Govt to provide 100% funding to develop schools, hospitals on waqf properties: Naqvi

Mukhtar Abbas Naqvi while chairing the 80th meeting of Central Waqf Council in New Delhi, said that all waqf properties across India will be geo-tagged and digitised and the government will provide 100 per cent funding to develop educational institutions and hospitals on such properties for the welfare of society.

New Delhi: Union Minority Minister Mukhtar Abbas Naqvi stated that the Central Government will provide free coaching facilities to minority communities for preparation of government jobs.

On Wednesday, while chairing the 80th meeting of the Central Waqf Council in New Delhi, Naqvi, said there are around 5.77 lakh registered waqf properties across the country and their geo-tagging and digitalisation will ensure transparency and safety of records.

The Centre has decided to start a programme on a war footing to utilise waqf properties across the country for educational empowerment and employment-oriented skill development of the needy, especially economically backward girls in those areas which were deprived of these facilities since Independence, the minority affairs minister said.

He further stated that to utilize waqf properties across India will be geo-tagged and digitised and the government will provide 100 per cent funding to develop educational institutions and hospitals on such properties for the welfare of society. Geotagging is mainly to assign a geotag (or geotags) to a digital photograph or video, a posting on a social media website, etc. so that the location of the same can be extracted from it

Naqvi told reporters that a report of a five-member committee constituted to review waqf properties lease rule, headed by Justice (Retd) Zakiullah Khan, has been submitted.

The recommendations of the committee will ensure that waqf rules are made easy and effective for better utilisation of waqf properties and to free these properties, several of which are entangled in disputes for several decades, from disputes, he said. The Central government is taking necessary action on the recommendations of the committee.

Naqvi said that while only 90 districts of the country had been identified for minority communities' development during the earlier government, the Modi government has expanded development programmes for minorities in 308 districts of the country.

The Central Waqf Council is providing financial help to state waqf boards for digitalisation of waqf records so that state waqf boards can complete digitalisation work within the decided time frame.

"GIS/GPS mapping of the waqf properties has been initiated with the help of IIT Roorkee and Aligarh Muslim University. The Central Waqf Council has provided video conferencing facilities to 20 state waqf boards and it would be provided in the remaining state waqf boards by the end of this year," he said.

Naqvi's announcement of geo-tagging of waqf properties comes a day after he spelt out the government's plan to empower the minorities.

Several scholarships such as pre-matric, post-matric and merit-cum-means will be provided to 5 crore students from minority communities, including 50 per cent girls, over the next five years, he had said on Tuesday.

Naqvi had also said girls from minority communities who have dropped out of school will be linked to education and employment through "bridge courses" from reputed educational institutions of the country.

Madrassa teachers across the country will be trained by various institutions in mainstream subjects such as Hindi, English, Maths, Science and Computer so that they can impart mainstream education to the madrassa students, he said

He also said that the Central Government has taken several steps to remove waqf properties from the possession of waqf mafias. It has also been decided in the meeting that the zonal committee of Waqf will now tour all the states so that the Waqf properties are maintained, the assets which are forfeited can see them.

Intro:नई दिल्ली। केंद्रीय अल्पसंख्यक मंत्री मुख्तार अब्बास नकवी ने आज कहा कि केंद्र सरकार मुस्लिम लड़कियों के लिए यूपीएससी, राज्य सरकार एवं बैंकिंग के क्षेत्रों में उप्लब्ध नौकरियों की तैयारी के लिए उन्हें फ्री कोचिंग सुविधा मुहैया करायेगी। आज नई दिल्ली में केंद्रीय वक्फ परिषद की 80वीं बैठक की अध्यक्षता करते हुए नकवी ने कहा की इसके लिए विभिन्न इंस्टीट्यूट से बात हो चुकी है और यह प्रक्रिया जल्द ही शुरू हो जाएगी। नकवी ने कहा कि देशभर में स्थित वक्फ संपत्तियों का सदुपयोग करने के लिए 100 प्रतिशत जियो टैगिंग एवं डिजिटाइजेशन के लिए अभियान शुरू कर दिया गया है। उन्होंने कहा कि देश भारत में लगभग 5.77 लाख रजिस्टर्ड वक्फ़ सम्पत्तियां हैं। जिन्हें जियो टैगिंग और उनके रिकॉर्ड को डिजिटल किया जा रहा है। उन्होंने कहा कि आजादी के बाद पहली बार वक्फ संपत्तियों पर स्कूल, कॉलेज, हॉस्पिटल, कौशल विकास केंद्र, सामुदायिक भवन आदि के निर्माण के लिए प्रधानमंत्री जन विकास कार्यक्रम के तहत शत-प्रतिशत फंडिंग करने का निर्णय लिया गया है और इनका निर्माण बड़े पैमाने पर हो रहा है।


Body:नकवी ने कहा कि वक्फ संपत्तियों के संबंध में नए दिशा निर्देशों के लिए जस्टिस (सेवानिवृत) ज़कीउल्लाह खान के नेतृत्व में गठित 5 सदस्यीय कमेटी द्वारा रिपोर्ट सौंप दी गई है। कमेटी की रिपोर्ट की सिफारिशें वक्फ संपत्तियों के सभी उपयोग एवं दशकों से विवाद में फंसी संपत्तियों को विवाद से बाहर निकालने के लिए वक्त नियमों को सरल एवं प्रभावी बनाएगी।


Conclusion:अल्पसंख्यक मंत्री ने कहा कि केंद्र सरकार इस कमेटी की सिफारिशों पर आवश्यक कदम उठा रही है। उन्होंने कहा कि वक्फ संपत्तियों को वक्त माफिया के कब्जे से निकालने के लिए भी केंद्र सरकार ने कई कदम उठाए हैं। नकवी ने कहा कि मीटिंग में यह भी तय हुआ है की वक्फ़ की जो जोनल कमेटी हैं वह अब सभी प्रदेशों में दौरे करेंगे ताकि जो वक्फ संपत्तियां हैं उनके रख-रखाव, जबरन हड़पी गई संपत्तियां हैं उनको देख सकें।
