इंटरनेट सेवा बंद, जानें क्या पड़ा इसका प्रभाव

हाल ही में सीएए प्रदर्शन के दौरान देश के कई हिस्सों में इंटरनेट सेवा बंद कर दी गई थी. इंटरनेट सेवा बंद होने से क्या प्रभाव पड़ा, ईटीवी भारत ने यह जानने की कोशिश की. देखें रिपोर्ट.

नई दिल्ली : भारत में इंटरनेट बंद होने के बाद तैयार रिपोर्ट ने बड़ा विवाद खड़ा कर दिया है. इसके मुताबिक देश में नेट बंद होने से करोड़ों रुपये का नुकसान हुआ है. ईटीवी भारत यह जानने का प्रयास किया कि इंटरनेट बंद होने से क्या प्रभाव पड़ा?

हालांकि, यहां पर एक कुछ लोगों ने कानून को सुचारु रूप से चलाने के लिए इंटरनेट बंद का समर्थन किया तो कुछ लोगों ने इसे अतार्किक करार दिया है. टेलीकॉम ऑपरेटरों और व्यापारियों को इंटरनेट बंद होने से काफी नुकसान हुआ है.

सेलुलर ऑपरेटर एसोसिएशन ऑफ इंडिया की रिपोर्ट के मुताबिक, इंटरनेट बंद होने के दौरान टेलीकॉम ऑपरेटर को प्रति घंटा प्रत्येक क्षेत्र से करीब 2.45 करोड़ रुपये का नुकसान हुआ.

गौरतलब है कि इस वर्ष अब तक 105 बार इंटरनेट सेवा बंद की जा चुकी है, जबकि 2018 में 134 पर इंटरनेट बंद किया गया था. यह आंकड़ा सॉफ्टवेयर फ्रीडम लॉ सेंटर द्वारा संचालित एक बेवसाइट से लिया गया है.

रणनीतिक मामलों के विशेषज्ञ सुबिमल भट्टाचार्जी ने ईटीवी भारत से कहा कि देश में इंटरनेट बंद किया गया और इसने पूरी तरह से अपना प्रभाव छोड़ा.

सुबिमल ने कहा कि कानून लागू करने वाली एंजेसियों के पास इंटरनेट बंद करने के आलवा अन्य विकल्प नहीं था क्योंकि उन्हें अंदेशा था कि हिंसा किस हद तक होगी और सोशल मीडिया पर इसका किस तरह से उपयोग होगा.

उन्होंने कहा कि हालांकि, सरकार सोशल मीडिया के कुछ साइट बंद कर सकती थी, जो हिंसा भड़काती हैं.

इंडियन काउंसिल फॉर रिसर्च ऑन इंटरनेशनल इकोनॉमिक रिलेशंस द्वारा 2018 में किए गए एक अध्ययन के अनुसार, 2012 से 2017 के बीच 16,000 घंटे तक इंटरनेट बंद किया गया, इससे भारतीय अर्थव्यवस्था को $3.04 बिलियन (21,000 करोड़ रुपये से अधिक) की चोट पहुंची.

दिल्ली के रहने वाले राकेश गुप्ता ने बताया कि इससे व्यापार पर काफी प्रभाव पड़ा है. हर तरह के व्यापार में ऑनलाइन भुगतान किया जाता है, जो इंटरनेट बंद होने से नहीं हो पाया, लेकिन राष्ट्रीय सुरक्षा के लिए यह जरूरी था.

एक अन्य व्यापारी ने कहा इंटरनेट का प्रभाव पूरी तरह से दिखाई दिया. इससे व्यापार में काफी नुकसान हुआ.

सॉफ्टवेयर फ्रीडम लॉ सेंटर शांशक मोहन ने कहा कि अनुच्छेद 370 हटने के बाद से लगातार इंटरनेट खबरों में रहा. हम लोग 2012 से इंटरनेट बंद को ट्रैक कर रहे हैं. 2019 में बड़ी संख्या में इंटरनेट बंद किया गया है.

शशांक ने कहा कि इस वर्ष अगस्त के बाद से इंटनेट बंद की संख्या में असाधारण वृद्धि हुई है और नागरिकता संबंधित कानून आने के बाद उठे तूफान के दौरान तो सरकार इसे लगातार अंतराल पर बंद कर रही है.

Intro:New Delhi: Internet shutdown in India has of late generated a huge controversy with reports suggesting that the country losses crores of rupees with this kind of shutdown.

Although, there are a section of people who supported the internet shutdown carried out by the law enforcing agencies suggesting that it's necessary to maintain country's security, there are a section who believe that internet shutdown is not at all 'logical.'

Telecom operators, businessmen, are the worst sufferer of internet shutdown.

According to the reports of Cellular Operator Association of India (COAI), telecom operators on an average lose Rs 2.45 crore every hour in every circle there is an internet shutdown.

In the recent times, India has witnessed the largest number of internet shutdown. This year till date, there were 105 instances of internet shutdown acriss the country where as in 2018, India witnessed 134 instances of internet shutdown, said reports compiled by the internetshutdowns.in, a website that tracks shutdown in India. This website is being operated by the Software Freedom Law Centre (SFLC).

"Although internet shutdown left its impact thoroughly, but it was necessary from the law and order scenario. Keeping in mind the the extent to which violence happens and the usage of social media to incite violence, law enforcing agencies have no other option except to shutdown the internet, " said strategic affairs expert Subimal Bhattacharjee.

He said that Government does not have any other option except to shutdown the internet so that violence could be stopped.

Bhattacharjee, however, suggested that the government possible stop a few social media avenues which incite violence.

According to a study done by Indian Council for Research on International Economic Relations (ICRIER) in 2018, internet shutdown added upto over 16,000 hours between 2012 and 2017, costing Indian economy about $3.04 billion (over Rs 21,000 crore).

"No doubt business face the worse affect. All kind of business whether it is through Paytm transaction or anything, it gets affected by internet shutdown. But for national security it is necessary," said Rakesh Gupta, a Delihites.

Conclusion:ETV Bharat tried to talk to businessman at Delhi's Jama Masjid area, which has faced internet shutdown recently.

"Businessmen are the worst affected. During the shutdown everything get stocked. Even five hours of shutdown is very pathetic," said Arshad Ali Fehmi, a hoteiler.

Fehmi runs cybercafe and hotel business. "Internet should be for the betterment of the people. Impact of internet shutdown is really worrying. With this shutdown lots of business gets affected," said Fehmi.

Talking to ETV Bharat correspondent, Shashank Mohan, counsel in SFLC said that internet shutdown has come to the limelight ever since Article 370 has been abrogated from Jammu and Kashmir.

"We are keeping track on internet shutdown since 2012. But in 2019, India faced maximum number of internet shutdown," said Mohan.

He said that since August this year, the number of internet shutdown has increased tremendously.

"And with the current upsurge against CAA, Governmnet is doing internet shutdown almost on regular intervals," said Shashank.

People running restaurants, students doing correspondce classes are also the worst sufferer of the internet shutdown.
