Monsoon Session: Lok Sabha adjourned till Tuesday; Amit Shah blames Opposition for logjam

A slew of adjournment motion notices has been submitted by Congress-led Opposition members in both Houses of Parliament on Monday, seeking to discuss the breakdown of law and order in Manipur soon after both Houses of Parliament re-assembled on Monday, July 24, 2023, for its third-day sitting in the ongoing Monsoon Session.

Both Houses of Parliament will re-assemble on Monday, July 24, 2023, for its third-day sitting in the ongoing Monsoon Session amid Opposition pressing the Government for an elaborate statement by the Prime Minister and a debate to be followed by that as provided for by the rules of the country's highest legislative body. Lok Sabha, which was earlier adjourned till 2 pm amid protests and sloganeering from opposition members on Monday over their demand for a discussion on the Manipur situation and a statement from Prime Minister Narendra Modi, met yet another stalemate with the House being adjourned till Tuesday. The House briefly took up Question Hour before it was adjourned till 2 pm after it resumed session at noon.

Amid protests, Union Home Minister Amit Shah tried to placate the Opposition members in the Lok Sabha. "I request opposition leaders to allow debate; it's important for the truth to come out before the country on this issue (Manipur)," Shah said. He further said, "I am ready for discussion on Manipur; don't know why the Opposition does not want it."

Congress MPs from Lok Sabha Manish Tewari and Manickam Tagore and several Rajya Sabha MPs -- Ranjeet Ranjan (Congress), Raghav Chadha and Sanjay Singh (AAP) and RJD's Manoj Jha -- have given adjournment motion notices to discuss the Manipur situation."The Prime Minister should make a comprehensive statement in both Houses of the Parliament, and it should be followed by a debate," Manish Tewari said.

Meanwhile, Opposition parties (I.N.D.I.A) protested outside Parliament demanding Prime Minister's statement on the issue in both Houses. On its part, the government said that the Opposition should participate in a structured debate in Parliament. "We request the Opposition to take part in structured and constructive discussions in the Parliament. Why are they running away from discussions? Nobody is able to understand their strategy," Parliamentary Affairs Minister Pralhad Joshi said. Interestingly, BJP MPs from Rajasthan also protested outside Mahatma Gandhi's statue in Parliament, highlighting the breakdown of law and order in the state

Earlier on Friday, Lok Sabha and Rajya Sabha were adjourned for the second day in a row amid vociferous protests over the Manipur violence by opposition MPs. The protests by the Opposition members evoked a strong sharp remark from the ruling BJP at the Centre stating that the Opposition was not serious about the debate on Manipur.

The government, on two occasions, including one through anonymous sources, said it was ready for a debate in both Houses. It offered that the Home Minister will make a statement about the incident in both Houses. However, the Opposition has stuck to its demand for a statement from Prime Minister Narendra Modi in Lok Sabha and Rajya Sabha followed by a debate without any time restriction.

The Monsoon session of Parliament began on Thursday, July 20, 2023, a day after a horrific video of two women being sexually assaulted and paraded by a mob on May 4 in a Manipur village went viral, triggering a nationwide outrage.

    Rajya Sabha suspended AAP MP Sanjay Singh for the remaining duration of the Monsoon session for his "unruly behaviour" following a motion moved by the Leader of the House Piyush Goyal and the same was adopted by the House by a voice vote. Before the motion was moved, the Upper House chairman Jagdeep Dhankhar named Singh for his "unruly behaviour" and cautioned him.
