नई दिल्ली : केंद्र, राज्य और असम के बोडो समूहों के बीच त्रिपक्षीय समझौते पर हस्ताक्षर कर दिए गए हैं. गृहमंत्री अमित शाह और असम के मुख्यमंत्री सर्बानंद सोनोवाल की मौजूदगी में ये समझौता हुआ.
केंद्र सरकार ने असम के खतरनाक उग्रवादी समूहों में से एक, नेशनल डेमोक्रेटिक फ्रंट ऑफ बोडोलैंड (एनडीएफबी) के साथ सोमवार को एक शांति समझौते पर हस्ताक्षर किए. लंबे समय से बोडो राज्य की मांग करते हुए आंदोलन चलाने वाले ऑल बोडो स्टूडेंट्स यूनियन (एबीएसयू) ने भी इस समझौते पर हस्ताक्षर किए.
पूर्वोत्तर में बोडो समस्या के समाधान के लिए ये एतिहासिक त्रिपक्षीय समझौता किया गया है. इसके तहत सरकार राज्य अधिनियम के तहत बोडो कचहरी ऑटोनोमस काउंसिल बनाएगी. इस काउंसिल में असम के 21 जिलों में रहने वाले बोडो शामिल होंगे.
इस दौरान गृहमंत्री अमित शाह ने कहा कि ये समझौता बोडो समूहों के लिए सुनहरे भविष्य का दस्तावेज है. उन्होंने कहा कि लंबे समय से चले आ रहे बोडो समूहों की समस्या को मोदी सरकार ने पूरी तरह से खत्म कर दिया है.
उन्होंने कहा कि मोदी सरकार के 'सबका साथ सबका विकास' नारे के साथ हम अब 'सबका विश्वास' भी लेकर चल रहे हैं.

अमित शाह ने कहा कि अब तक पूर्वोत्तर के लोग खुद को देश से अलग महसूस करते थे लेकिन अब ऐसा कुछ नहीं होगा. इसके साथ ही उन्होंने केंद्र, राज्य और असम के बोडो समूहों के बीच हुए त्रिपक्षीय समझौते की मुख्य बिंदुओं पर भी जोर दिया.
इस त्रिपक्षीय समझौते पर असम के मुख्यमंत्री सर्बानंद सोनोवाल, एनडीएफबी के चार गुटों के नेतृत्व, एबीएसयू, गृह मंत्रालय के संयुक्त सचिव सत्येंद्र गर्ग और असम के मुख्य सचिव कुमार संजय कृष्णा ने गृह मंत्री अमित शाह की उपस्थिति में हस्ताक्षर किए. केंद्रीय गृह सचिव अजय भल्ला ने कहा कि यह एक ऐतिहासिक समझौता है. उन्होंने कहा कि इससे बोडो मुद्दे का व्यापक हल मिल सकेगा.

India’s woes on the international stage continue to mount despite New Delhi’s diplomatic offensive on its moves on Kashmir and the Citizenship Amendment Act that it calls as ‘internal action’. The Indian government narrative is being questioned sharply in the European Parliament. This despite the controversial private conducted tour of a delegation of 22 MEPs, dominantly from far right parties, to Kashmir three months ago. Six slightly differently worded scathing resolutions on Kashmir and CAA have been filed by an overwhelming majority of 626 of the total 751 Members of the European Parliament (MEPs). The draft resolutions (numbering from B9-0077/2020 to B9-0082/2020) proposed by MEPs from six major political parties are due to be taken up during the plenary session of the European Parliament in Brussels this week. They will be discussed on January 29 (around 6 p.m. local time) and put to vote the next day on January 30.
The Ministry of External Affairs meanwhile has refused to comment officially on the developments. However official sources hoped that Brussels will realise that the CAA has been legislated through a parliamentary process. “We are informed that some members of the EU Parliament intend to move a draft resolution on the CAA. The CAA is a matter that is entirely internal to India. Moreover, this legislation has been adopted by due process and through democratic means after a public debate in both Houses of Parliament,” said an official source.
As per the agenda published officially the European Commission Vice-President/High Representative of the Union for Foreign Affairs and Security Policy (HR/VP) Josep Borrell will first deliver a statement on “India's Citizenship (Amendment) Act 2019”, prior to discussions and voting on the resolutions. Earlier in September 2019 too, the EU parliament had discussed developments following the abrogation of Article 370 and reorganisation of Jammu and Kashmir into Union Territory. But the discussions then did not end with a vote.
“Every society that fashions a pathway to naturalisation, contemplates both a context and criteria. This is not discrimination. In fact, European societies have followed the same approach. We hope the sponsors and supporters of the draft will engage with us to get a full and accurate assessment of the facts before they proceed further,” argued Indian official sources.
The resolutions to be discussed cite various counts of alleged violation by India of international norms and commitments on Human Rights.The list mentions actions including political detentions and communications blockade by India post scrapping of special status of Jammu and Kashmir. It also mentions police firing on anti-CAA protestors in Uttar Pradesh, reports of “torture during detention” and the apprehensions that the National Register Of Citizens (NRC) could lead to the creation of the “largest statelessness crisis in the world and cause immense human suffering” through the National Register of Citizens (NRC) among others. .
The EU move comes just days after these issues reportedly came up for discussions between Borrell and Prime Minister Narendra Modi and External Affairs Minister S. Jaishankar along sidelines of the Raisina Dialogue conference in New Delhi earlier this month. In the resolutions tabled, the MEP
groups have condemned state actions across India resulting in the loss of life of anti-CAA protesters, has called on the Modi government to ‘engage with protestors’ and lift restrictions in Jammu and Kashmir as well as reconsider CAA, “in the spirit of equality and non-discrimination and in the light of its international obligations”.
“ As fellow democracies, the EU Parliament should not take actions that call into question the rights and authority of democratically elected legislatures in other regions of the world,” Indian government sources underlined.
This issue could cast a long shadow on the EU-India summit scheduled for March 13 this year for which PM Modi is expected to travel to Brussels. One of the resolutions has also sought discussions on the issues while PM Modi is in Brussels. Earlier European envoys were not a part of a guided tour by New Delhi for some foreign envoys to Jammu and Kashmir including the American,Norwegian and South Korean Ambassadors. MEA had denied reports that the EU envoys refused to be part of the visit unless assured of greater and freer access to meet political leaders and civilians. MEA had cited scheduling reasons saying that the EU envoys wanted to travel together and so another separate date is being worked upon
