અગાઉ તેમણે જાન્યુઆરી 2013થી જાન્યુઆરી 2018 સુધી ભારત સરકારના બાયોટેક્નોલોજી (DBT) વિભાગના સચિવ તરીકે સેવા આપેલી છે.
ત્યાં સુધી તેઓ બેંગાલુરુ સ્થિત નેશનલ સેન્ટર ફોર બાયોલોજિકલ સાયન્સિસના ડિરેક્ટર પદે રહ્યા હતા જ્યાં તેઓ હજુ પણ ડિસ્ટિંગ્યુશ્ડ પ્રોફેસર તરીકે સેવા આપી રહ્યા છે.

3 ફેબ્રુઆરી 1954ના રોજ જન્મેલા વિજય રાઘવને 1975માં આઇઆઇટી કાનપુરમાંથી કેમિકલ એન્જિનિયરિંગમાં બેચલર ઑફ ટેક્નોલોજીની ડીગ્રી હાંસલ કરી હતી. તેમણે 1983માં મોલેક્યુલર બાયોલોજીમાં તેમનું ડૉક્ટોરલ કાર્ય પૂર્ણ કર્યું હતું અને તેમણે ટાટા ઇન્સ્ટિટ્યૂટ ઑફ ફન્ડામેન્ટલ રિસર્ચમાંથી પીએચડી ડીગ્રી મેળવી હતી. ડોક્ટોરલ કાર્ય બાદ તેમણે કેલિફોર્નિયા ઇન્સ્ટિટ્યૂટ ઑફ ટેક્નોલોજી ખાતે 1984થી 1985 સુધી રિસર્ચ ફેલો તરીકે કામ કર્યું હતું અને બાદમાં 1986થી 1988 સુધી સિનિયર રિસર્ચ ફેલો તરીકે કામ કર્યું હતું.
