'ਕਿਸਾਨਾਂ ਲਈ ਪੁਲਿਸ ਸੁਰੱਖਿਆ ਦੀ ਮੰਗ ‘ਤਰਕਹੀਣ, ਬੇਤੁਕੀ ਤੇ ਕਾਨੂੰਨ ਵਿਰੋਧੀ'

ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਵੱਲੋਂ ਦਿੱਲੀ ਦੇ ਬਾਰਡਰਾਂ ’ਤੇ ਅੰਦੋਲਨ ਕਰ ਰਹੇ ਪੰਜਾਬ ਦੇ ਕਿਸਾਨਾਂ ਦੀ ਸੁਰੱਖਿਆ ਲਈ ਸੂਬੇ ਦੀ ਪੁਲਿਸ ਫੋਰਸ ਨੂੰ ਤਾਇਨਾਤ ਕਰਨ ਦੀ ਮੰਗ ਨੂੰ ਬੇਤੁਕੀ ਤੇ ਤਰਕਹੀਣ ਕਰਾਰ ਦਿੱਤਾ ਹੈ।

ਚੰਡੀਗੜ੍ਹ: ਮੁੱਖ ਮੰਤਰੀ ਪੰਜਾਬ ਨੇ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਵੱਲੋਂ ਦਿੱਲੀ ਦੇ ਬਾਰਡਰਾਂ ’ਤੇ ਅੰਦੋਲਨ ਕਰ ਰਹੇ ਪੰਜਾਬ ਕਿਸਾਨਾਂ ਦੀ ਸੁਰੱਖਿਆ ਲਈ ਸੂਬੇ ਦੀ ਪੁਲਿਸ ਫੋਰਸ ਨੂੰ ਤਾਇਨਾਤ ਕਰਨ ਦੀ ਮੰਗ ਨੂੰ ਬੇਤੁਕੀ ਤੇ ਤਰਕਹੀਣ ਕਰਾਰ ਦਿੱਤਾ ਹੈ। ਮੁੱਖ ਮੰਤਰੀ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਐਤਵਾਰ ਨੂੰ ਕਿਹਾ ਕਿ ਅਰਵਿੰਦ ਕੇਜਰੀਵਾਲ ਦੀ ਪਾਰਟੀ ਸਪੱਸ਼ਟ ਤੌਰ ’ਤੇ ਸੰਵਿਧਾਨਕ ਅਤੇ ਕਾਨੂੰਨੀ ਪ੍ਰਕਿਰਿਆ ਦੇ ਸਾਰੇ ਅਰਥ ਭੁੱਲ ਚੁੱਕੀ ਹੈ। ਇਥੋਂ ਤੱਕ ਕਿ ਆਪ ਸਰਵਉੱਚ ਅਦਾਲਤ ਵੱਲੋਂ ਨਿਰਧਾਰਤ ਕੀਤੇ ਕਾਨੂੰਨਾਂ ਤੋਂ ਪੂਰੀ ਤਰ੍ਹਾਂ ਅਣਜਾਨ ਹੈ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ 'ਆਪ' ਨੇ ਉਨ੍ਹਾਂ ਦੇ ਦਫ਼ਤਰ ਨੂੰ ਲਿਖੇ ਪੱਤਰ ਵਿੱਚ ਪੰਜਾਬ ਦੇ ਅੰਦੋਲਨਕਾਰੀ ਕਿਸਾਨਾਂ ਲਈ ਸੁਰੱਖਿਆ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਪ੍ਰਤੀਕਿਰਿਆ ਦਿੰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਮੰਗ ਨਾ ਸਿਰਫ਼ ਪੂਰੀ ਤਰਾਂ ਗ਼ੈਰ-ਕਾਨੂੰਨੀ ਤੇ ਤਰਕਹੀਣ ਹੈ, ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕਾਨੂੰਨ ਦੇ ਸਾਰੇ ਸਿਧਾਤਾਂ ਅਤੇ ਨਿਯਮਾਂ ਦੇ ਖਿਲਾਫ਼ ਹੈ।

ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰਾਲੇ ਦੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਅਤੇ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਆਦੇਸ਼ਾਂ ਅਨੁਸਾਰ ਪੰਜਾਬ ਪੁਲਿਸ ਕਿਸੇ ਵੀ ਦੂਜੇ ਸੂਬੇ ਵਿੱਚ ਕਿਸੇ ਦੀ ਰੱਖਿਆ ਲਈ 72 ਘੰਟੇ ਤੋਂ ਵੱਧ ਨਹੀਂ ਠਹਿਰ ਸਕਦੀ। ਉਨਾਂ ਅੱਗੇ ਕਿਹਾ, ‘‘ਤਾਂ ਇਸ ਦਾ ਅਰਥ ਇਹ ਹੋਵੇਗਾ ਜੇ ਮੈਂ ਅੱਜ ਅਜਿਹੇ ਕਿਸੇ ਵੀ ਹੁਕਮ ਉਤੇ ਦਸਤਖਤ ਕਰ ਵੀ ਦੇਵਾ ਤਾਂ ਇਸ ਅਨੁਸਾਰ ਸਿਰਫ਼ ਕੁਝ ਹੀ, ਜੇਕਰ ਸਾਰੇ ਨਹੀਂ, ਕਿਸਾਨਾਂ ਨੂੰ ਸੁਰੱਖਿਅਕ (ਸੁਰੱਖਿਆ ਦੀ ਲੋੜ ਵਾਲੇ) ਐਲਾਨਿਆ ਜਾ ਸਕੇ। ਇਸ ਦਾ ਅਰਥ ਇਹ ਹੋਵੇਗਾ ਕਿ ਪੰਜਾਬ ਪੁਲਿਸ ਉਥੇ ਉਨ੍ਹਾਂ ਦੇ ਨਾਲ 72 ਘੰਟਿਆਂ ਦੀ ਮਿਆਦ ਤੋਂ ਵੱਧ ਨਹੀਂ ਰੁਕ ਸਕਦੀ ਹੈ।

ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਅੱਗੇ ਕਿਹਾ, ‘‘ਇਸ ਦਾ ਅਰਥ ਇਹ ਹੋਵੇਗਾ ਕਿ ਬਤੌਰ ਮੁੱਖ ਮੰਤਰੀ ਪੰਜਾਬ ਜੋ ਕਿ ਮੈਂ ਹਾਂ ਭਾਵੇਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਕੁੱਝ ਵੀ ਸੋਚੇ, ਮੇਰੇ ਹੱਥ ਕਾਨੂੰਨ ਨਾਲ ਬੱਝੇ ਹੋਏ ਹਨ। ਇਹ ਕਾਨੂੰਨ ਦੀ ਤੁਹਾਡੀ ਪਾਰਟੀ ਕੋਈ ਸਤਿਕਾਰ ਨਹੀਂ ਕਰਦੀ।’’

ਇਸ ਮੁੱਦੇ ’ਤੇ ਸੁਨੀਲ ਜਾਖੜ ਦੇ ਬਿਆਨ ਦੀ ਆਲੋਚਨਾ ਕੀਤੇ ਜਾਣ ਲਈ ਆਪ ’ਤੇ ਵਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਪੰਜਾਬ ਕਾਂਗਰਸ ਦੇ ਪ੍ਰਧਾਨ ਨਹੀਂ ਸਗੋਂ 'ਆਪ' ਸੀ ਜੋ ਬੇਤੁਕੀਆਂ ਗੱਲਾਂ ਵਿੱਚ ਉਲਝੀ ਹੋਈ ਸੀ। ਇਸ ਨੂੰ ਸਪੱਸ਼ਟ ਤੌਰ ’ਤੇ ਇੱਕ ਸੁਰੱਖਿਅਤ ਅਤੇ ਇਕ ਗ਼ੈਰ-ਸੁਰੱਖਿਅਤ ਨਾਗਰਿਕ ਵਿੱਚ ਫ਼ਰਕ ਨਹੀਂ ਪਤਾ। ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਕਿਹਾ, ‘‘ਸ਼ਾਇਦ ਤੁਹਾਨੂੰ ਇਸ ਬਾਰੇ ਦਿੱਲੀ ਵਿੱਚ ਆਪਣੇ ਮੁੱਖ ਮੰਤਰੀ ਤੋਂ ਪੁੱਛਣਾ ਚਾਹੀਦਾ ਹੈ, ਹਾਲਾਂਕਿ ਕੇਜਰੀਵਾਲ ਦੇ ਮਾੜੇ ਸਾਸ਼ਨ ਅਤੇ ਅਣਦੇਖੀ ਦੇ ਟਰੈਕ ਰਿਕਾਰਡ਼ ਨੂੰ ਦੇਖਦਿਆਂ ਇਸ ਗੱਲ ਦੀ ਕੋਈ ਗਾਰੰਟੀ ਨਹੀਂ ਕਿ ਉਹ ਇਸ ਬਾਰੇ ਜ਼ਿਆਦਾ ਜਾਣਦੇ ਹੋਣਗੇ।’’

ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਜੇ ‘ਆਪ’ ਨੇ ਤੱਥਾਂ ਦੀ ਜਾਂਚ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਹੁੰਦੀ ਤਾਂ ਉਹ ਇਸ ਮੁੱਦੇ ’ਤੇ ਕਾਨੂੰਨੀ ਸਥਿਤੀ ਦਾ ਪਤਾ ਲਗਾ ਲੈਂਦੇ ਅਤੇ ਇਸ ਤਰਾਂ ਸਮਾਂ ਬਰਬਾਦ ਨਾ ਕਰਦੇ। ਇਸ ਦੀ ਵਰਤੋਂ ਉਹ ਅੰਦੋਲਨਕਾਰੀ ਕਿਸਾਨਾਂ ਦੇ ਭਲੇ ਲਈ ਕਰ ਸਕਦੇ ਸਨ, ਜੋ ਪਿਛਲੇ 2 ਮਹੀਨਿਆਂ ਤੋਂ ਦਿੱਲੀ ਸਰਹੱਦ ’ਤੇ ਉਨ੍ਹਾਂ ਦੇ ਬਿਲਕੁਲ ਨਜ਼ਦੀਕ ਬੈਠੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ‘ਆਪ’ ਦਾ ਪੱਤਰ ਪਾਰਟੀ ਵੱਲੋਂ ਲਾਲ ਕਿਲ੍ਹੇ ਦੀ ਹਿੰਸਾ ਵਿੱਚ ਆਪਣੀ ਭੂਮਿਕਾ ਤੋਂ ਲੋਕਾਂ ਦਾ ਧਿਆਨ ਹਟਾਉਣ ਦੀ ਇੱਕ ਚਾਲ ਤੋਂ ਇਲਾਵਾ ਹੋਰ ਕੁਝ ਨਹੀਂ ਹੈ।
