The building of the Guangdong-Hong Kong-Macao Greater Bay Area will bring about opportunities for the scientific and technological innovation of Hong Kong, said entrepreneurs and experts.
Chinese authorities on Monday unveiled the outline development plan for the Guangdong-Hong Kong-Macao Greater Bay Area, aiming to develop the region into "a role model of high-quality development."
The bay area consists of the Hong Kong Special Administrative Region (HKSAR), the Macao Special Administrative Region (Macao SAR), as well as nine cities in Guangdong Province -- Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing.
Coordination and cooperation between Hong Kong and other cities in the region will help boost scientific and technological development in Hong Kong, according to Shang Hailong, Managing Director of SenseTime.
Established in Hong Kong in 2014, artificial intelligence (AI) start-up SenseTime, expanded its business in Shenzhen, a neighboring city in the inland for its abundant tech companies and talents.
"If we insisted that we only do our business in Hong Kong, then the development will be limited because it's hard to find basic coding talents in Hong Kong," said Shang.
The synergy effect between Hong Kong and Shenzhen enables the company to absorb talents it needs and gain market share.
"This enables us to take advantage of the synergy effect between cities in Guangdong Province and Hong Kong and Macao special administrative regions that helps Hong Kong to go international and into the inland market," said Shang.
Hong Kong boasts of an international financial business environment, a complete legal system and top-class higher education. Yet, Hong Kong has weakness in scientific and technological innovation for shortage of engineering talents, limited market and other factors.
The Greater Bay Area is providing a brand new solution to the problem, according to experts.
"It's not that we don't have scientific and technological talents in Hong Kong. But in the past we seldom integrate scientific and technological development into the real economy. In the future, I believe the Greater Bay Area will help boost the development of scientific and technological innovation in Hong Kong," said Witman Hung, Principal Liaison Officer for Hong Kong of the Shenzhen Qianhai Authority.
So far cooperation between Hong Kong and cities like Shenzhen and Zhuhai has yielded fruitful results including science parks and free trade areas that serve the scientific and technological innovation of the cities.
"Cooperation between Hong Kong and all the other cities in the Greater Bay Area will help make achievements, integrate Hong Kong into the country's scientific and technological development, which is very useful. This helps bring Hong Kong's advantages as well as the mainland's advantages to the country's development," said Nicholas W. Yang, Secretary for Innovation and Technology of the Hong Kong Special Administrative Region.
Hung said the most important value of the Greater Bay Area is that it is the world’s only complete production chain.
"[It will] boost Hong Kong's transformation from an economy highly dependent on real estate and stocks to one that has high tech industry as a pillar industry. The Greater Bay Area provides the opportunity for us," said Chan Ching-Chuen, academician at the Chinese Academy of Engineering and the Hong Kong Academy of Engineering Science.
Professor Liu Chunsheng from the Central University of Finance and Economics in the mainland said the outline development plan for the Greater Bay Area is the basis for regional development.
"The blueprint will be the basis for the development and construction and management for the Greater Bay Area, and the blueprint will lay out the guidelines for Hong Kong, Macao and Guangdong to work together with the support of central government," said Liu.
