Incidents of 'stubble burning' declines by 41%: ICAR

There has been a 41% decline in the burning of paddy crop residue which has been the major cause of pollution in Punjab, Haryana, Delhi and western Uttar Pradesh. This decline can be attributed to the scheme - ‘Promotion of Agricultural Mechanization for In-Situ Management of Crop Residue' sanctioned by the central government.

New Delhi: The burning of paddy crop residue, which has been the major cause of pollution in Punjab, Haryana, Delhi and western Uttar Pradesh, has declined by 41% across the region.

This decline can be attributed to the scheme - ‘Promotion of Agricultural Mechanization for In-Situ Management of Crop Residue', sanctioned by the central government with a budget of Rs 1151.8 crore.

The Indian Council of Agricultural Research (ICAR) had further claimed that there has been a considerable reduction in crop residue burning incidents and 4500 villages in Punjab and Haryana have been declared 'Zero Stubble Burning Village' during 2018; as no burning incident was reported from these villages during the year .

Addressing a press conference in Delhi on Tuesday, ICAR Director General Trilochan Mohapatra said that ICAR and Punjab Agricultural University have jointly developed agricultural devices for farmers, through which they can leave straw in the ground and sow crops without burning the remains.

After six years of extensive research, a total of eight agricultural machines have been developed out of which 'Happy Seeder' is a major device.

In the past few years, ICAR has been working under various schemes to spread awareness on technology and has been training the farmers to use them accordingly.

The Indian Government has also offered a subsidy of 50-80% under the scheme, under which the farmers are using the machinery quite extensively.

Mohapatra further added that if the efforts of the government and ICAR are proved right on the ground (taken in right spirit), then the people of Delhi and NCR will get a huge relief from the pollution caused by stubble burning in the coming days.

Intro:कृषि क्षेत्र से होने वाले प्रदूषण में पराली जलाना सबसे प्रमुख कारण रहा है । भारतीय किसान अनुसंधान परिषद (ICAR) ने दावा किया है कि तकनीक की मदद से इसे बहुत हद तक नियंत्रण में लाया जा चुका है और आने वाले कुछ सालों में इसे पूरी तरह कम करने का लक्ष्य भी रखा गया है ।
आज दिल्ली में मीडिया को संबोधित करते हुए आईसीएआर के महानिदेशक त्रिलोचन महापात्रा ने बताया कि भारतीय कृषि अनुसंधान परिषद और पंजाब कृषि विश्वविद्यालय ने मिलकर ऐसे कृषि यंत्रों का निर्माण किया है जिनकी मदद से पराली को जमीन में ही छोड़ कर किसान आगे की फसल की बुआई कर सकता है जिसके बाद पराली जलाने की कोई जरूरत नहीं पड़ेगी ।
लगभग छः साल के शोध के बाद कुल आठ ऐसे कृषि यंत्र विकसित किये गए हैं जिनमें से हैप्पी सीडर एक प्रमुख यंत्र है ।
पंजाब , हरियाणा , दिल्ली और पश्चिमी उत्तर प्रदेश के 4500 गाँवों को अभी तक इस योजना के तहत शामिल कर लिया गया है और इन्हें 'जीरो स्टबल बर्निंग विलेज' भी घोषित किया जा चुका है ।
ICAR ने अपने द्वारा विकसित की गई तकनीकों को किसानों तक पहुँचाने के लिये अनेकों योजनाओं के तहत पिछले कुछ सालों में काम किया है । भारत सरकार ने इन कृषि यंत्रों पर 50 से 80% तक कि सब्सिडी भी दी है जिसकी वजह से अब ये यंत्र किसानों के बीच पहुँच भी रहे हैं और उनका इस्तेमाल भी खूब हो रहा है ।
कुल मिलाकर पराली जलाने की घटनाओं में 41% तक कि कमी आई है ।
भारत सरकार ने इस योजना के तहत कुल 1151.8 करोड़ का बजटीय आवंटन किया था जिसमें से ज्यादातर राशी किसानों को सब्सिडी के माध्यम से लाभ पहुंचाने के लिये दी गई है जिससे कि वो पराली को जलाने की बजाय अत्याधुनिक तकनीक का इस्तेमाल करते हुए उसे जमीन में ही रहने दें और प्रदूषण की समस्या से निजात मिल सके ।


Body:आईसीएआर के महानिदेशक ने बताया कि आने वाले वर्षों में पराली जलाने की घटनाओं में भारी कमी आएगी क्योंकि किसान भी अब जागरूक होने लगे हैं और उन्हें पता चल रहा है कि पराली को जलाने से नुकसान है लेकिन उसको जमीन में रहने देने से उनका ही फायदा है ।
किसानों को जागरूक करने के लिये भी इस योजना के तहत कई कार्यक्रम चलाए गए और हजारों किसानों को प्रशिक्षण भी दिया गया ।
सरकार और कृषि अनुसंधान परिषद के प्रयास अगर जमीन पर भी सही साबित हुए तो आने वाले दिनों में पराली से होने वाले प्रदूषण से दिल्ली और एनसीआर की जनता को भारी निजात मिलने की उम्मीद की जा सकती है ।
