a 1956 Soviet proposal to return two of the islands to Japan.
Both the foreign ministers of Japan and Russia are expected to continue negotiating a possible deal on the sidelines of a security conference in Germany later in February.
James Brown, a Japan-Russia expert believes Japan has changed its approach in recent years, given the country's current geopolitical situation.
Japan is surrounded by a growing China, North Korea and South Korea with which Japan continues to feud over historical and territorial issues while US President Trump's "America first policy" does not send a strong signal that it is a reliable ally.
