श्रीनगर - 'पीपल्स अलायन्स फॉर गुपकर डिक्लेरेशन' मध्ये सहभागी असलेल्या काश्मीरी पक्षांनी नव्या जमीन कायद्यातील बदलांचा विरोध केला आहे. जम्मू काश्मीर विकायला काढलंय, अशा भावना नेत्यांनी व्यक्त केल्या. 'पीपल्स डेमॉक्रॅटीक पार्टी' ही संघटना काश्मीरातील सर्व पक्षांनी मिळून स्थापन केली आहे. काश्मीरची स्वायत्तता पुन्हा माघारी घेण्याचा उद्देश यामागे आहे.
केंद्र सरकारने जमीन कायद्यात नव्याने जे बदल केले आहेत, त्यामुळे काश्मीर विकायला काढल्याचे दिसून येत आहे, असे नॅशनल कॉन्फरन्स पक्षाने म्हटले आहे. पक्षाचे उपाध्यक्ष ओमर अब्दुल्ला यांनीही नव्या बदलांवर टीका केली आहे. जम्मू काश्मीर डेव्हलपमेंट कायदा हा काश्मीरी नागरिकांच्या हिताविरोधात असल्याचे ते म्हटले.

जुना नियम रद्द, नवीन लागू
जम्मू काश्मीर सुधारणा कायद्यानुसार (1970-XIX) आता जमीन खरेदीसाठी केंद्रशासित प्रदेशाचे कायमस्वरूपी रहिवासी असण्याची अट गरजेची नाही. १९९०च्या जमीन अधिग्रहण कायद्यातील सहाव्या भागानुसार अस्तित्वात असलेला जुना नियम रद्द करण्यात आला आहे. त्याजागी आता २०१३च्या पुनर्वसन आणि पुनर्स्थापना कायद्यातील ३० वा नियम लागू करण्यात आला आहे.

जमिनीसंदर्भातील ११ कायद्यांमध्ये बदल
शासनाने जमीन खरेदी-विक्रीबाबत असलेल्या ११ कायद्यांमध्ये बदल केले आहेत. यात १९६० चा जमीन आणि शेतीचे विभाजन विरोध कायदा, १९७५ चा बागायती जमिनीचे विलगीकरण करणे आणि नागरी वस्तीत रुपांतर विरोध कायदा आणि १९३६ चा राईट ऑफ प्रायर पर्चेस कायद्याचा समावेश आहे. नवीन कायद्यानुसार खरेदी केलेल्या जमीनीची मालकी बदलता येणार नाही. फक्त सरकार आणि सरकारी संस्थांना जमीन देता येणार आहे. शेत जमीनही फक्त दुसऱ्या शेतकऱ्यालाच विकता येणार आहे.
