New Delhi: In a significant development, the Union Home Ministry has brought an amendment in an earlier order while giving protection to domiciles of Jammu and Kashmir (J&K) to any post in the government jobs including senior-level positions in Group A and Group B category.
In an order released on Friday night, Home Ministry said domiciled residents of J&K can apply in any government posts including senior-level positions in Group A and Group B category.
It is to be mentioned here that recently a delegation of Apni Party from J&K visited Home Minister Amit Shah and demanded the same.
Earlier on March 31, the government had offered protection to domiciles only in Group D and entry-level non-gazetted government posts.
After abrogating the Special Status of Jammu and Kashmir under Article 370 on August 5 last year, MHA amended a 2010 legislation — the Jammu and Kashmir Civil Services (Decentralisation and Recruitment Act) on March 31 by substituting the term “permanent residents” with “domiciles of J&K.”
The order defined domiciles as anyone “who has resided for a period of 15 years in the UT of J&K or has studied for a period of seven years and appeared in Class 10th/12th examination in an educational institution located in the UT of J&K or who is registered as a migrant by the Relief and Rehabilitation Commissioner (Migrants).”
Ever since Article 370 has been revoked in J&K, the erstwhile state was bifurcated in two UTs namely J&K and Ladakh.
The central government has been announcing several packages for the development of these two UTs.
