U'khand crime rate 4th lowest in country: NCRB

According to National Crime Records Bureau statistics, Uttarakhand ranks fourth lowest in terms of total cognizable crime incidents in the country. It also ranks second along with Rajasthan, in the list of 'percentage of recovery of stolen property'.

Dehradun: National Crime Records Bureau released state-wise crime data for the year 2017 which showed that Uttarakhand is among those states where the crime rate is less.

According to statistics, Uttarakhand ranked fourth lowest in terms of total cognizable crime incidents in the country.

Meanwhile, the state ranked second along with Rajasthan, in the list of 'percentage of recovery of stolen property'.

A total of 12889 cases were filed in Uttarakhand under the Indian Penal Code in 2017 and the rate of total Cognizable Crime stood at 119.3 per cent.

Director General of Law and Order Ashok Kumar has expressed satisfaction with the NCRB figures of 2017.

Regarding the case of increasing cybercrime in Uttarakhand, Ashok Kumar said that cybercrime is an emerging threat and Uttarakhand Police is continuously taking necessary actions.

"Uttarakhand Police have been registering cybercrime cases due to which the number of cybercrime is more visible than before," said Kumar.

Intro:summary-वर्ष 2017 एनसीआरबी के आंकड़ो के मुताबिक उत्तराखंड राज्य देश का सबसे कम आपराधिक राज्यों में से एक। देश में एनसीआरबी द्वारा वर्ष 2017 के क्राइम इन इंडिया का राज्यवार अपराध वाला आंकड़ा जारी किया गया है। आंकड़ों के मुताबिक वर्ष 2017 में पूरे देश सभी राज्यवार घटित भारतीय दंड संहिता के संबंधित जानकारी आंकड़ों सहित उपलब्ध कराई गई। ऐसे एनसीआरबी द्वारा जारी आंकड़ों के मुताबिक उत्तराखंड राज्य अपराध के दृष्टिगत देशभर में घटित क्राइम घटनाओं के मामले में न्यूनतम से चौथे स्थान पर आया है। जबकि घटनाओं में माल बरामदगी के मामले में उत्तराखंड राजस्थान के साथ दूसरे स्थान पर है,हालांकि तमिलनाडु राज्य घटनाओं में प्रॉपर्टी बरामदगी के मामले में पहले स्थान पर है। उत्तराखंड में वर्ष 2017 में कुल 12889 भारतीय दंड संहिता के तहत मुकदमा दर्ज किए गए, जोकि 119.3 अपराध प्रतिशत जनसंख्या के आधार पर पंजीकृत है।

Body:चोरी व लूटी गई संपत्ति बरामदगी मामले में उत्तराखंड से आगे तमिलनाडु राज्य वही एनसीआरबी जारी आंकड़ों के मुताबिक देशभर में चोरी व लूटी गई संपत्ति बरामदगी का राष्ट्रीय औसत कुल 28.6% है,जबकि इसी मामलें में उत्तराखंड राज्य में चोरी व लूटी की गई संपत्ति बरामदगी कुल 52.7 प्रतिशत के चलते राजस्थान के साथ देश के परिपेक्ष में दूसरे स्थान पर है। पुलिस मुख्यालय के मुताबिक इस वर्ष कुल चोरी और लूटी गई संपत्ति का आंकलन मूल्य 15.5 करोड़ का था, जबकि पुलिस वर्कआउट में कुल बरामद की गई संपत्ति का ब्यौरा 8.2 करोड़ का है। ऐसे में उत्तराखंड राज्य संपत्ति बरामदगी के मामले में देश भर में दूसरे स्थान पर पहुँचा हैं, जबकि पड़ोसी राज्य उत्तरप्रदेश केस वर्कआउट बरामदगी मामलें पर 34.2 प्रतिशत के साथ 12वें स्थान पर रहा है। हाईटेक तकनीक से बरामदगी मामले में तमिलनाडु भी आगे वर्ष 2018 में उत्तराखंड राज्य में हाईटेक प्रोफेशनल पुलिसिंग कार्रवाई के तहत 65 प्रतिशत की चोरी व लूटी गई संपत्ति को आधुनिक तकनीकी से बरामद किया गया है। हालांकि हाईटेक पुलिसिंग बरामदगी मामले तमिलनाडु राज्य उत्तराखंड से आगे निकल कर पहले पायदान में पहुंच गया है।

Conclusion:उत्तराखंड में अपराध वृद्धि के समाचारों को पुलिस मुख्यालय ने किया खारिज पुलिस मुख्यालय ने दावा किया है कि कुछ कथित अखबारों द्वारा उत्तराखंड राज्य में अपराध अपराध की वृद्धि को दर्शाते हुए कुल 28861 मुकदमे दर्ज होने दर्शाए गए हैं। जबकि पुलिस मुख्यालय आंकड़ों के मुताबिक वास्तविकता वर्ष 2016 में आईपीसी के तहत 10868 की तुलना वर्ष 2017 में 12889 मामले पुलिस रिकॉर्ड में दर्ज किए गए हैं। ऐसे में शीश 15972 मुकदमे निरोधात्मक कार्रवाई करने वाले संबंधित मामलों से हैं। राज्य निरोधात्मक कार्रवाई अपराध पढ़ना नहीं, बल्कि अंकुश लगाने के तहत आता है:DG, LO राज्य में अपराध कानून व्यवस्था की कमान संभालने वाले महानिदेशक अशोक कुमार के मुताबिक राज्य में कानून व्यवस्था को दुरुस्त रखने व चुनाव के दौरान अपराधिक व असामाजिक तत्वों के खिलाफ निरोधात्मक कार्रवाई करना किसी भी राज्य के लिए आवश्यक है। ऐसे में 15972 मुकदमे इसी निरोधात्मक कार्रवाई के तहत किए जाते हैं। इस कार्रवाई के तहत आबकारी अधिनियम शस्त्र अधिनियम एनडीपीएस एक्ट गुंडा एक्ट जैसे मामलों पर पुलिस अतिरिक्त मुकदमे दर्ज कर कार्रवाई अमल में लाती है ताकि अपराधिक घटनाओं पर लगाम लगाई जा सके। बाइट- अशोक कुमार, महानिदेशक, अपराध व कानून व्यवस्था उत्तराखंड वही वर्ष 2017 एनसीआरबी द्वारा उत्तराखंड परिपेक्ष में जारी किए गए आंकड़ों के संबंध में संतुष्टि जताते हुए महानिदेशक अशोक कुमार कहा कि छोटे अपराधों को वर्कआउट करने और बरामदगी मामले में 52.7 प्रतिशत के चलते उत्तराखंड राष्ट्रीय स्तर पर दूसरे पायदान पर आया है। ये बड़ी बात हैं, जबकि 2018 में उत्तराखंड पुलिस द्वारा केस वर्कआउट और बरामदगी का प्रतिशत 65 फ़ीसदी पहुंच चुका है, जो देश के टॉप पुलिसिंग के तहत गिना जाता है। बाइट- अशोक कुमार महानिदेशक अपराध व कानून व्यवस्था उत्तराखंड साइबर क्राइम के प्रति मुकदमे दर्ज होने के चलते संख्या बढ़ती दिख रही है: DG, LO वहीं उत्तराखंड में लगातार बढ़ते साइबर क्राइम के मामले में सफाई देते हुए महानिदेशक अशोक कुमार ने बताया कि साइबर क्राइम देश दुनिया का उभरता क्राइम है, इस अपराध के संबंध में उत्तराखंड पुलिस लगातार साइबर पुलिस स्टेशन को स्थापित कर मुकदमे दर्ज कर कार्रवाई कर रही है। उसी का परिणाम है कि साइबर अपराध की संख्या पहले से ज्यादा दिख रही है। जबकि पहले साइबर क्राइम के मामले दस ना होने के चलते इसका आंकड़ा कम नजर आता था। डीजी अशोक कुमार के मुताबिक आगामी समय में उत्तराखंड पुलिस केस वर्क आउट बरामदगी सहित अन्य मामलों में पहले से बेहतर प्रदर्शन कर देशभर में सर्वोच्च स्थान पर आने का प्रयास कर रही है। बाइट- अशोक कुमार महानिदेशक अपराध व कानून व्यवस्था उत्तराखंड
