"It has been a challenging few weeks and the Prime Minister has acknowledged that he could do better and we could do better as a team in terms of good communications, that there was a communication breakdown. And then he has made a commitment and we all have made a commitment to be aware of that and seek ways to improve communications. And that's what we plan to do because we're all very united in the important work that is being done in reducing poverty, in tackling climate change, in creating an economy in which Canadians can create jobs. And we all want to work together to further that agenda over the coming months until the October election."

And so, I think that's what we will be doing as a caucus and potentially as a cabinet. And I've got all the confidence in the Prime Minister to lead that initiative and to move towards completing the work that is underway on behalf of Canadians."

Canadian Prime Minister Justin Trudeau appointed Joyce Murray as Treasury Board president in Ottawa on Monday morning, filling the vacancy left following the controversial resignation of Jane Philpott.
Murray, a Vancouver member of parliament, is a former provincial cabinet minister and has been parliamentary secretary to the Treasury Board president for several years. She also takes on the role of Minister of Digital Government.
Murray had her inauguration ceremony at Rideau Hall, the Governor General's official residence, with Trudeau and Governor General Julie Payette in attendance.
The move marks the third cabinet change within three months, in what has been a trying period for Trudeau's administration.
Philpott, who resigned at the beginning of the month, said she lost her confidence in how the government responded to the SNC-Lavalin scandal, where former Attorney General and Justice Minister Jody Wilson-Raybould alleged she was politically pressured to help the Quebec company secure a special legal agreement over charges of bribery and fraud.
Murray, however, said she hopes these issues are in the past and that the two ministers in question may want to continue as part of the Liberal caucus under Trudeau's leadership.
"I'm looking forward to Madam Philpott and Madam Wilson-Raybould being part of our team as we continue forward. And I'm very happy that that's what they would like to be doing, is being part of the Liberal caucus working with our Prime Minister to create a better country, to create benefits for Canadians," she said.
Murray acknowledged the challenging few weeks the government has endured, but vowed that the new cabinet will look to improve communications and focus on the key issues the country faces ahead of the Canadian federal elections in October.
"That's what we plan to do because we're all very united in the important work that is being done in reducing poverty, in tackling climate change, in creating an economy in which Canadians can create jobs. And we all want to work together to further that agenda over the coming months until the October election," she said.
The minister also offered her full backing to Trudeau, who came under heavy fire for his handling of the scandal, as the cabinet now looks to move forward.
"I think the Prime Minister has been clear that there was a failure of communication and that he will be leading our team in looking at how we can do better. And so, I think that's what we will be doing as a caucus and potentially as a cabinet. And I've got all the confidence in the Prime Minister to lead that initiative and to move towards completing the work that is underway on behalf of Canadians," said Murray.
The Canadian Treasury Board oversees accountability and ethics, financial, personnel and administrative management, approving regulations and cabinet orders. Its president oversees management of the public purse and ensures that the government is well managed.
