Declare Kashmir apple crisis as natural calamity, demands AIKSCC

Farmer Organisation AIKSCC, upon returning from a visit to the Valley, said that the situation is grave for farmers in Kashmir as they have been facing heavy losses due to untimely snowfall and lack of transport.

New Delhi: Returning from a field visit to the Kashmir Valley, a delegation of the All India Kisan Sangharsh Coordination Committee (AIKSCC) on Saturday said it witnessed extensive damage to the crops in the valley due to untimely and heavy snowfall, as well as from lack of transport and cold storage assistance due to the political turmoil in the newly formed union territory.

AIKSCC said the farmers were incurring heavy losses

AIKSCC, a nationwide platform of 250 farmers' organisations, urged the government to assess the actual loss and provide relief to apple growers as well as growers of saffron, pear, grape, cherry and sheep breeders.

It also demanded that the government declare the current apple crisis in the valley as a natural calamity eligible for central assistance.

Convener of AIKSCC VM Singh said that if we consider Kashmir an integral part of India, then we must also stand with the farmers in their hour of need.

The farmers there are being pushed towards suicide, he added.

Social activist and a leader of AIKSCC Yogendra Yadav, who was also part of the delegation, criticised the government for indulging in self-praise even though it could not even buy 1% of the total produce.

The Centre decided to procure apples in the region in the wake of terrorists threatening some apple growers not to sell their produce in the market following abrogation of the special status given to Jammu and Kashmir under Article 370.

"The government authorised Nafed to carry-out procurement but this operation failed miserably. Lack of experience and infrastructure meant that NAFED has procured 0.01 per cent of the estimated produce (1.36 lakh boxes out of more than 11 crore boxes)," the AIKSCC said in a statement.

Farmers have complained that the Nafed procurement had a disruptive effect since it has sold apple in the sale market at lower prices that brought down the wholesale apple prices in the procurement market, it noted.

Intro:अखिल भारतीय किसान संघर्ष समन्वय समिति की एक सात सदस्यीय टीम कश्मीर के किसानों का हाल जानने के लिये वहां तीन दिन के दौरे पर थी । आज दिल्ली में घाटी के किसानों की स्थिति के बारे में बताते हुए किसान नेताओं ने जानकारी दी है कि 5 अगस्त के बाद वहाँ यातायात और संचार सेवाएं ठप हो जाने से किसानों को भारी नुकसान झेलना पड़ा था । उसके बाद मौसम की मार ने किसानों की कमर तोड़ कर रख दी है । असमय बर्फबारी की वजह से सेब की फसल को तो नुकसान हुआ ही साथ ही कई बागानों के तो पेड़ ही बर्बाद हो गए ।
आम तौर पर एक सेब के पेड़ को तैयार होने में 13 से 15 साल लगते हैं जिसके बाद वो फल की पैदावार शुरू करता है ।
ऐसे में जिन किसानों को फसल के साथ पेड़ के नुकसान की दोहरी मार झेलनी पड़ी है उनके सामने आत्महत्या जैसी स्थिति है ।
अखिल भारतीय किसान संघर्ष समन्वय समिति के संयोजक वी एम सिंह ने ये जानकारी देते हुए कहा कि अगर हम कश्मीर को देश का अभिन्न हिस्सा मानते हैं तो हमें वहाँ के मिसानों के साथ भी खड़ा होना पड़ेगा ।
AIKSCC के सह संयोजक और किसान नेता योगेन्द्र यादव भी प्रतिनिधिमंडल का हिस्सा थे । सरकार की भूमिका पर सवाल उठाते हुए योगेन्द्र यादव ने कहा कि सेब किसानों से नाफेड के माध्यम से जो खरीद की गई वो कुल पैदावार का एक प्रतिशत भी नहीं है । ऐसे में सरकार अपनी पीठ थपथपा रही है कि उन्होंने कश्मीर के सेब किसानों से खरीद कर ली ।


Body:महाराष्ट्र से किसान नेता राजू शेट्टी ने AIKSCC की तरफ से सरकार से मांग की है कि कश्मीर के किसानों को इस संकट से उबारने के लिये सरकार को ठोस कदम उठाने चाहिये । समन्वय समिति ने इसे एक राष्ट्रीय आपदा घोषित कर सरकारी एजेंसी द्वारा नुकसान के।सर्वे कराए जाने की मांग की है जिसके बाद किसानों को पर्याप्त मुआबजा देने की मांग भी की गई है ।
