"If we do not come to implement what I tried to explain to you, I fear a bloodbath in Tripoli, I fear a heavy movement of migration, I fear people fleeing Idlib and settling in Libya, I fear instability in Egypt, Tunisia, in Algeria, in all neighbouring countries. And these countries taking in Niger, Chad, Sudan. And I also fear that we add to an already heavy list of things on which great powers are not agreeing, a new file to this list."

9. SOUNDBITE (English) Boukadoum Sabri, Algerian Foreign Minister:
"This is the first time for the elections in Algeria where you have an independent authority that will control, monitor and organise, by the way, the elections. Not any more neither the ministry of the interior, nor the ministry of foreign affairs. We still have this prerogative of organising the elections outside the country. So this is why I am here, why I can be here, because I have nothing to do with that. So it is an independent authority, composed of judges, civil society. They already started, of course, from the beginning, from the preparation, to the conclusion. Just to give the best conditions, the best guarantees for the population, for the Algerians, that this is transparent. This is fair. And whether you accept it or you don't accept it, the process is absolutely fair and transparent."

11. SOUNDBITE (English) Boukadoum Sabri, Algerian Foreign Minister:
"We agree for dialogue, I agree to speak today, we agree to speak to anyone, if you have any questions I'm here, other authorities are here. But please they should not - be it the European parliament or anybody else, absolutely we don't care, whoever had the biggest chance we don't care - do not enter into our internal affairs. Because the European parliament went too far. I cannot imagine that, you know the European parliament for they decided, they voted for a resolution calling for specific laws to be changed. These laws were voted in our parliament. This is a disregard, a disrespect, a disregard, this is not accepted. When you mention some... if you have any specific case of human rights violations, please let me know, let me know."

14. SOUNDBITE (English) Wu Hongbo, Chinese special representative on European Affairs:
"Today's world unfortunately, as all of you have seen, is being troubled by protectionism, instabilities, unilateralism, and of course terrorism. So how to do that? We in China say that we should support the settlement through disputes through peaceful negotiations, not by force or coercion. We should consult each other and achieve common development and enjoy the benefits all together. So we find the BRI (Belt and Road Initiative) is the vehicle, is the possible solution for common development and th prosperity for China, and Middle East people, and the world as well."

STORYLINE:
The UN envoy in Libya on Saturday warned of a potential bloodbath in Tripoli, and a knock-on effect on the entire North Africa region, should international powers remain divided over how to resolve the Libyan crisis.
Speaking at the Meditteranean Dialogues conference in Rome, Ghassan Salame said the situation could escalate and spark instability in neighbouring countries, including Egypt, Tunisia and Algeria.
Libya was plunged into chaos when a NATO-backed uprising toppled longtime dictator Moammar Gadhafi in 2011.
The country is now split between a government in the east and a UN-supported government in Tripoli in the west.
The UN-supported Government of National Accord has accused Russia of deploying fighters to back commander Khalifa Hifter, whose forces have been trying for months to capture the capital Tripoli.
The allegations of Russian interference come amid a renewed push for international players to reach a consensus on Libya.
Algeria's Foreign Minister Sabri Boukadoum told the forum the country had ensured the 2019 presidential elections would be "transparent and fair" by creating an independent authority to monitor the vote.
Sabri slammed those who accuse the North African country of human rights violations.
He issued a sharp rebuke to those who would "enter into our internal affairs", saying the European parliament "went too far" when it adopted a resolution which called for an end to violations against the freedom of religious minorities and urged Algerian authorities to stop harassment, criminalisation and arbitrary arrest and detentions.
Wu Hongbo, China's Special representative on European Affairs, said Beijing's Belt and Road Initiative was a vehicle for "common development and prosperity for China, and Middle East people, and the world as well."
Italy became in March the first Group of Seven nation to join China's ambitious Belt and Road initiative, despite objections from the United States and concerns within the governing coalition.
European governments declined to sign a joint declaration on the Belt and Road at a forum last year in Beijing. They argued it lacked standards on financing and transparency.
In September the EU and Japan signed an infrastructure agreement to link Europe and Asia as a counter to Beijing's ambitious BRI strategy.
