New Delhi: Rajya Sabha passed the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2021 on Thursday. The Bill was passed through voice vote amid the Opposition's ruckus.
The Bill is brought to deliver justice to Arunachal Pradesh's tribal community. Under Prime Minister Narendra Modi's leadership, we will bring development which did not happen during the Congress government's rule, said Arjun Munda, Minister for Tribal Affairs while moving the Bill for passing.
Dr Banda Prakash, Telangana Rashtra Samiti MP, requested the government to include communities recommended by the state government in the ST list. M Thambidurai, All India Anna Dravida Munnetra Kazhagam MP while supporting the Bill said the inclusion of castes recommended by the Tamil Nadu government is still pending.
While Communist Party of India (Marxist) MP K Somaprasad supported the Bill but mentioned that Government is killing Parliamentary Democracy. Manoj Kumar Jha, Rashtriya Janata Dal MP supported the Bill but also raised his objection to farm laws. Sushil K Gupta, Aam Admi Party MP raised the issue of the Dalit minor rape case in Delhi.
The Bill brings amendment into the Constitution (Scheduled Tribes) Order, 1950. The Bill permits modifications proposed by Arunachal Pradesh to be implemented. It is notified in the statement of objects and reasons of the Bill. The Abor tribe is removed from the enlisted STs in Arunachal Pradesh. As per the Constitution, the President has the role to specify the Scheduled Tribes (STs) in various states and Union Territories. The notified list of STs is also permitted to be modified by the Parliament also, as per reports.
