ਨਵੀਂ ਦਿੱਲੀ/ਇੰਫਾਲ: ਮਣੀਪੁਰ ਦੀ ਵੀਡੀਓ ਨੇ ਪੂਰੇ ਦੇਸ਼ ਨੂੰ ਸ਼ਰਮਸਾਰ ਕਰ ਦਿੱਤਾ ਹੈ। ਉਥੇ ਸਥਿਤੀ ਅਜੇ ਵੀ ਆਮ ਵਾਂਗ ਨਹੀਂ ਹੈ। ਕੂਕੀ ਅਤੇ ਮੀਤੀ ਭਾਈਚਾਰਿਆਂ ਵਿਚਕਾਰ ਅਵਿਸ਼ਵਾਸ ਵਧਦਾ ਜਾ ਰਿਹਾ ਹੈ। ਮਣੀਪੁਰ ਦੇ ਗੁਆਂਢੀ ਰਾਜ ਮਿਜ਼ੋਰਮ ਵਿੱਚ ਰਹਿਣ ਵਾਲੇ ਮੀਤੀ ਡਰ ਦੇ ਮਾਹੌਲ ਵਿੱਚ ਜੀਅ ਰਹੇ ਹਨ। ਸਗੋਂ ਉਨ੍ਹਾਂ ਵਿਚੋਂ ਜ਼ਿਆਦਾਤਰ ਨੇ ਮਿਜ਼ੋਰਮ ਛੱਡਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਹੈ। ਹੁਣ ਤੁਸੀਂ ਅੰਦਾਜ਼ਾ ਲਗਾ ਸਕਦੇ ਹੋ ਕਿ ਮਣੀਪੁਰ ਦੀ ਸਥਿਤੀ ਕਿੰਨੀ ਖਰਾਬ ਹੈ। ਉੱਪਰੋਂ ਸਿਆਸਤ ਵੀ ਰੁਕਣ ਦਾ ਨਾਂ ਨਹੀਂ ਲੈ ਰਹੀ। ਵਿਰੋਧੀ ਪਾਰਟੀਆਂ ਸਰਕਾਰ 'ਤੇ ਟੁੱਟ ਪਈਆਂ ਹਨ, ਜਦਕਿ ਸਰਕਾਰ ਵਿਰੋਧੀ ਪਾਰਟੀਆਂ ਦੇ ਸ਼ਾਸਨ ਵਾਲੇ ਰਾਜਾਂ 'ਚ ਔਰਤਾਂ 'ਤੇ ਹੋ ਰਹੀਆਂ ਹਿੰਸਾ ਦਾ ਵਾਰ-ਵਾਰ ਜ਼ਿਕਰ ਕਰ ਰਹੀ ਹੈ।

ਦੋ ਦਿਨਾਂ ਤੋਂ ਇਸ ਮਾਮਲੇ ਦੀ ਗੂੰਜ ਸੰਸਦ ਵਿੱਚ ਵੀ ਸੁਣਾਈ ਦੇ ਰਹੀ ਹੈ। ਬਹੁਤ ਸੰਭਾਵਨਾ ਹੈ ਕਿ ਸੋਮਵਾਰ ਨੂੰ ਪਾਰਟੀਆਂ ਅਤੇ ਵਿਰੋਧੀ ਧਿਰਾਂ ਵਿਚਕਾਰ ਕੋਈ ਸਮਝੌਤਾ ਹੋ ਸਕਦਾ ਹੈ ਅਤੇ ਇਸ ਮੁੱਦੇ 'ਤੇ ਚਰਚਾ ਹੋ ਸਕਦੀ ਹੈ ਪਰ ਇਸ ਸਭ ਦੇ ਵਿਚਕਾਰ ਇੱਕ ਸਵਾਲ ਜੋ ਸਾਰਿਆਂ ਨੂੰ ਹੈਰਾਨ ਕਰ ਰਿਹਾ ਹੈ ਉਹ ਹੈ ਇਸ ਵੀਡੀਓ ਦਾ ਦੇਰ ਨਾਲ ਸਾਹਮਣੇ ਆਉਣਾ। ਵੀਡੀਓ 4 ਮਈ ਦੀ ਹੈ। ਇਹ ਘਟਨਾ ਮਨੀਪੁਰ ਦੇ ਕੰਗਪੋਕਪੀ ਜ਼ਿਲ੍ਹੇ ਦੀ ਹੈ। ਦੋ ਔਰਤਾਂ ਨੇ ਬਿਨਾਂ ਕੱਪੜਿਆਂ ਦੇ ਪਰੇਡ ਕੀਤੀ ਗਈ। ਉਸ ਵਿਰੁੱਧ ਟਿੱਪਣੀਆਂ ਕੀਤੀਆਂ ਗਈਆਂ ਸਨ। ਪੀੜਤ ਔਰਤਾਂ ਅਤੇ ਉਸ ਦੀ ਪਰੇਡ ਕਰਨ ਵਾਲੇ ਵੱਖ-ਵੱਖ ਭਾਈਚਾਰਿਆਂ ਦੇ ਹਨ। ਕਥਿਤ ਤੌਰ 'ਤੇ ਇਸ ਘਟਨਾ ਤੋਂ ਬਾਅਦ ਹੀ ਮਨੀਪੁਰ ਵਿੱਚ ਹਿੰਸਾ ਫੈਲ ਗਈ।

ਮੀਡੀਆ ਰਿਪੋਰਟ 'ਚ ਦੱਸਿਆ ਗਿਆ ਹੈ ਕਿ ਇੰਟਰਨੈੱਟ ਬੰਦ ਹੋਣ ਕਾਰਨ ਇਹ ਵੀਡੀਓ ਦੇਰ ਨਾਲ ਸਭ ਦੇ ਸਾਹਮਣੇ ਆਇਆ। ਪਰ ਅਸਾਮ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਸੰਸਦ ਦਾ ਮਾਨਸੂਨ ਸੈਸ਼ਨ ਸ਼ੁਰੂ ਹੋਣ ਤੋਂ ਇਕ ਦਿਨ ਪਹਿਲਾਂ ਦਾ ਵੀਡੀਓ ਸਾਹਮਣੇ ਆਉਣਾ ਸਿਆਸਤ ਤੋਂ ਪ੍ਰੇਰਿਤ ਜਾਪਦਾ ਹੈ। ਕੇਂਦਰੀ ਮੰਤਰੀ ਸਮ੍ਰਿਤੀ ਇਰਾਨੀ ਨੇ ਵੀ ਕਿਹਾ ਕਿ ਇਹ ਇੱਕ ਸੰਵੇਦਨਸ਼ੀਲ ਮਾਮਲਾ ਹੈ, ਨਾ ਕਿ ਇਹ ਦੇਸ਼ ਦੀ ਸੁਰੱਖਿਆ ਨਾਲ ਜੁੜਿਆ ਮਾਮਲਾ ਹੈ, ਵਿਰੋਧੀ ਨੇਤਾਵਾਂ ਨੂੰ ਇਸ ਦੀ ਜਾਣਕਾਰੀ ਸੀ।

ਮੀਡੀਆ ਵਿੱਚ ਆ ਰਹੀਆਂ ਖਬਰਾਂ ਮੁਤਾਬਕ ਇਹ ਘਟਨਾ ਬੀ.ਫਾਨੋਮ ਪਿੰਡ ਵਿੱਚ ਵਾਪਰੀ। ਇਹ ਪਿੰਡ ਭਾਜਪਾ ਵਿਧਾਇਕ ਦੇ ਖੇਤਰ ਵਿੱਚ ਆਉਂਦਾ ਹੈ। ਵਿਧਾਇਕ ਦਾ ਨਾਮ ਹੈ ਠੋਕਚੌਮ ਰਾਧੇਸ਼ਿਆਮ ਸਿੰਘ ਹੈ। ਰਾਧੇਸ਼ਿਆਮ ਇੱਕ ਸੇਵਾਮੁਕਤ ਪੁਲਿਸ ਅਧਿਕਾਰੀ ਹਨ। ਉਹ ਮਨੀਪੁਰ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਐਨ ਬੀਰੇਨ ਸਿੰਘ ਦੇ ਸਲਾਹਕਾਰ ਵੀ ਸਨ। ਇਸ ਘਟਨਾ ਤੋਂ ਬਾਅਦ ਉਨ੍ਹਾਂ ਨੇ ਆਪਣੇ ਅਹੁਦੇ ਤੋਂ ਅਸਤੀਫਾ ਦੇ ਦਿੱਤਾ ਸੀ।

ਹੁਣ ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਜਿਸ ਪਿੰਡ ਵਿੱਚ ਇਹ ਘਟਨਾ ਵਾਪਰੀ ਹੈ, ਉਸ ਪਿੰਡ ਦੇ ਰਹਿਣ ਵਾਲੇ ਲੋਕਾਂ ਨੂੰ ਇਸ ਬਾਰੇ ਪਤਾ ਸੀ, ਫਿਰ ਵੀ 18 ਮਈ ਨੂੰ ਪੁਲੀਸ ਨੂੰ ਸ਼ਿਕਾਇਤ ਕਿਉਂ ਕੀਤੀ ਗਈ। ਇਸ ਦੀ ਸ਼ਿਕਾਇਤ ਉਸ ਪਿੰਡ ਦੇ ਮੁਖੀ ਥੰਗਬੋਈ ਵੈਫੀ ਨੇ ਕੀਤੀ ਸੀ। ਸੈਕੁਲ ਥਾਣੇ ਵਿੱਚ ਸ਼ਿਕਾਇਤ ਦਿੱਤੀ ਗਈ। ਸਵਾਲ ਇਹ ਵੀ ਪੁੱਛਿਆ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ ਪਿੰਡ ਦੇ ਮੁਖੀ ਨੇ ਵੀ ਦੇਰੀ ਕਿਉਂ ਕੀਤੀ?ਇਸ ਤੋਂ ਬਾਅਦ ਇੱਕ ਸਥਾਨਕ ਪੋਰਟਲ 'ਤੇ ਇਹ ਖ਼ਬਰ ਪ੍ਰਕਾਸ਼ਿਤ ਹੋਈ। ਪੋਰਟਲ ਦਾ ਨਾਮ ਹੈ - ਹਿਲਸ ਜਰਨਲ। ਪਰ ਇੰਟਰਨੈੱਟ ਦੀ ਪਾਬੰਦੀ ਕਾਰਨ ਇਸ ਦੀ ਪਹੁੰਚ ਸੀਮਤ ਹੀ ਰਹਿ ਗਈ। ਲੋਕ ਸਵਾਲ ਪੁੱਛ ਰਹੇ ਹਨ ਕਿ ਸਥਾਨਕ ਪ੍ਰਸ਼ਾਸਨ ਇਸ ਗੱਲ ਤੋਂ ਅਣਜਾਣ ਕਿਉਂ ਬਣਿਆ ਹੋਇਆ ਹੈ, ''ਪੁਲਿਸ ਨੇ ਸ਼ਿਕਾਇਤ ਦਰਜ ਹੋਣ ਤੋਂ ਬਾਅਦ ਵੀ ਐੱਫਆਈਆਰ ਕਿਉਂ ਨਹੀਂ ਦਰਜ ਕੀਤੀ?'' ਇਸ ਸਵਾਲ 'ਤੇ ਪੁਲਸ ਨੇ ਮੀਡੀਆ ਨੂੰ ਬਿਆਨ ਦਿੱਤਾ ਹੈ ਕਿ ਸੂਬੇ 'ਚ ਅਜਿਹੀਆਂ ਕਈ ਘਟਨਾਵਾਂ ਵਾਪਰ ਚੁੱਕੀਆਂ ਹਨ, ਜਿਸ ਕਾਰਨ ਕਿਸੇ ਵੀ ਘਟਨਾ ਦੀ ਤਹਿ ਤੱਕ ਜਾਣ ਲਈ ਸਮਾਂ ਲੱਗਦਾ ਹੈ।ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਖੁਦ ਕਿਹਾ ਕਿ ਪੁਲਸ 'ਤੇ ਕਾਫੀ ਦਬਾਅ ਹੈ।

ਮੀਰਾ ਪਾਈਬਿਸ ਇੱਕ ਔਰਤਾਂ ਦਾ ਚੌਕਸੀ ਗਰੁੱਪ ਹੈ। ਕਿਹਾ ਜਾ ਰਿਹਾ ਹੈ ਕਿ ਇਸ ਨੇ ਵੀਡੀਓ ਦਾ ਪ੍ਰਸਾਰਣ ਰੋਕ ਦਿੱਤਾ ਸੀ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਇੰਟਰਨੈੱਟ 'ਤੇ ਪਾਬੰਦੀ ਨੇ ਕੋਈ ਕਸਰ ਨਹੀਂ ਛੱਡੀ ਹੈ। ਮੀਰਾ ਪਾਈਬਿਸ ਮੀਤੀ ਭਾਈਚਾਰੇ ਵਿੱਚ ਪ੍ਰਭਾਵ ਪਾਉਂਦੀ ਹੈ। ਇਨ੍ਹਾਂ ਵਿੱਚ ਨੈਤਿਕਤਾ ਉੱਤੇ ਜ਼ੋਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇਹ ਸੰਸਥਾ 1977 ਤੋਂ ਸਰਗਰਮ ਹੈ। ਫਿਰ ਇਸ ਨੇ ਸ਼ਰਾਬ ਅਤੇ ਨਸ਼ਿਆਂ ਵਿਰੁੱਧ ਆਵਾਜ਼ ਉਠਾਈ। ਉਸ ਤੋਂ ਬਾਅਦ ਇਹ ਲਗਾਤਾਰ ਸੂਬੇ 'ਚ ਹੋਰ ਮੁੱਦੇ ਉਠਾਉਂਦਾ ਰਿਹਾ ਹੈ।ਇੰਡੀਆ ਟੂਡੇ 'ਚ ਛਪੀ ਖਬਰ ਮੁਤਾਬਕ PABIS ਨੇ ਇਸ ਵੀਡੀਓ ਦੇ ਸਰਕੂਲੇਸ਼ਨ 'ਤੇ ਪਾਬੰਦੀ ਲਗਾ ਦਿੱਤੀ ਸੀ। ਪਰ ਜਦੋਂ ਇਹ ਵੀਡੀਓ ਕਿਸੇ ਨੇਤਾ ਦੇ ਹੱਥ ਲੱਗੀ ਤਾਂ ਉਹ ਸਮੇਂ ਦੀ ਉਡੀਕ ਕਰਨ ਲੱਗੇ। ਸੂਤਰ ਇਹ ਵੀ ਦੱਸਦੇ ਹਨ ਕਿ ਮੀਤੀ ਆਗੂਆਂ ਨੇ ਇਹ ਗੱਲ ਕੁੱਕੀ ਭਾਈਚਾਰੇ ਦੇ ਆਗੂਆਂ ਨੂੰ ਲੀਕ ਕਰ ਦਿੱਤੀ। ਹਾਲੀਆ ਹਿੰਸਾ ਦੌਰਾਨ ਇਹ ਵੀ ਇਲਜ਼ਾਮ ਲਗਾਇਆ ਗਿਆ ਹੈ ਕਿ ਮੀਰ ਪਬੀਸ ਨੇ ਫੌਜ ਦੇ ਕਾਫਲੇ ਨੂੰ ਰੋਕਿਆ ਅਤੇ ਅੱਤਵਾਦੀਆਂ ਨੂੰ ਛੁਡਵਾਉਣ 'ਚ ਵੱਡੀ ਭੂਮਿਕਾ ਨਿਭਾਈ।
ਕੀ ਕਿਹਾ ਇਰੋਮ ਸ਼ਰਮੀਲਾ - ਸਮਾਜ ਸੇਵੀ ਇਰੋਮ ਸ਼ਰਮੀਲਾ ਨੇ ਇਸ ਪੂਰੀ ਘਟਨਾ ਨੂੰ ਅਣਮਨੁੱਖੀ ਅਤੇ ਬਹੁਤ ਪਰੇਸ਼ਾਨ ਕਰਨ ਵਾਲਾ ਦੱਸਿਆ ਹੈ। ਸ਼ਰਮੀਲਾ ਨੇ ਪੀਐਮ ਮੋਦੀ ਨੂੰ ਦਖ਼ਲ ਦੇਣ ਦੀ ਅਪੀਲ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜਦੋਂ ਤੋਂ ਇਹ ਵੀਡੀਓ ਸਾਹਮਣੇ ਆਈ ਹੈ, ਮੇਰੇ ਹੰਝੂ ਸੁੱਕ ਨਹੀਂ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਮਣੀਪੁਰ ਤੋਂ ਅਫਸਪਾ ਹਟਾਉਣ ਦੀ ਮੰਗ ਵੀ ਕੀਤੀ ਹੈ।
ਉਸ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਸਰਕਾਰ ਵੱਲੋਂ ਇੰਟਰਨੈੱਟ ’ਤੇ ਪਾਬੰਦੀ ਲਾਉਣ ਕਾਰਨ ਹਾਲਾਤ ਵਿਗੜ ਗਏ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜੇਕਰ ਇੰਟਰਨੈੱਟ 'ਤੇ ਪਾਬੰਦੀ ਨਾ ਲਗਾਈ ਗਈ ਹੁੰਦੀ ਤਾਂ ਅਜਿਹੀ ਘਟਨਾ ਤੋਂ ਬਾਅਦ ਜਲਦੀ ਤੋਂ ਜਲਦੀ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾ ਸਕਦੀ ਸੀ।
ਤਾਮਿਲਨਾਡੂ ਦੇ ਸੀਐਮ ਨੇ ਮਨੀਪੁਰ ਦੇ ਖਿਡਾਰੀਆਂ ਨੂੰ ਸੱਦਾ ਦਿੱਤਾ- ਮਣੀਪੁਰ ਦੇ ਹਾਲਾਤ ਨੂੰ ਦੇਖਦੇ ਹੋਏ ਤਾਮਿਲਨਾਡੂ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਐਮਕੇ ਸਟਾਲਿਨ ਨੇ ਉੱਥੋਂ ਦੇ ਖਿਡਾਰੀਆਂ ਨੂੰ ਸਿਖਲਾਈ ਲਈ ਆਪਣੇ ਸੂਬੇ ਵਿੱਚ ਆਉਣ ਦੀ ਅਪੀਲ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜੇਕਰ ਖਿਡਾਰੀ ਖੇਲ ਇੰਡੀਆ ਮੁਕਾਬਲੇ ਸ਼ੁਰੂ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਇੱਥੇ ਆਉਣਾ ਚਾਹੁੰਦੇ ਹਨ ਤਾਂ ਉਨ੍ਹਾਂ ਨੂੰ ਸਾਰੀਆਂ ਸਹੂਲਤਾਂ ਦਿੱਤੀਆਂ ਜਾਣਗੀਆਂ।
