China on Monday issued a development plan for its Guangdong-Hong Kong-Macao Greater Bay Area, aiming at high-quality innovative development in the area. Despite the gap with leading bay areas in the foreign countries, the Guangdong-Hong Kong-Macao bay area boasts of many later-development advantages and it will serve as a new engine for the economic growth of China and the whole world, said a China Media Group commentary on Tuesday.
Chinese authorities on Monday unveiled the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, aiming to develop the region into an international first-class bay area and a world-class city cluster.
With its special status in the world, the Greater Bay area, is expected to become another model of China's high-quality development.
On July 1, 2017, the 20th anniversary of Hong Kong's return to the motherland, the Framework Agreement on Deepening Guangdong-Hong Kong-Macao Cooperation in the Development of the Greater Bay Area was signed, under the witness of Chinese President Xi Jinping in Hong Kong. The signing of the agreement marked the commencement of the Greater Bay Area development.
The newly-issued plan says the bay area will be turned into a vibrant world-class city cluster, a globally influential international innovation and technology hub, an important support pillar for the Belt and Road Initiative, a showcase for in-depth cooperation between the mainland and Hong Kong and Macao, and a quality circle for living, working and traveling.
The bay area consists of the Hong Kong Special Administrative Region, the Macao Special Administrative Region, as well as nine cities in Guangdong Province -- Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing.
Covering a total area of 56,000 square kilometers, or 0.6 percent of the national total, the bay area had a combined population of about 70 million, which is 5 percent of the national total at the end of 2017, but its gross domestic product reached around 10 trillion yuan (1.48 trillion U.S. dollars), contributing more than 12 percent to China's GDP.
The Chinese bay area boasts of many later-development advantages, compared with the world's leading New York, San Francisco and Tokyo Bay Areas.
According to the Four Great Bay Areas Influence Report (2018): New York, San Francisco, Tokyo, Guangdong, Hong Kong and Macao released by the Chinese Academy of Social Sciences (CASS) in January 2019, China's Greater Bay Area ranks 3rd after San Francisco and New York Bay Areas, and it tops the list of the four in terms of economic influence.
Moreover, statistics show the foreign trade volume of the Greater Bay Area is over three times that of the Tokyo Bay Area, and its throughput of containers 4.5 times of the other three combined.
Combining Hong Kong, Macao and the nine cities in Guangdong Province, the Greater Bay Area enjoys rare favorable conditions of the "one country, two systems" policy, three customs districts and three different currencies.
Compared with the New York, San Francisco and Tokyo Bay Areas which have decades, or even hundred years, of history, however, the Chinese bay area still has a long way to go and great room for development.
According to the CAAS report, its per capita GDP, proportion of the tertiary industry and business environment fall far behind the other three bay areas. It also has problems like overcapacity, mismatch between supply and demand and unbalanced development, calling for more coordinated and inclusive development.
To change the situation, the plan has set six principles for the Greater Bay Area's future development -- "To be driven by innovation and led by reform; To coordinate development and plan holistically; To pursue green development and ecological conservation; To open up and cooperate and achieve a win-win outcome; To share the benefits of development and improve people's livelihood; To adhere to 'one country, two systems' and act in accordance with the law."
The development plan shows that the Greater Bay Area would certainly follow the path of innovation, deepened reform and expanded opening-up in the future.
The development plan also shows that the Greater Bay Area will pursue innovations in science and technology, finance, mechanism, industries, talent development and governance.
Opportunities, challenges and the pursuit of innovations will jointly promote the bay area to provide renewed experience and plans for sustained global economic recovery.
As a flagship project in China's reform and opening-up drive, the Greater Bay Area saw the connection of the rail network between the mainland and Hong Kong and opening of the Hong Kong-Zhuhai-Macao Bridge in 2018. With such enhanced facilities, the area is expected to create greater room for the country's innovative development.
With increasing uncertainties and rising protectionism in the world economy, China launching the building of the Greater Bay Area will undoubtedly provide a new engine and impetus for its own and the world economic growth.
