UP Additional Chief Secretary & Principal Secretary Home Awanish K Awasthi said, "The operation ran for around 8 hours. We tried to engage him constructively through talks but we got information that he had firing capability and there was a possibility that he had explosives in his possession. He was threatening to carry out a blast. "

The UP Additional Chief Secretary further added that the whole operation was carried by the UP police. He further cleared that no ATS personnel were involved in the operation.

UP Additional Chief Secretary & Principal Secretary Home Awanish K Awasthi said that Chief Minister has announced an award of Rs 10 lakhs for UP police&its team that successfully carried out the operation. All personnel who took part in operation will be given a certificate of appreciation.

Over 20 children, who had been held hostage by a man at his house in Uttar Pradesh’s Farukkhabad have been rescued and the hostage-taker, Subhash Batham, shot dead in the rescue operation, said a senior state official.

“Batham shot dead in the rescue operation,” said Mohit Agarwal, IG Kanpur. Additional chief secretary, (Home), Avanish Awasthi confirmed the killing and added that “all children have been rescued”.

The captor, Subhash Batham has sent a typed application addressed to the district magistrate through a village negotiator. According to the police, this indicates that he had planned the act well in advance. The application says despite several efforts on his part he was not given a house under the PM housing scheme and a toilet.

CM calls a high-level meeting with DGP and ADGP

Uttar Pradesh chief minister Yogi Adityanath is monitoring the situation and is in touch with the senior officers of the state government over the matter. The CM convened an emergency meeting at his official residence to take stock of the hostage situation in Farukkhabad district.

UP Police requested NSG to handle the operation

Uttar Pradesh ADG Law and Order PV Ramashastry said that the National Security Guard (NSG) have been requisitioned by the state administration to be sent to Farrukhabad.

"We got the information around 4:30. The police team reached immediately. Senior officers were informed. He has weapons. We are taking the time to deal with the situation. All the children are safe now. ATS team is about to reach there. We have also sent a requisition for NSG. Our teams are in negotiation with him," Ramashastry told a news agency. Earlier, Farrukhabad Police had said that more than 15 children and a few women have been held hostage at a house.

One of the children has been rescued from the house of murder-accused after he released her after nine hours.

According to sources, the accused had left her at the terrace.

Police and other officials are present at the spot as the rescue operation continues.

"When the accused came to invite my children to her daughter's birthday, I refused, as he said that he celebrates her daughter's birthday twice a year. My younger daughter was playing outside and he forcefully took her with him. After a while, my neighbour told that when she went to take her children from the party and requested him top let them go, he said that he won't, even if you call the police," told a mother of a child hostage. 

"I don't know what his demands are," she added.

Over 15 children held hostage in UP; rescue op underway

Farrukhabad (Uttar Pradesh): Twenty-three children aged between six months to15 years, who had been taken hostage by a murder accused after inviting them to his daughter's birthday party, were rescued late on Thursday night after police killed the captor in a village here.

The hostage drama began at Kasaria village in the afternoon and continued for about eight hours.

"The accused was killed and there were about 23 children who were rescued safely," Additional Chief Secretary (Home) Awanish Awasthi told reporters at a hurriedly called press conference at 1.20 am.

"The accused had invited the children for the birthday party of his daughter and held them hostage. It started about 5.45 pm on January 30 and continued for about eight hours," Director General of Police (DGP) O P Singh said, adding that in the entire operation they had tried to engage the accused and were successful.

He said the accused had initially released a six-month-old girl by handing her over to his neighbour from a balcony.

Accused Subhash Batham fired from inside the house on those who tried to speak to him, police said, adding that a man and two policemen suffered a bullet injury. The motive of the accused was not known immediately.

The captor, Subhash Batham has sent a typed application addressed to the district magistrate through a village negotiator. According to the police, this indicates that he had planned the act well in advance. The application says despite several efforts on his part he was not given a house under the PM housing scheme and a toilet.

However, Chief Minister Yogi Adityanath monitored the situation in Farrukhabad, which is nearly 200 km from state capital Lucknow.

"The CM as soon as he got to know about the incident called a meeting of crisis management group and personally monitored the situation and ensured children are rescued safely," Awasthi said.

Earlier, a team of NSG (National Security Guard) commandos had taken a special aircraft to reach Farukhabad, a senior security official in Delhi said. Police said Batham, a murder accused, seemed to be mentally unstable.

Inspector General of Police, Kanpur Range, Mohit Agarwal, said, "The man called the children for a birthday party and held them hostage in the basement of the house. He fired six shots from inside the building."

He said Batham fired on those who attempted to speak to him.

Batham wanted to talk to the local MLA, but he refused to speak to the leader when he arrived, Agarwal said.
