দিল্লি, 17 মে : বাড়ল লকডাউনের সময়সীমা । চতুর্থ দফায় 14 দিনের জন্য অর্থাৎ 31 মে পর্যন্ত বাড়ানো হল লকডাউন। আজ কেন্দ্রীয় বিপর্যয় মোকাবিলা কর্তৃপক্ষের (NDMA) তরফে সরকারকে লকডাউন বাড়ানোর নির্দেশ দেওয়া হয় । তখনই কার্যত পরিষ্কার হয়ে যায়, চতুর্থ দফার লকডাউনের মেয়াদ বাড়তে চলেছে ৷ তারপর কেন্দ্রীয় স্বরাষ্ট্র মন্ত্রকের তরফে জারি করা হয় নির্দেশিকা ৷ এই দফায় কোথায় কোথায় ছাড় দেওয়া হবে, কী কী বিধিনিষেধ জারি থাকবে তা সেই নির্দেশিকায় স্পষ্ট করে দেয় কেন্দ্রীয় সরকার ৷
নির্দেশিকায় উল্লেখ, চতুর্থ দফায় রাজ্য় ও কেন্দ্রশাসিত অঞ্চলগুলি রেড জ়োন, গ্রিন জ়োন ও অরেঞ্জ জ়োন বিভাজন করবে । এবার থেকে আর সম্পূর্ণ গৃহবন্দী থাকতে হবে না । দিনের বেলায় যাতায়াত করতে পারবে মানুষজন । চলবে আন্তঃরাজ্য বাস । জরুরি তথা চিকিৎসা পরিষেবা, নিরাপত্তা সংক্রান্ত পরিষেবা ছাড়া সমস্ত অন্তর্দেশীয় ও আন্তর্জাতিক বিমানের ওঠানামা বন্ধ থাকবে । রাজ্যগুলিকেও নির্দেশিকা পাঠানো হয় কেন্দ্রীয় সরকারের তরফে ৷

নির্দেশিকায় আরও বলা হয়েছে, 60 বছরের উর্ধ্বে ও 10 বছরের নিচে কেউ বাড়ির বাইরে বের হতে পারবেন না । তবে মেট্রোরেল, শপিংমল, জিম বা বড় জমায়েতের উপর নিষেধাজ্ঞা জারি থাকবে । বন্ধ থাকবে সমস্ত সিনেমা হল, থিয়েটার, উদ্যান, বার । স্টেডিয়াম, স্পোর্টস কমপ্লেক্স খোলা থাকবে। তবে দর্শকদের প্রবেশের অনুমতি দেওয়া হবে না । নিরাপত্তা সুনিশ্চিত করার স্বার্থে অফিস তথা কর্মক্ষেত্রে প্রত্যেক কর্মীদের ফোনে আরোগ্য সেতু অ্যাপ থাকতে হবে ।
প্রসঙ্গত, স্বরাষ্ট্রমন্ত্রকের এই নির্দেশিকা সামনে আসার কিছুক্ষণ আগেই NDMA-র চিঠি সামনে আসে । সরকারের সমস্ত মন্ত্রক, দপ্তর, রাজ্য সরকারগুলিকে লকডাউনের মেয়াদ বাড়ানোর নির্দেশ দেয় NDMA। চতুর্থ দফার লকডাউনের নিয়ম-নীতি কী হবে তা ঠিক করার জন্য ন্যাশনাল এগজ়িকিউটিভ কমিটিকেও একটি নির্দেশিকা দেয় NDMA।

আজ NDMA-র তরফে কেন্দ্রীয় স্বরাষ্ট্র সচিব অজয় ভাল্লাকেও একটি চিঠি দেওয়া হয়েছে । সেখানে বলা হয়েছে , 2005 সালের ডিজ়াস্টার ম্যানেজমেন্ট অ্যাক্টের 6(2) ধারার 1 নম্বর অনুচ্ছেদ অনুযায়ী লকডাউন বাড়ানোর ক্ষমতা রয়েছে NDMA-র । সেই ক্ষমতা বলে সরকারের সমস্ত মন্ত্রক, দপ্তর, রাজ্য সরকারগুলিকে আগামী 31 মে পর্যন্ত লকডাউনের মেয়াদ বাড়ানোর নির্দেশ দিচ্ছে NDMA। পাশাপাশি 2005 সালের ডিজাস্টার ম্যানেজমেন্ট অ্যাক্টের 10(2) ধারার 1 নম্বর অনুচ্ছেদ অনুযায়ী চতুর্থ দফার লকডাউনের নতুন নির্দেশিকা তৈরির জন্য ন্যাশনাল এগজ়িকিউটিভ কমিটিকেও নির্দেশ দেওয়া হচ্ছে । দেশে ক্রমবর্ধমান সংক্রমণের কথা মাথায় রেখে এই নির্দেশিকা দেওয়া হয়েছে ৷
