ਚੰਡੀਗੜ੍ਹ: ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਪੰਜਾਬ ਸਰਕਾਰ ਵਿਵਾਦਤ ਨਾਗਰਿਕਤਾ ਸੋਧ ਕਾਨੂੰਨ (ਸੀ.ਏ.ਏ.), ਕੌਮੀ ਨਾਗਰਿਕਤਾ ਰਜਿਸਟਰ (ਐਨ.ਆਰ.ਸੀ.) ਅਤੇ ਕੌਮੀ ਆਬਾਦੀ ਰਜਿਸਟਰ (ਐਨ.ਪੀ.ਆਰ.) ਦੇ ਸਬੰਧ ਵਿੱਚ ਸਦਨ ਦੀ ਇੱਛਾ ਅਨੁਸਾਰ ਕਦਮ ਚੁੱਕੇਗੀ। ਇਹ ਫ਼ੈਸਲਾ ਇੱਥੇ ਮੰਗਲਵਾਰ ਨੂੰ ਪੰਜਾਬ ਮੰਤਰੀ ਪਰਿਸ਼ਦ ਵੱਲੋਂ ਕੈਬਨਿਟ ਮੀਟਿੰਗ ਤੋਂ ਬਾਅਦ ਗੈਰ ਰਸਮੀ ਵਿਚਾਰ ਚਰਚਾ ਦੌਰਾਨ ਲਿਆ ਗਿਆ।

ਪੰਜਾਬ ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਗੈਰ-ਸੰਵਿਧਾਨਿਕ ਅਤੇ ਵੱਖਵਾਦੀ ਪਹੁੰਚ ਵਾਲੇ ਸੀ.ਏ.ਏ., ਐਨ.ਆਰ.ਸੀ. ਅਤੇ ਐਨ.ਪੀ.ਆਰ. ਦੀਆਂ ਉਲਝਣਾਂ 'ਤੇ ਗੰਭੀਰ ਚਿੰਤਾ ਜ਼ਾਹਰ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਨੇ ਉਕਤ ਮੁੱਦਿਆਂ ਨੂੰ ਲੈ ਕੇ ਦੇਸ਼ ਭਰ ਵਿੱਚ ਫੈਲੀ ਹਿੰਸਾ 'ਤੇ ਵੀ ਚਿੰਤਾ ਜ਼ਾਹਰ ਕੀਤੀ, ਜਿਸ ਨਾਲ ਦੇਸ਼ ਦੇ ਧਰਮ ਨਿਰਪੱਖ ਤਾਣੇ-ਬਾਣੇ ਨੂੰ ਵੱਡੀ ਚੁਣੌਤੀ ਦਰਪੇਸ਼ ਹੈ।
ਮੰਤਰੀ ਮੰਡਲ ਦਾ ਵਿਚਾਰ ਹੈ ਕਿ 16-17 ਜਨਵਰੀ ਨੂੰ ਰਾਜ ਵਿਧਾਨ ਸਭਾ ਦੇ ਦੋ-ਦਿਨਾ ਵਿਸ਼ੇਸ਼ ਸੈਸ਼ਨ ਦੌਰਾਨ ਇਹ ਮਾਮਲਾ ਉਠਾਇਆ ਜਾਣਾ ਲਾਜ਼ਮੀ ਹੈ ਅਤੇ ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਅਗਵਾਈ ਹੇਠ ਮੰਤਰੀਆਂ ਵੱਲੋਂ ਸਰਬਸੰਮਤੀ ਨਾਲ ਫੈਸਲਾ ਲਿਆ ਗਿਆ ਸੀ ਕਿ ਸਰਕਾਰ ਨੂੰ ਸਦਨ ਦੀ ਇੱਛਾ ਅਨੁਸਾਰ ਚੱਲਣਾ ਚਾਹੀਦਾ ਹੈ
ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਵਿਚਾਰਾਂ ਨਾਲ ਸਹਿਮਤੀ ਪ੍ਰਗਟਾਈ ਕਿ ਸੀ.ਏ.ਏ., ਐਨ.ਆਰ.ਸੀ. ਅਤੇ ਐਨ.ਪੀ.ਆਰ. ਭਾਰਤੀ ਸੰਵਿਧਾਨ ਦੀ ਪ੍ਰਸਤਾਵਨਾ ਦੀ ਉਲੰਘਣਾ ਕਰਦੇ ਹਨ, ਜੋ ਦੇਸ਼ ਦੀ ਨੀਂਹ ਦਾ ਅਧਾਰ ਹੈ। ਐਡਵੋਕੇਟ ਜਨਰਲ ਅਤੁਲ ਨੰਦਾ ਨੇ ਮੰਤਰੀ ਮੰਡਲ ਦੇ ਸਾਹਮਣੇ ਇਸ ਮਾਮਲੇ ਬਾਰੇ ਕਾਨੂੰਨੀ ਦ੍ਰਿਸ਼ਟੀਕੋਣ ਪੇਸ਼ ਕੀਤਾ। ਸਰਕਾਰ ਸਦਨ ਦੀ ਸਿਫਾਰਸ਼ ਅਨੁਸਾਰ ਇਸ ਮੁੱਦੇ ਨਾਲ ਨਜਿੱਠਣ ਲਈ ਆਪਣੀ ਰਣਨੀਤੀ ਤਿਆਰ ਕਰੇਗੀ।
