ਨਵੀਂ ਦਿੱਲੀ: ਸੰਸਦ ਦਾ ਪੰਜ ਦਿਨਾਂ ਵਿਸ਼ੇਸ਼ ਸੈਸ਼ਨ 2023 ਅੱਜ ਤੋਂ ਸ਼ੁਰੂ ਹੋਇਆ ਹੈ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਪੀਐਮ ਮੋਦੀ ਨੇ ਸੰਸਦ ਭਵਨ ਦੇ ਪਰਿਸਰ ਵਿੱਚ ਕਿਹਾ ਕਿ ਇਹ ਇਤਿਹਾਸਿਕ ਫੈਸਲੇ ਲੈਣ ਵਾਲਾ ਸੈਸ਼ਨ ਹੈ। ਸੈਸ਼ਨ 22 ਸਤੰਬਰ ਨੂੰ ਸਮਾਪਤ ਹੋਵੇਗਾ। ਸੰਸਦ ਦੇ ਵਿਸ਼ੇਸ਼ ਸੈਸ਼ਨ ਦੌਰਾਨ ਅੱਠ ਬਿੱਲਾਂ 'ਤੇ ਚਰਚਾ ਕੀਤੀ (Parliament Session 2023) ਜਾਵੇਗੀ। ਇਸ ਨੂੰ ਚਰਚਾ ਅਤੇ ਪਾਸ ਕਰਨ ਲਈ ਸੂਚੀਬੱਧ ਕੀਤਾ ਗਿਆ ਹੈ।
ਸਦਨ ਦੀ ਮਰਿਆਦਾ ਨੂੰ ਢਾਹ ਲਾ ਰਹੇ ਵਿਰੋਧੀ : ਕੇਂਦਰੀ ਮੰਤਰੀ ਪਿਊਸ਼ ਗੋਇਲ ਨੇ ਕਿਹਾ ਕਿ ਜਦੋਂ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਅੱਜ ਦੇ ਮੁੱਦੇ ਨੂੰ ਉਠਾਇਆ ਅਤੇ ਉਸ ਮੁੱਦੇ ਨੂੰ ਨਵੀਆਂ ਉਚਾਈਆਂ 'ਤੇ ਲਿਜਾਇਆ ਤਾਂ ਇੰਨੀ ਚਰਚਾ ਹੋ ਰਹੀ ਹੈ। ਆਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਅਸੀਂ ਕਿਹੜੀਆਂ ਸਫਲਤਾਵਾਂ ਹਾਸਲ ਕੀਤੀਆਂ ਹਨ ਅਤੇ ਭਵਿੱਖ ਵਿੱਚ ਅਸੀਂ ਕੀ ਹਾਸਲ ਕਰਨਾ ਚਾਹੁੰਦੇ ਹਾਂ, ਇਸ ਬਾਰੇ ਇੱਕ ਸਾਰਥਕ ਚਰਚਾ ਚੱਲ ਰਹੀ ਹੈ। ਮੇਰਾ ਮੰਨਣਾ ਹੈ ਕਿ ਸਾਰੀਆਂ ਪਾਰਟੀਆਂ ਨੇ ਇਸ ਦਾ ਸਨਮਾਨ ਕੀਤਾ ਅਤੇ ਚਰਚਾ ਦੀ ਮਰਿਆਦਾ ਨੂੰ ਕਾਇਮ ਰੱਖਿਆ। ਪਰ ਇਹ ਬਹੁਤ ਹੀ ਮੰਦਭਾਗੀ ਗੱਲ ਹੈ ਕਿ ਕੁਝ ਮਾਣਯੋਗ ਮੈਂਬਰ ਨੀਵੇਂ ਪੱਧਰ ਦੀ ਰਾਜਨੀਤੀ ਲਈ ਬਹਿਸ ਦੇ ਮਿਆਰ ਨੂੰ ਨੀਵਾਂ ਕਰ ਰਹੇ ਹਨ।
ਪਹਿਲੀ ਵਾਰ ਨਵੇਂ ਸੰਸਦ ਭਵਨ ਤੋਂ ਹੋਵੇਗੀ ਕਾਰਵਾਈ: ਅੱਜ ਪੁਰਾਣੇ ਸਦਨ ਨੂੰ ਵਿਦਾਇਗੀ ਦਿੱਤੀ ਜਾਵੇਗੀ ਅਤੇ ਭਲਕੇ ਪੂਜਾ ਤੋਂ ਬਾਅਦ ਨਵੇਂ ਸੰਸਦ ਵਿੱਚ ਸੈਸ਼ਨ ਦੀ ਕਾਰਵਾਈ ਹੋਵੇਗੀ। ਇਸ ਸੈਸ਼ਨ 'ਚ ਪੁਰਾਣੇ ਸੰਸਦ ਭਵਨ ਦੇ 75 ਸਾਲਾਂ ਦੇ ਸਫਰ 'ਤੇ ਵੀ ਚਰਚਾ ਕੀਤੀ ਜਾਵੇਗੀ। ਪਹਿਲੀ ਵਾਰ ਨਵੇਂ ਸੰਸਦ ਭਵਨ ਵਿੱਚ ਸਦਨ ਦੀ ਕਾਰਵਾਈ ਚੱਲੇਗੀ। ਸਰਕਾਰ ਵੱਲੋਂ ਵਿਸ਼ੇਸ਼ ਇਜਲਾਸ ਬੁਲਾਏ ਜਾਣ ਨੂੰ ਲੈ ਕੇ ਸਿਆਸੀ ਹਲਕਿਆਂ ਵਿੱਚ ਹਲਚਲ ਮਚੀ ਹੋਈ ਹੈ।

ਪੰਡਿਤ ਨਹਿਰੂ ਦੀ ਭੂਮਿਕਾ ਨੂੰ ਭੁਲਾਇਆ ਨਹੀਂ ਜਾ ਸਕਦਾ: ਲੋਕ ਸਭਾ ਵਿੱਚ ਕਾਂਗਰਸ ਦੇ ਸਾਂਸਦ ਅਧੀਰ ਰੰਜਨ ਚੌਧਰੀ ਨੇ ਕਿਹਾ, 'ਅੱਜ ਸਾਡੇ ਸਾਰਿਆਂ ਲਈ ਇਸ (ਪੁਰਾਣੀ) ਸੰਸਦ ਭਵਨ ਤੋਂ ਵਾਕਆਊਟ ਕਰਨਾ ਸੱਚਮੁੱਚ ਇੱਕ ਭਾਵਨਾਤਮਕ ਪਲ ਹੈ। ਅਸੀਂ ਸਾਰੇ ਇੱਥੇ ਆਪਣੀ ਪੁਰਾਣੀ ਇਮਾਰਤ ਨੂੰ ਅਲਵਿਦਾ ਕਹਿਣ ਲਈ ਹਾਜ਼ਰ ਹਾਂ। ਪੰਡਿਤ ਨਹਿਰੂ ਨੇ ਕਿਹਾ ਸੀ, 'ਸੰਸਦੀ ਲੋਕਤੰਤਰ ਕਈ ਗੁਣਾਂ ਦੀ ਮੰਗ ਕਰਦਾ ਹੈ, ਇਹ ਯੋਗਤਾ, ਕੰਮ ਪ੍ਰਤੀ ਸਮਰਪਣ ਅਤੇ ਸਵੈ-ਅਨੁਸ਼ਾਸਨ ਦੀ ਮੰਗ ਕਰਦਾ ਹੈ। ਭਾਵੇਂ ਉਨ੍ਹਾਂ (ਪੰਡਿਤ ਨਹਿਰੂ) ਕੋਲ ਪਾਰਲੀਮੈਂਟ ਵਿੱਚ ਭਾਰੀ ਬਹੁਮਤ ਸੀ, ਪਰ ਉਹ ਵਿਰੋਧੀ ਧਿਰਾਂ ਦੀਆਂ ਆਵਾਜ਼ਾਂ ਸੁਣਨ ਵਿੱਚ ਅਣਥੱਕ ਸਨ ਅਤੇ ਉਨ੍ਹਾਂ ਦਾ ਕਦੇ ਮਜ਼ਾਕ ਨਹੀਂ ਉਡਾਇਆ। ਇੱਥੋਂ ਤੱਕ ਕਿ ਜਦੋਂ ਜਵਾਹਰ ਲਾਲ ਨਹਿਰੂ ਪਾਰਲੀਮੈਂਟ ਵਿੱਚ ਭਾਸ਼ਣ ਦਿੰਦੇ ਹੋਏ ਆਪਣੀ ਸਮਾਂ ਸੀਮਾ ਪਾਰ ਕਰ ਜਾਂਦੇ ਸਨ ਤਾਂ ਉਨ੍ਹਾਂ ਲਈ ਸਪੀਕਰ ਦੀ ਘੰਟੀ ਵੱਜਦੀ ਸੀ, ਇਸ ਤੋਂ ਪਤਾ ਲੱਗਦਾ ਹੈ ਕਿ ਸੰਸਦ ਦੀ ਬੇਇੱਜ਼ਤੀ ਤੋਂ ਪਰ੍ਹੇ ਕੋਈ ਨਹੀਂ, ਇਹੀ ਸੰਸਦੀ ਲੋਕਤੰਤਰ ਦੇ ਵਿਕਾਸ ਵਿੱਚ ਨਹਿਰੂ ਦਾ ਯੋਗਦਾਨ ਸੀ।

ਸਿਖਰ ਸੰਮੇਲਨ ਦੇ ਸਫਲ ਆਯੋਜਨ : ਰਾਜ ਸਭਾ ਦੇ ਚੇਅਰਮੈਨ ਅਤੇ ਉਪ-ਪ੍ਰਧਾਨ ਜਗਦੀਪ ਧਨਖੜ ਨੇ ਕਿਹਾ, "ਮੈਨੂੰ ਜੀ-20 ਨਵੀਂ ਦਿੱਲੀ ਸਿਖਰ ਸੰਮੇਲਨ ਦੇ ਸਫਲ ਆਯੋਜਨ 'ਤੇ ਪੂਰੇ ਦੇਸ਼ ਨੂੰ ਵਧਾਈ ਦਿੰਦੇ ਹੋਏ ਬਹੁਤ ਖੁਸ਼ੀ ਹੋ ਰਹੀ ਹੈ, ਜਿਸ ਨੇ ਹਰ ਭਾਰਤੀ ਦਾ ਦਿਲ ਮਾਣ ਨਾਲ ਭਰਿਆ ਹੈ ਅਤੇ ਦੇਸ਼ ਦੀ ਅਗਵਾਈ ਨੂੰ ਉੱਚਾ ਕੀਤਾ ਹੈ। ਗਲੋਬਲ ਪੱਧਰ 'ਤੇ G20 ਨੇਤਾਵਾਂ ਦੇ ਸੰਮੇਲਨ ਦੇ ਨਤੀਜੇ ਪਰਿਵਰਤਨਸ਼ੀਲ ਹਨ ਅਤੇ ਆਉਣ ਵਾਲੇ ਦਹਾਕਿਆਂ ਵਿੱਚ ਵਿਸ਼ਵ ਵਿਸ਼ਵ ਵਿਵਸਥਾ ਨੂੰ ਮੁੜ ਆਕਾਰ ਦੇਣ ਵਿੱਚ ਯੋਗਦਾਨ ਪਾਉਣਗੇ। G20 ਨੇਤਾਵਾਂ ਦੇ ਐਲਾਨ ਪੱਤਰ ਨੂੰ ਸਰਬਸੰਮਤੀ ਨਾਲ ਅਤੇ ਸਹਿਮਤੀ ਨਾਲ ਅਪਣਾਇਆ ਗਿਆ ਸੀ, ਜਿਸ ਵਿੱਚ ਮੁਸ਼ਕਿਲ ਮੁੱਦਿਆਂ ਸਮੇਤ ਇਹ ਇੱਕ ਮਾਨਤਾ ਹੈ ਕਿ ਭਾਰਤ ਵੰਡਾਂ ਨਾਲ ਭਰੀ ਦੁਨੀਆ ਵਿੱਚ ਸ਼ਾਂਤੀ ਅਤੇ ਸੰਜਮ ਦੀ ਆਵਾਜ਼ ਹੈ।"

ਪੁਰਾਣੀਆਂ ਯਾਦਾਂ ਹੋਣਗੀਆਂ ਤਾਜ਼ਾ: ਪੁਰਾਣਾ ਸੰਸਦ ਭਵਨ 96 ਸਾਲਾਂ ਤੋਂ ਵੀ ਵੱਧ ਸਮੇਂ ਤੋਂ ਖੜ੍ਹਾ ਹੈ। ਅੱਜ ਸੰਸਦ ਮੈਂਬਰ ਇਸ ਦੀਆਂ ਯਾਦਾਂ ਬਾਰੇ ਚਰਚਾ ਕਰਨਗੇ। ਹਰ ਕੋਈ ਆਪਣੀਆਂ ਪੁਰਾਣੀਆਂ ਯਾਦਾਂ ਨੂੰ ਤਾਜ਼ਾ ਕਰੇਗਾ। ਪੁਰਾਣੇ ਸੰਸਦ ਭਵਨ ਦਾ ਉਦਘਾਟਨ 18 ਜਨਵਰੀ 1927 ਨੂੰ ਤਤਕਾਲੀ ਵਾਇਸਰਾਏ ਲਾਰਡ ਇਰਵਿਨ ਨੇ ਕੀਤਾ ਸੀ। ਇਮਾਰਤ ਬਸਤੀਵਾਦੀ ਸ਼ਾਸਨ, ਦੂਜੀ ਵਿਸ਼ਵ ਜੰਗ, ਆਜ਼ਾਦੀ ਦੀ ਸ਼ੁਰੂਆਤ, ਸੰਵਿਧਾਨ ਨੂੰ ਅਪਣਾਉਣ ਅਤੇ ਕਈ ਕਾਨੂੰਨਾਂ ਦੇ ਪਾਸ ਹੋਣ ਦਾ ਗਵਾਹ ਹੈ। ਇਮਾਰਤ ਨੂੰ ਸਰ ਹਰਬਰਟ ਬੇਕਰ ਦੁਆਰਾ ਡਿਜ਼ਾਈਨ ਕੀਤਾ ਗਿਆ ਸੀ। ਉਸਨੂੰ ਸਰ ਐਡਵਿਨ ਲੁਟੀਅਨਜ਼ ਦੇ ਨਾਲ ਦਿੱਲੀ ਵਿਖੇ ਨਵੀਂ ਸ਼ਾਹੀ ਰਾਜਧਾਨੀ ਦਾ ਡਿਜ਼ਾਈਨ ਕਰਨ ਲਈ ਚੁਣਿਆ ਗਿਆ ਸੀ।
